Solicitation: 36C25220B0013 Project: Replace HVAC Equipment in Bldg. 406 Construction Project #: 676-16-111 At the Tomah VA Medical Center, Tomah, WI 54660 A00005 – Solicitation Questions/RFI and the response A. There were some technical problems with the Beta_SAM system for Amendment A0000Duplicate question from A00003. Below are duplicate Q&A from Amendment 3
1. Question: Who was the basis of design for the AHUs?
Response: York by JCI was the basis of design. There is not flat spec of a manufacturer.
2. Question: It looks like crane can't be in the courtyard without removing the tree, can we remove the tree?
Response: Based on our layout, the tree should not need to be removed, they should be able to maneuver the ahu sections around it.
3. Question: How are the proposals going to be submitted? In person, email, UPS, FedEx, etc?
Response: See Amendment #2 – Bid are submitted via mail (FedEx, UPS, USPS, etc.) and are due 6/11/2020 (cannot be hand-delivered). Bid Opening will be held 6/12 @ 1pm
4. Question: What are the specifications on the construction mat that is required?
Response: See drawing C001, legend, CONSTRUCTION ENTRANCE AND CONSTRUCTION PAD PROTECTION, SIMILAR TO PRESTO GEOSYSTEMS GEOTERRA GTO OR EQUAL. HIGH DENSITY POLYRTHYLENE INTERLOCKING MATS FOR EXISTING SURFACE PROTECTION, APPROXIMATELY 17.5” x 17.5” x 2” THICK INDIVIDUAL MATS CAPABLE OF BOLTING TO EACH OTHRT TO FORM A CONTINUOUS PAD.
5. Question: There is a tree located next to the crane lift area. Can the tree be removed? What has to happen if it is removed?
Response: With the VA COR approval they can remove the tree then replace it when the work is completed. Removal from site must be complete including stump grinding. Replace with a 3-4” diameter tree of the same species, locally grown from a nursery within 100 miles of the Tomah VA.
6. Question: Confirm ICRA level to be included within the project at the locations as shown on sheet GC101 and GC102 Response: Class IV, per GC101 and GC102.
7. Question: Is there to be a complete surround at the South stair or just as shown? Do we require to maintain a 36” landing clear at the top of the stairs?
Response: The South stair is to be left open for egress by building occupants. Infection Control barrier to be placed in area of locked entrance to stair up to attic, as shown on GC102.
8. Question: What is the approx. deck height at these locations for partition height?
Response: Floor to floor heights are shown on building elevations. See sheets A401 and A402.
9. Question: Provide information / specification for construction mat specification as called out on sheet C 101 Response: See Drawing C001, Legend: "CONSTRUCTION ENTRANCE AND CONSTRUCTION PAD PROTECTION, SIMILAR TO PRESTO GEOSYSTEMS GEOTERRA GTO OR EQUAL. HIGH DENSITY POLYRTHYLENE INTERLOCKING MATS FOR EXISTING SURFACE PROTECTION, APPROXIMATELY 17.5" x 17.5" x 2" THICK INDIVIDUAL MATS CAPABLE OF BOLTING TO EACH OTHER TO FORM A CONTINUOUS PAD.
10. Question: Define painting within the project. Will painting be required? Provide specification, finishes, specifications as required.
Response: The only painting in the project is where openings in existing walls are being patched due to removal of ductwork. Paint to match existing finish.
11. Question: Sprinkler: Is there an existing fire pump on site? If existing, provide specific details and information.
Response: There is not a fire pump.
12. Question: Will mains require to be raised or will only branch line work be required?
Response: Per drawing FD101, 4" FP main remains in place. General Note #2 requires Fire Protection Contractor to verify and make modifications. Per drawing FX101 General Note #2, existing piping is for reference. Review specification section 21 13 13 Wet-Pipe Sprinkler Systems for system requirements.
13. Question: MP101A Note 7: States 1” MPS pipe to humidifier. However, M704 Steam and Condensate Flow Diagram for AHU-1 shows 1-1/2” Pipe to the Humidifier. These differences occur for all of the remaining AHUs. Which take preference, page notes or flow diagrams? Provide clarification.
