The following changes are hereby made to the PWS:
Section 6 of the PWS has been updated with the following tracked changes:
6 RATES:
6.1 TRIP CHARGES: This section applies to loaded (patient onboard) services only.
6.1.1 For all one-way trips within a 16-miles from the pick-up location radius of the point of care, the Contractor shall receive the flat base rate awarded for that trip. The Contractor shall also receive the mileage charge in addition to the flat base rate for any one-way trips outside this in excess of 16-miles radius. In no event, shall the Contractor receive reimbursement for the mileage charge for any mileage under this 16-miles radius.
6.1.2 The Contractor shall ensure that pick-ups and drop-offs are scheduled so that the total distance traveled shall result in the most economical charge to the Government. Payment for mileage traveled beyond the first 16-miles of the transport radius, to or from the point of care shall be limited to the VA’s calculated trip mileage according to the accepted VA method. The accepted VA method for calculated trip mileage is currently Bing Maps. The Government will notify the Contractor if the accepted VA method changes. For the purpose of this contract, the 16-mile radius is to or from the patient’s point of care. See the Schedule of Supplies/Services Price/Cost Schedule for Not to Exceed amounts for mileage the estimated annual quantity of mileage in excess of the 16 miles included in the Base Rates. Flat Base rate charge is inclusive of tolls, parking, and airport fees.
6.1.3 For trip where unloaded mileage exceeds loaded mileage, see PWS 9.4.
The task “Complaints Handling” under the Minimum Performance Standards table in Section 15 of the PWS has been updated to remove “O complaints = 100% compliance” as follows:
Task PWS Reference
Standard Acceptable Quality Level
Method of Surveillance
Complaints Handling
7 All complaints received by the Milwaukee VAMC Mobility Manager and Mobility Manager will be forwarded to the COR/Alternate COR and the Contractor.
All complaints shall be investigated promptly. After investigation and disposition, the Contractor shall respond to the VA in writing within three (3) business days after receipt by the Contractor. The Contractor’s report to the VA shall include the steps taken for corrective action.
95% Review of all complaints.
Review will verify the response was received within the prescribed time periods. (0 complaints = 100% compliance)
Questions and Answers
1. How are add-ons handled via VETRIDE?
Add-ons will be input and scheduled in VETRIDE as needed. Communication of these can be worked out with the awardee.
2. How are rides added during off-hours via VETRIDE?
These requests will be input and scheduled in VETRIDE as needed. Communication of these can be worked out with the awardee.
3. Is VETRIDE software downloadable to tablets?
Not at this time.
4. Are there really 80K transports/year?
Yes. The annual estimated quantities in the Price Schedule are under normal operating conditions. The estimated # of transports throughout the period of the COVID-19 Safe at Home was approximately 75% less than normal operating conditions. The annual estimated quantities are a forecast of one-way trips, including scheduled one-way trips that may potentially be cancelled.
5. What is the anticipated award date?
We anticipate an award date of August 1, 2020 with a 60-day ramp-up period; gradually ordering more transports under contract over the first 2 months with comprehensive services starting no later than October 1, 2020.
6. Who is the current contractor and what is the current contract number?
Only Outside of Milwaukee County transports are currently under contract with Able Access Transportation, LLC. under contract VA69D-15-D-0242.
7. 2.6.6 Will a DOT Physical fulfill this requirement?
Yes.
8. 2.6.9 Does this eliminate the need for the contractor to conduct a criminal background check?
No. See PWS Section 2.6.8.
9. 3.1.1.3 When is it anticipated the VETRIDE software will be utilized?
We anticipate VETRIDE will be utilized Day 1 of the contract.
10. 9.4 Will deadhead miles past 75 miles be paid going to CBOC's and other location in VISN12.
If the criteria in PWS Section 9.4 is met, the Contractor may invoice for the Flat Fee.
11. 2.4.5 Is wait time paid if the contractor is picking up from a public transportation area and they are delayed?
Yes.
12. Section 3.1.1.3. Does VETRIDE have the capability to upload completed trip data from a comma separated values file?
The full report capabilities of VETRIDE are unknown at this time.
13. Section 4.1.1. Cancelations/No loads. What happens if the transport company is unable to receive a response from the Veteran Travel office for a cancel at the door (phone is busy)? How long should the contractor wait?
The contractor shall wait the 15 minutes that is included in the base rate and attempt to contact the VAMC Transport Office multiple times. Section 4.1.2 of the PWS has been updated.
14. Section 4.2. Service disruption: Construction delays. There seems to be no verbiage covering unforeseen delays resulting from construction obstruction or accidents.
Construction is foreseeable. The Contractor shall plan accordingly for routes that may have delays due to construction. The Contractor must contact the VA immediately in any instances that arise and may cause service disruptions.
15. Section 9.1 Invoicing on the first workday of each week – why? Some contractors may not have had the opportunity to verify all data by the first day of the week. The contractor may need more days (up to 4 or 5) to verify all data. Can this be modified?
