Page 1 – Title Block – Block 8 – Offeror Due Date – Will there be an extension granted on bid due date? SOLICITATION close is extended to MAY 22, 2024 AT 10:00 AM LOCAL.

Page 1 – Title Block – Box 20 – This contract structure shows a base year (2024-2025) plus 4 option years. The Price / Cost Schedule on Page 6 A.1 states Base Year (Attachment A) Option Year 1 (Attachment B) then Triennial Testing Per SOW (mentioned contract period Option Year 1) and then Option Year 2 (Attachment C).

What is the correct number of option years / what attachment applies to triennial testing per SOW? There will be 2 option years; Box 20 is updated and removes Option Year 3 and Option Year 4

Page 5 – Security & Privacy Control – Visitor Passes – Is there any required site safety courses to be taken (online or in person) prior to gaining access to the job site? This amendment incorporates Attachment G - Construction Safety Guidebook; Contractor shall follow guidelines for their employee safety requirements.

Page 7 – 2.0 General Tasks – Bullet Point D-1. ANSI / NETA testing procedures. NETA standard states primary injection testing of circuit breakers, both bolt on to bus and drawout / rack able. From the information provided, it would appear most breakers are not drawout. Is secondary injection testing acceptable for breakers that are bolted on? Yes.

Follow up question – If Primary Injection is required, will the site supply a 100A temp power source to power any test benches / sets? (In same note, temp lighting for when systems are de-energized?) No.

Page 7 – 2.0 General Tasks – Bullet Point D-3. Equipment inventory – Per above question, there are only 3 attachments but the title block page calls out base year + 4 options, are any workscopes / asset lists to be repeated in option years 3 and 4? There will be only 2 option years.

Page 8 – 2.0 General Tasks – Bullet Point D-H – Will one line diagrams / riser diagrams be provided before award for quotation purposes? No.

Page 8 – 3.0 Inspection & Tests – Bullet Point B. If a subcontractor is to be used for IR Scanning, does the company need to be identified ahead of award? Or can companies be confirmed before execution of work scope? Subcontractor must be confirmed and accepted before execution of work. Since this is a Small Business set-aside, Limitations on Subcontracting apply. Prime contractor must sign limitations certification clause.

Page 8 – 4.0 Basic Year Specific Tasks – Referring to attachment A – In the first table, top of the page that identifies SWBD / SWGR lineups – how many sections are in each lineup? (Example: Bldg 111, lineup noted SG-1LS – how many sections are in this lineup?) Are there ancillary devices in the lineups like meters, surge suppression, throw over schemes? There would be (2) sections of rackable breakers that feed to (2) sections of bolt on breakers. There are tie-breakers but no meters or surge suppression in this gear.

Page 8 – 4.0 Basic Year Specific Tasks – Referring to attachment A – First page, Second Table – These assets are listed as panelboards… Are these items single section SWBD Section / Panelboard or are they multiple section Switchboards? (Essentially trying to establish the flow down from SWBD to SWGR to assets downstream to breakers in each lineup.) These are still sections of the switchboards.

Page 8 – 4.0 Basic year Specific Tasks – Referring to Attachment A - Page 4 Table, Items listed “Solid State” – Are these individual circuit breakers that are to be tested? Is primary injection testing required if the breakers are bolt on bus? Do thermal magnetic breakers also require primary injection testing? These are individual circuit breakers that need testing. Secondary testing can be done they are bolt on. Same with thermal Magnetic.

Page 8 – 4.0 Basic year specific tasks – Referring to Attachment A – Page 6 Second Table – What is the difference between “Solid State” Assets and “Low Voltage Breakers”? Different testing procedures? Or are LV Breakers drawout type? Some are Draw out, some are bolted on.

Page 8 – 4.0 Base Year Specific Tasks – Referring to Attachment A – Page 8 – Table Type Motor Control Center – How many sections / buckets are in each MCC? Is the device count = number of feeders / taps? Are they all feeder breaker buckets? Drives, Starters? They are mostly drives and starters, just the feeder breaker would need testing.

Page 8 – 4.0 Base Year Specific Tasks – Referring to Attachment A – Page 8 – Table Type PTs – Where are the PTs located in this table? Basement of building 111.

Page 8 – 5.0 Option Year 1 Specific Tasks – The verbiage in the contract doc mentions testing of “the” substation – Does this refer to one single lineup? And (4) main transformers – Is that the whole scope for Option Year 1? Or are we planning to PM everything on attachment B for Option Year 1? Testing everything on option year 1, however the substation and the four main transformers get done on our Triennial test, that’s when we have to have total utility power loss to the entire campus for (4) hours and run on generators. Perfect time to test sub and 4 mains to minimize affect to the main hospital.

Page 8 – 5.0 Option Year 1 Specific Tasks – Page 1 – Table 1 - How many sections are in each of the SWGR / SWBD Lineups? Are there any ancillary devices like meters, surge protection, throwover schemes? (1) section in each listed.

Page 8 – 5.0 Option Year 1 Specific Tasks – Page 9 Bottom of Page – There is a mention of a Bldg 1 one line diagram paired with the cables… Can drawings / one lines be provided for quotation purposes? No.

Page 9 – 8.0 Hours of Operation – Bullet Point A – Referencing labor to be performed outside of normal working hours. How long of an outage will be granted each day? No longer than 12 hours.

Page 10 – 9.0 Contractor Qualifications – Bullet Point A. Will NICET certifications be accepted as an approved alternate to NETA certified? No.

Will we have access to the previous reports for the testing that was completed under the previous contract? No.

The base year starts July 1. Is there a time frame when you want the work scheduled? After contract is awarded, dates will be discussed.

Should we consider doing all the work at night, or can some be done during the day? Nights and weekends.
