RFQ 36C25224Q0468 Questions and Answers Clarification #4 Station 550 Bldg. Inventory - Asbestos Surveys

All other items and conditions of the solicitation remain the same.

Ashley Johnson Contracting Officer RFQ 36C25224Q0468 Questions received June 24, 2024

CONTRACTOR QUESTION
ANSWER

1. Unit price 0004 asks for “Support services with an accredited laboratory to expedite testing and analysis of physical samples” – is this asbestos bulk samples or could be something else? The quantity listed is 1. Can you provide more detail on what this pricing includes? Do we need to come to the site and take the sample to the lab for analysis or provide shipping labels to an accredited laboratory we have an account with?

This item should cover any additional costs associated with doing business with a 3rd party laboratory analysis company including shipping/handling costs, waste disposal fees, additional fees for expedited orders, client fees (if any), miscellaneous expenses, report generation fees, insurance, etc. for physical asbestos samples. This item is expected to include shipping labels or other packaging required for transport of physical samples as well.

2. Would Unit price 0005 include any other buildings for the 6-month periodic surveillance other than those discussed in the site walk? Since the last report is multiple years ago, what documents are available for review to help identify what abatement work has been completed since then so it can be documented in the report – should this document review cost be included in the Unit price for 0005?

Yes, document review cost should be included in this item – see Item #4 below. This item will likely consist of meeting(s) and/or other method of relaying construction projects and abatement projects required to update this list. However, a site visit every 6 months should also be expected in order to visually inspect all suspected ACM for disturbance or change, even if outside the scope of a construction project, and especially in public areas. Only the locations listed in the Reinspection Report should be considered, additional buildings on the property not included in the report will be excluded from this contract.

3. We assume the Unit price 0006 – Asbestos inspection survey is for a 3-year reinspection of the existing data, is that correct? As stated in question 4, since the last reinspection was some time ago should we factor in document review time to bring the survey information up to current?

Correct, this item refers to the 3-year reinspection of existing data and document review may be a component of this. This item also allows for the expertise of the vendor to include suspected ACM that may not be on the list already based on site level observation. Only the locations listed in the Reinspection Report should be considered, additional buildings on the property not included in the report will be excluded from this contract.

4. Please provide the most recent 6-month and the 3-year Asbestos Inspection survey to provide the VA with our most accurate technical proposal and estimate.

Most recent reports are provided as separate documents. These reports may be updated based on site-level observation and document review. Additional reports will be delivered upon contract award.

RFQ 36C25224Q0468 Question clarification

5. In reviewing the Amendment 0002 with the responses to the questions, please clarify the following:

Question's #2 & #3 Answer states that "additional buildings on the property not included in the report will be excluded from this contract". The original solicitation lists buildings 14, 19, 25 and 49 as buildings to be included in this Survey report even though they weren't in the previous asbestos survey. Please confirm they will be excluded from this contract as stated in Amendment 0002.”

There are 3 documents available for review:

#2 Asbestos Reinspection Report 2018 #3 Asbestos Six Month Assessment #4 Station 550 Bldg. Inventory

Item #4, Station 550 Bldg. Inventory, contains a comprehensive and recent list of locations that should be used to estimate scale and scope – these locations are included and includes buildings 14, 19, 25, and 49. Item #2 may also be used to estimate scale and scope of the project, though some areas may have been abated since this report was published– these areas have been recorded in separate documentation that will be delivered upon final award. Item #3 should not be used as a comprehensive resource as, in some instances, it was discovered that items with asbestos weren’t identified in previous 6-month survey/assessment reports (Item #3). Item #4 only represents the most recent 6-month survey/assessment available, and any gaps or deficiencies found should be considered to be amended as part of this contract in subsequent reports.”