Response: For any pipe size variances between plans, sections, diagrams or details, use the larger size noted
14. Question: MP101B and MP101C CHW: Drawings show 2-1/2” CHW lines however M704 Chilled Water Flow Diagram shows 3” to the coils. Which take preference, drawing dimensions shown or flow diagrams? Provide clarification.
Response: For any pipe size variances between plans, sections, diagrams or details, use the larger size noted
15. Question: MP101B and MP101C CW: Is this water line to be included in the base bid? It seems to run separately and unrelated to the Alternate 1,2 and 3. Provide clarification Response: CW Pipe is part of the Base Bid and not an alternate.
16. Question: How will the bidding be done for the HVAC at B406? Is it to be mailed the 26th for the 27th by 4pm to be opened on the 28th on Facebook? Please confirm.
17. Response: See Amendment #2 – Bid are submitted via mail (FedEx, UPS, USPS, etc.) and are due 6/11/2020 (cannot be hand-delivered). Bid Opening will be held 6/12 @ 1pm
18. Question: Does the VA anticipate off hours work will be required during this project?
Response: Yes, the VA does anticipate off hours work will be required for this project. The VA anticipates this will mostly occur during utility outages
19. Question: Electrical Demolition plan ED101 note (2) states to: “disconnect lighting fixture and protect conduit and conductors for later reinstallation. Extend existing branch circuit to new location. Refer to new work plan.” The electrical New Work plan ES101 does not include any lighting details. New LED lights were mentioned at the site visit. Please provide a new lighting plan/schedule for the project. Will the existing lights be reinstalled, or will new LED lights be installed and where?
Response: The intent of Keyed Note 2 is for existing lighting fixtures to be removed to facilitate mechanical equipment demolition and all other fixtures are to remain. Fixtures indicated as being removed are to be installed in the same locations per General Notes 4 & 10, sheet ED101 unless the new mechanical work installed prohibits installation or a reduction in lighting levels occurs which would require extending existing branch circuit to new location. Information related to new LED fixtures refer the lighting in the IV Prep area is provided on ES102 and scheduled on E601
20. Question: Is project tax exempt?
Response: Yes
21. Question: We fully understand as-builts are required, but are coordination drawings required before any work can begin? These will add several weeks to the schedule and the construction schedule will be substantially shortened. They will also be difficult and costly to produce, but they will provide minimal benefit we feel.
Response: Coordination drawings are required per the drawings and specifications.
22. Question: If coordination drawings are required, what level of detail is required?
Response: See specification section 01 91 00, page 8, Coordination Drawings.
23. Question: Please confirm contractors are to provide as-builts in AutoCAD format at the project conclusion, and not red line markups to the AE for production of AutoCAD as-builts.
Response: Several specification sections included the AutoCAD requirement. Do not provide AutoCAD as-built drawings. Provide complete and accurate red-line mark-ups for as-builts.
24. Question: Each AHU will need to be temporarily shut down while existing Return and Exhaust Ductwork is demoed at the dormers and the new Dormer Ductwork installed, which will be blanked off for future connection to the new Ductwork on one end and further connected to the temp Exhaust Fans (TEF) to exhaust air during demo of the particular AHU. Please advise if this is acceptable and when we should perform this work (normal hours or off hours).
Response: Off hours are anticipated for the outages.
25. Question: GC103 – GC105 state to demolish the Return Fans along with the AHU’s they serve, then two steps later in the phasing its stated to leave the fans. Once the temp ducting is in place, we do not see any reason to keep the fans in place… Response: The phasing plans provide an overall plan to keep B406 operating while equipment is demolished and replaced. Operate existing equipment as long as possible to shorten or reduce required shutdowns. Provide the temporary equipment and ductwork, and transition to the permanent equipment with as short a transition and shutdowns as possible. Contractors shall provide coordination drawings showing the demolition and new installation for all equipment.
