NUMBER OFFEROR RFI VA RESPONSE

Page 15 of the solicitation asks for "Turn Around Time Unit Cost". I have two Turn Around Times for each line item and the prices vary accordingly (next day or three day turn around). Can I adjust the chart to reflect these different options?

Offereors are to adhere to the format provided in the BASE ‐ IDIQ PRICE SCHEDULE FOR SERVICES. No manupation or additons will be allowed. Refer to the SCOPE OF WORK for ACM T&M IDIQ for guidance for the required TAT for

Asbestos Sampling and Testing.

The hourly rate we are providing on page 15 of the solicitation would be inflated if we are doing a multi‐day project (the mobilization fee would yield a higher hourly cost if we traveled for four consecutive days compared to the cost of getting a hotel). Can we highlight on page 15 the delta between multi‐day projects compared with single day projects?

The BASE ‐ IDIQ PRICE SCHEUDLE FOR SERVICES will be used for all Task Orders. Task Orders are individual projects that will be orderd off of the BASE ‐ IDIQ PRICE SCHEDULE FOR SERVICES. The Quantity of the Unit of Issue will change depending on Task Order. An example is the Price Schedule for Services for Task Order #01 (SEED PROJECT) on page 16 of the solicitation.

Page 12 of the solicitation asks for the VA Form 10‐6298 to be filled out. Is this supposed to be submitted with the proposal or with each task order (or both)?

This form is supposed to be filled out and submitted per Tasks Order. NOTE: page 1 of the solicitation states: This solicitation features a "Seed Project". A Seed Project proposal is rquired to be considered for IDIQ Award. The SEED

PROJECT is the first Task Order.

Page 8 of the solicitation mentions filling out VA Form 0018. I can't find this form. Can this form be provided?

The VA Form 0018 can be found at the following website:

http://vaww.va.gov/vaforms/

How does the VA Form 6298 relate to the price schedule (page 15) for the ACM T&M IDIQ contract (36C25224R0011)?

Reference the SOW revision that is incorporated as part of 36C25224R0011 0003. The requirement for the VA Form

6298 is not applicable and is removed.

Section G " MInimum Qualifications for a PIH" lists seven minimum requirements listed for an acceptable PIH. This requirement placed on a PIH severely restricts the number of PIHs (and for that matter SDVOSB contractors) that might provide an acceptable offer. However, many

SDVOSB contractor teams could easily fulfill minimum experience qualifications if the contractor team and key personnel including PIH, ACM Inspector/Supervisors/ Safety Officers are taken into consideration? Additionally, it should be noted that the cost would be extremely high if the PIH performed all the work‐‐this would not be advantageous for the government. Is it possible to change the Section G. "minimum qualifications" to be fulfilled by the offeror's key personnel including PIH, ACM inspectors and ACM supervisors, etc.?

Deviation from Section G "Minimum Qualificaitons for a PIH" is not negotiable. The Section G Minimum Qualification for a PIH are in accordance the specific requirements of the Tomah VA Medical Center and those listed in Solicitation

36C25224R0011, S02 ‐ 02 82 11 ‐ Trad Asb Abate ‐ Tomah.

What are the limits to subcontracting on this project? Is this project considered to be a Service contract or a Construction contract? Limiting to 50% as Services contract excludes many

SDVOSBs. Restricting this project to SDVOSB contractors that directly employ staff with the specified specialized licensing and certification requirements may create a burden and unfairly exclude most SDVOSB contractors that do not have the capacity to employ staff with the specialized licenses and certifications.

Reference Solicitation 36C25224R0011, VAAR 852.219‐75 VA NOTICE OF LIMITATION ON SUBCONTRACTING‐

CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION). Deviation from this

VAAR Clause is not negotiable.

Asbestos project design is specialized work. Is the project design being handled by another contractor, and is that work complete? Who is the contractor?

The General Contractor that is doing construction is responsible for the abatement. Once the IDIQ for ACM T&M is awarded, the VA will facilitate the initial meeting between contractors.

Since the project is about to mobilize on 2/12, has the abatement contractor or general contractor submitting notifications to the Wisconsin Department of Health Services and the

Wisconsin Department of Natural Resources already submitted notifications? (There is a 5 or 10 day notification before an ACM contractor can begin work.)

The SOW for the SEED PROJECTS states, "It is anticipated that the construction contractor will mobilize February 12, 2024. Once approved, the construction schedule will be shared with the ACM T&M contractor for coordination and scheduling activities." Abatement activities are pending the award of the ACM T&M IDIQ. Coordinations will be made that the a time.

Is this a contract recompete? No
