About this file
This is a Single Source Justification document for a modification to an existing federal contract under Simplified Acquisition Procedures (SAP) for an amount exceeding the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT).
The Department of Veterans Affairs, VISN 12, VA Illiana Health Care System seeks to modify existing contract 36C25225P1186 for the Danville Nurse Call System. The modification, estimated at $33,195.95, involves removing Building 101 Wards 7 & 8 from the current system and reallocating the already-purchased parts to Buildings 130 & 131. The single-source justification is based on the unique characteristic that Colossal Contracting LLC was awarded the original Brand Name or Equal Solicitation (36C25225Q0601) for this requirement, and the modification represents an out-of-scope change to the existing system. Ward 7 & 8 were shutdown due to unforeseen circumstances and will not reopen per leadership direction. The modification is expected to generate approximately $70,000 in savings by utilizing existing parts. Market research was conducted during the initial contract acquisition process. Matthew Martin from VA Illiana Health Care System Logistics serves as the Danville contact point, and Matthew Hohl from the Great Lakes Acquisition Center (NCO12) is responsible for the contracting action. The Contracting Officer certified the purchase on January 13, 2026.