26. Question: The Phasing Drawings indicate temp duct connection to existing ducting, but this ducting is being demoed once the cross ties are in place. Should connection instead be made to the ductwork as is penetrates the attic floor and not to the existing ductwork locations shown on the phasing drawings? This will tie in upstream of the Return Fans rendering them useless.
Response: The phasing plans provide an overall plan to keep B406 operating while equipment is demolished and replaced. Operate existing equipment as long as possible to shorten or reduce required shutdowns. Provide the temporary equipment and ductwork, and transition to the permanent equipment with as short a transition and shutdowns as possible. Contractors shall provide coordination drawings showing the demolition and new installation for all equipment.
27. Question: The next logical question we consider is if the AHU’s have adequate fan capacities to supply and return air in place of the demoed AHU.
Response: AHU demo and installation takes place between September and April where the units would be providing airflow at minimum airflow requirements.
28. Question: How are the building controls intended to operate once the AHU’s are demoed and their associated existing ductwork?
Response: Control of the VAV boxes and other HVAC devices for the occupied floors are independent of the AHU controls.
29. Question: A VFD is to be supplied with the Temp Exhaust Fans, but we do not see where its specified what the controlling parameter is.
Response: Exhaust fans operate continuous and do not require varying flow.
30. Question: Phasing drawings require removal of Temp Ductwork for AHU 6 and 7 after successful commissioning, but no direction is given to remove Temp Ductwork for AHU’s 1,2,3 and 4. Should this ductwork be removed or leave in place after commissioning?
Response: Temporary ductwork between AHU 6 and 7 should remain for future use; omit note for removal. Temporary ductwork between AHU 1, 2, and 3 should remain for future use. Temporary ductwork between AHU 3 and 4 should be removed after commissioning.
31. Question: Will outages be required to make the new isolation valve tie ins for the chilled water and steam/condensate systems? If so, will this be a normal hour or off hours outage?
Response: Means and methods. Outages must be scheduled with VA.
32. Question: Will the VA allow grooved pipe on the chilled water service lines?
Response: Per specification section 23 21 13 no grooved connections.
33. Question: Is 1.5x design hydro pressure required or is an in-service test acceptable?
Response: Leak testing found in specification section 23 21 13, 3.3 A. to C.
34. Question: Are the Energy Recover Coil 3-way valves intended to have a bypass line around the control valve?
Response: No
35. Question: Are the existing structural frames under each AHU to remain?
Response: No
36. Question: For the Infectious Control Barrier at the doorway to the attic, does the VBA expect a hard wall to be built or can contractors build a decontamination zone inside the door for workers to decontaminate themselves before entering the building?
Response: Per paragraph 1.12.C.2.a: Airtight plastic barrier that extends from floor to ceiling is acceptable for Class III and IV, where dust control is the only hazard AND an agreement is reached with the COR and Medical Center.
37. Question: Does the VA expect negative pressure machines to be placed in the attic in sufficient numbers to create negative pressure within the entire attic space?
Response: Yes
38. Question: Does the VA expect yellow access doors with card readers at the entry to the attic space as specified in the drawings?
Response: Yellow construction access doors are not required where plastic barriers are allowed.
39. Question: Is this a tax-exempt project? If so, will the VA be providing a tax-exempt certificate for contractors and subs to use?
Response: Yes
40. Question: Drawing GC102 - What is the highlighted item on the North end of the building between AHU 6 and 7 that requires ICRA barrier? We do not recall seeing this during the Prebid meeting.
Response: IC barrier at hatch.
41. Question: Will the VA provide space for a Superintendent and QC person during construction or should contractors rent an office trailer?
Response: Per drawing C001, General Note 13, 2 construction trailers are allowed. Each electrical connection is metered individually, and each electrical connection is coordinated with the VA. Also see specification section General Requirements, 01 00 00, 1.6, B.
42. Question: Since all demo and new material and equipment need to come out the roof hatch, it most likely makes sense to leave the crane in place beginning with demo and concluding when the last AHU is in place. Is this acceptable and what provisions do contractors need to make for this to happen?