This can be discussed with the awardee.
16. Section 9.1.b.l. How the order was received by the contractor (via fax, etc.). This is very difficult to manage for 100’s of rides per day. Why is this information needed on the invoice?
Can it be provided elsewhere?
This information is required for VA auditing purposes.
17. Section 15 – Minimum Performance Standards – Complaints handling. How is the complaint metric calculated? 0 complaints = 100% compliance. What does 3 complaints equal? What is the complaint quantity compared to? # of rides per day, week, month?
This section refers to the timely handling of complaints. The text “0 complaints = 100% compliance” has been removed from the Minimum Performance Standards.
18. Section 17.5 is missing IOWA.
The Contractor is not obligated to provide transports to any locations not listed in Section 17 of the PWS. The VA will address any transports outside of the locations listed in this section on a case-by-case basis.
19. Submission data: Can CPARS reports be used for past performance?
Yes. As stated on Page 67 of the RFP, the Government may use data obtained from Government-wide databases. The Contracting Officer will pull assessment reports through CPARS for all offerors. Offerors do not need to submit these reports.
20. Are the numbers of trips/mileage listed in the COST SCHEDULE a forecast based upon previous years trips ordered (and possibly including trips that were cancelled) or are they the number of trips/mileage actually completed?
The annual estimated quantities are a forecast of one-way trips, including scheduled one-way trips that may potentially be cancelled, during normal operating conditions.
21. Does the contracting office plan on parsing this engagement out to multiple vendors or is the intent to award the contract to one vendor?
The VA intends to award a single award IDIQ contract for a five-year ordering period.
22. Could you please confirm that this is a Total Small Business set aside?
This acquisition is set aside 100% for small business concerns under NAICS 485991 with a size standard of $16.5 million.
23. After looking at all the wage determinations, I find there is not a specific "NEMT driver" category. What classification do our drivers fall under?
Drivers would fall under Occupation Code/Title 31290 Shuttle Bus Driver. Descriptions of all Occupation Codes/Titles can be found in the SCA Directory of Occupations at https://www.dol.gov/sites/dolgov/files/WHD/legacy/files/SCADirectVers5.pdf
24. The Milwaukee Courthouse is not taking fingerprints at this point because of Covid-19. For the purposes of getting our PPVL licenses for the City of Milwaukee, it's required. We've been told that they aren't licensing anyone for anything at this point. Will there be a grace period for licensing new hires?
As stated in Section 2.6.11 of the PWS, drivers must comply with all local, state, and federal regulations and licensing requirements. Any deviation to these regulations or requirements must be approved by the applicable entity.
25. In 6.1.2 there is mention of "see the schedule of supplies/services". Where do I find this schedule as I don't see it listed anywhere in the solicitation.
The Schedule of Supplies/Services refers to the Price/Cost Schedule and associated estimated annual quantities starting on Page 7 of the RFP. Section 6 of the PWS has been updated to clarify this.
26. Do the vehicles need to be specially licensed in Wisconsin or Milwaukee, such as "For Hire Vehicle Permit" or can private licenses suffice?
Vehicles must meet the requirements established in PWS Section 2.1.
27. Do all vehicles need to be licensed within the state of Wisconsin?
Vehicles must meet the requirements established in PWS Section 2.1.

28. Will the vendor be expected to provide transports between outlying rural communities and provide short distance intra-city transports throughout Wisconsin, Upper Peninsula of Michigan, eastern Minnesota and northern Illinois for appointments at non-VA Medical Facilities? If so, how often would this occur?
Yes. These transports would be infrequent. As stated in PWS Section 17.3, approximately 82% of the transports will occur within a 20-mile radius of the Clement J. Zablocki VA Medical Center. Approximately 8% of the transports will have a pickup or drop-off at the CBOCs located in Appleton, Cleveland, or Green Bay. Approximately 5% of the transports will have a pickup or drop-off at Union Grove CBOC.
29. Will vendor be required to provide local transportation for all the VA Medical Centers listed in the solicitation?
Occasional transports may include transports to or from the other VA facilities listed in PWS Section 17.4, but these will be infrequent. These VA facilities each operate their own local transportation.
30. Does this contract fall under Executive Order (EO) 13658 and EO 13706 as it pertains to hourly minimum wages, Health and Welfare benefits, Vacations, 10 paid Holidays and 56 hours of paid sick leave per year?
Yes. Both Executive Orders apply to this contract.
31. Can you please define the level of service required for sedan transports? Will these transports involve patients that ambulate with mobility devices such as a cane, walker or crutches? And will these also require assisted “through the door service” as referenced in the solicitation?
Veterans that can get in and out of a vehicle on their own with minimal assistance would be considered sedan transports. These could include patients with mobility devices.
Through the door service is required for all transports (sedan and wheelchair).
