1. Can all work be completed during normal (0700 – 1530) daytime work shifts?
Yes
2. Can the Site Superintendent fulfill the duties of the SSHO as well?
Yes, provided that each task is competed independently. That is, two tasks at different locations are not being completed simultaneously.
3. What is the anticipated award date for this project?
By the end of May 2023
4. When is the “Notice to Proceed” anticipated to be issued?
About two weeks after award and all the insurance, bond, contract, etc are submitted.
5. When is the anticipated “Start of Construction” for this project?
Generally, this is done by about 30-days after award and not before submittals, safety plans, ect are approved. The period of performance is 180-days. It is up to the contractor to meet this timeline.
6. Current economic conditions have resulted in extended lead times on equipment and some materials. How will these extended lead times on necessary equipment / materials be accounted for in the contract?
If there are extenuating circumstances due to equipment / material lead times then additional time can be arranged. Your bid should include this information.
i. Will all materials be required to be on site prior to starting the project?
It depends on the task. The batteries, fuel tanks, and surge protectors must have materials ready for replacement. These cannot be out of service for an extended period. The heat tape task could be done in stages if needed.
ii. Will the contract duration be extended to account for long lead time items?
If extended time is required this can be arranged. Your bid should include a statement that you anticipate that 180-days is insufficient.
7. Is there a specific location for a site construction Trailer / Staging Area ? If so can you please advise where it is located?
The northwest corner of campus is the laydown area for construction projects. A small trailer can be staged there.
8. Will a Construction Fence be required around the staging area and trailer?
If there are materials that cannot be stored in the trailer, then a fence would be required to protect material goods. If it is a vehicle, then it will probably be fine to be left at the trailer. Loss would be the risk of the contractor. A construction fence, roped off area, will be required around construction work areas where roof work or excavation and tank work is taking place.
9. Is a submittal log/register required for submission by the contractor for this project? Reference 01 33 23 1.3.C, the VA provides the initial submittal register.
Yes. The VA will provide the initial submittal register for contractor use.
10. Is submittal Exchange to be used for this project? If so is the contractor to include the cost for submittal Exchange?
No, Submittal Exchange will not be required. Submittals, and all correspondence will be exchanged via email.
11. Reference 01 35 26.1.13, is Tuberculosis Screening required on this project? Can the Department of Health Services Wisconsin risk assessment TB questionnaire satisfy this requirement for this project.
No, TB testing is not required as all work is outside of patient care areas.
12. If after uncovering existing conditions there is a need for subgrade soil repairs, will the work have to stop until an approved Supplemental Agreement is in place or will there be pre-determined unit rates/costs established so the work can proceed accordingly?
Yes, in general this is how it happens. I suspect you referring to the underground storage tank tasks. Work on a particular tank would stop but other work could continue while a supplemental agreement is arranged. The VA is unaware any leaks and does not suspect any contaminated soils.
13. Please confirm the Surge Protection devices are only required for BLDGS 240A, 401, and 406. Not other buildings are required to be included.
The Scope of Work was updated in an Amendment to the original solicitation, on April 11, 2023. The updated task reads:
Task 1: Replace Surge Protection Device for Building 240A, 400,401, and 406 Main Service Panels The surge protectors are failing or no longer working in these buildings, and they need to be replaced. The surge protectors must be Type 2 per NFPA 70. The existing panels are Square D, QED, Series 2, REV80258-133-06, 60 HZ. Square D must be consulted for the proper size devices. The panel data are:

The surge protectors shall be Square D compatible Surgelogic HL2IMA24C, HL4IMA24C or equal and suitably sized for service.
14. Will any of the New Tank Caps require new Tank certifications?
Modification to the tanks shall be completed in accordance with WI State Regulations. The contractor shall obtain all permits and submit modification notices. The contractor shall provide the VA with updated permits. Informational assistance will be provided by the VA as needed.
15. Is ANY work required electrically at Task #3 of this project?

16. At the work required for Tank 424 in the parking lo. Please confirm parking spaces on both sides of the tank can be blocked off and turned over to the contractor for use while work is being done on this tank.
Yes, the parking spaces surrounding the tank area can be blocked off as needed. In general, adequate working space will be provided. Access to the cafeteria dock and drive lanes to remaining parking areas cannot be blocked.

17. The SOW calls for the existing riser pipes to be extended through the addition of 6” extension rings. The mating point between the existing riser and extension ring is likely to become a point of water infiltration, regardless of the attachment method. The best practice in this instance is to excavate to the top of these tanks, and replace the existing risers with longer risers. Is this an acceptable alternative solution?

18. The SOW calls for a layer of tack coat/bonding agent between the concrete layers. However, it appears we will need to remove all of the concrete on top of the tanks in order to properly extend the riser pipes. Is it safe to assume that all the concrete will be removed, and that we will not have a need for tack coat/bonding agent?
Yes.
19. The SOW calls for the bollard holes to be hand dug. Normally we would utilize a powered auger to dig in bollards. Why are we required to hand dig these holes? Are there underground utilities in the area of the tanks?
Hand dug holes were requested to prevent damaging the underlying tank. There may be utilities in the area. Areas should be cleared by a utility locator.
20. Can you share the specific points of water intrusion for each tank? While it is a best practice to reconfigure the concrete tank pads to promote shedding of surface water, this is no guarantee that water will not continue to infiltrate the tank. The most likely sources of water intrusion into these tanks are the threaded connections on top of the tanks, the riser pipes, and the caps or seals on top of the riser pipes. Since the SOW doesn’t specifically address any of these points of infiltration, are you certain the scope of work outlined in the SOW will truly eliminate water intrusion into the tanks?
The tank pads are level or slightly lower than the existing ground surface. When snow covered the tank locations appear to be a good place to store snow, so often it is piled up on top of or very near the pads. Incomplete melting causes puddling and backed up water which finds its way in to the tanks. We believe raising the tank pad surface 6-inches above the surrounding ground level will prevent water from entering at the port locations. Raised pads will also be more visible and will prevent snow storage over or near the pads.
Tank 424
21. Wisconsin DATCP/DNR rules require that soil sampling be completed for underground fuel pipe which is removed from the ground. Should this soil sampling be factored into our price? Should we anticipate discovering or needing to remove any contaminated soil in the area of the underground pipe?
The contactor shall include all permitting costs and correspondence with WI State offices in their bid. Soil testing required by State Regulations shall be included with the contractors’ bid. We do not believe there has been any fuel leaks from piping.
22. How long is the underground pipe run which is to be replaced? Where does it terminate? What size are the fuel lines?
The distance from the sump to the generator room is about 15-feet. The piping runs from the tank sump to the generator room underground and comes up through the floor and then feeds into the generator. The pipe diameter is not known for certain but it is about one-inch.