Response: See drawings C001 and C101 for contractor crane location, requirements, and procedures.
43. Question: Are grooved piping connections acceptable on chilled water lines?
Response: Per specification section 23 21 13 no grooved connections.
44. Question: Are cast iron body steam traps acceptable? The specs call for cast steel, but steel body IB and F&T traps are few and far between and extremely expensive compared to cast iron traps.
Response: Per specification section 23 21 13 steel bodies are required.
45. Question: Will temporary ductwork need to be insulated, and if so, with what?
Response: Temporary ductwork shall be treated the same as permanent ductwork. Follow 23 07 11 for insulation.
46. Question: Per the bid documents all crane lifts must be done on the weekends. During the walkthrough it was discussed that as long as the crane does not impede traffic it could be done during regular hours (8am-4:30pm M-F). Could you please confirm this is acceptable? Per above could you also please also confirm required swing areas can be evacuated during regular hours with proper notification and planning?
Response: Crane lifts are not restricted to weekends. Crane lifts are noted as daily between 8:00 AM and 4:40 PM. Crane lifts per OSHA regulations. The main east entrance to B406 cannot be blocked. VA to confirm response.
47. Question: To minimize crane days onsite would it be possible to work a 10-12-hourtax day on the days the crane is onsite?
Response: Crane lifts are noted as daily between 8:00 AM and 4:40 PM. Crane lifts per OSHA regulations.
48. Question: Does the VA expect any asbestos of lead to be encountered throughout project execution?
Response: None is expected
49. Question: During the Prebid meeting there was talk of using the existing VFD’s at the temp fan VFD’s. Is this still the plan or should we provide temp VFD’s are indicated in the drawings?
Response: New VFD's installed for the permanent EF's may be used for the TEF's.
50. Question: Section 23 09 23 – 1.6, C mentions a “Systems Integrator.” Is there a systems integrator for this project or only the Division 23 09 contractor?
Response: There is not a systems integrator. All references to a systems integrator should have been removed.
51. Question: Is a construction mat required over the grassy area inside the fence as shown on C101 or can complete restoration of the grassy area be performed instead?
Response: See drawing C001, LEGEND.
52. Question: Does there need to be a minimum lighting required in the space Response: The intent of Keyed Note 2 on ED101 is for existing lighting fixtures to be removed to facilitate mechanical equipment demolition; all other fixtures are to remain. Fixtures indicated as being removed are to be installed in the same locations per General Notes 4 & 10, sheet ED101, unless the new mechanical work installed prohibits installation or a reduction in lighting levels occurs which would require extending existing branch circuit to new location.
53. Question: Similar to the above, instead of reissuing only the revised drawings, the new, revised and original drawings were reissued. Some of the new drawings are clouded, some are not. Some existing drawings that were revised are clouded, some are not. In an effort to prevent duplicate work in studying each and every one of the 64 drawings in detail and comparing every detail on every drawing to the original, is it possible to get a report of only the revised drawings? This will help us remain efficient and not duplicate a lot of work looking over drawings that we previously reviewed, but didn’t change in this revision?
Response: Revisions to drawings in the original bid set have been clouded and noted with a revision triangle for this addendum. Where new drawings have been added for the addendum, the sheet number has been clouded in the title block.
54. Question: What are the specifications on the construction mat that is required?
Response: See drawing C001, LEGEND.
B. A00005 Additional Q&As:
1. Question: The engineers added new spec sections to supplement the specs issued in the original solicitation. My question is this, is it possible for them to only issue the new and revised specs? The reason for this is that I personally read ALL of the specs and rereading 600 pages of specs for a second time if they didn't change is a daunting task that I'd rather not do if not totally necessary.

2. Question: What is the name of the fire alarm contractor The existing fire alarm system is a silent knight panel that accepts addressable analog devices (specifically Hochiki devices). The SLC loop voltage affects the type and style of SD device that is compatible with the SLC loop (Hochiki).
*** Contractor is required to acknowledge all amendments in Block 19 on the 2nd page of the SF-1442 prior to the date and time set for the bid due date.
