Solicitation Questions/RFI’s and the responses #2
Question: Do we need to provide a site superintendent/SSHO combo and then a QCM or can the site superintendent handle both SSHO and QCM role?
Response: Contractor shall provide a site Superintendent and a QCM (2 individuals). The Superintendent and/or the QCM can function as the SSHO. In either case and regardless of scenario the General Contractor is responsible for the safety on their construction site. It is up to the General Contractor to formally assign this responsibility to either the Superintendent or QCM
Question: Sheet AS101 coded note 5: What is existing roof type? What is the exact roof composition of the area including insulation? Is there a current warranty in place?
Response: The existing roof type is a composite shingle
Question: During the Prebid meeting it was discussed that the VA was considering moving Covid infected patients into the second floor and this could happen during construction. This would cause sever concern for everyone working in the attic given that we are demoing the HVAC system and the highly transmissible nature of this virus. Can the VA give us assurance that they will not move Covid infected patients into the building at any time we are in the construction phase? If the VA decides to move Covid patients into the second floor we would likely lose every single man on the job for fear of contracting the virus via spreading through the ductwork system.
Response: There are no immediate plans to move covid-19 patients into the 2nd floor of B406. Extenuating circumstances (national disaster) could change the use of the building, and in such a case we shall re-evaluate on a case-by-case circumstance.
Question: Please confirm that the Superintendent can perform SSHO duties, but the VA expects a different person to perform onsite Quality Control during the full period of construction. We are also assuming each of these needs to be specific to this project, this project only and not shared between projects.
Response: The Superintendent can perform SSHO duties, and the VA does expect a different person to perform onsite Quality Control during the full period of construction. Each of these positions needs to be specific to this project and not shared between projects.
Question: Will there be another Prebid walk through? I would like to see all the new areas that were added to the scope of work. If there is another chance to see the project, is it possible to have a virtual walk though as a lot of VA’s are doing right now due to Covid? This would save us another trip to Tomah to see work that was added after the initial Prebid.
Response: No
Question: The engineers added new spec sections to supplement the specs issued in the original solicitation. My question is this, is it possible for them to only issue the new and revised specs? The reason for this is that I personally read ALL of the specs and rereading 600 pages of specs for a second time if they didn’t change is a daunting task that I’d rather not do if not totally necessary.
Response: No
Question: The is no specification section for access security. GC101 NOTE 10. Are the proximity readers supposed to be in the campus security system or is this the stand-alone readers like in a motel door?
Response: GC101 refers to proximity card readers for temporary doors in Infection Control hard wall barriers. These temporary readers will be used only by the COR and contractor and shall be a stand-alone system.
Question: Does the sprinkle pipe need to be painted?
Response: Sprinkler piping in 1st floor is concealed in ceiling and does not need to be painted. Sprinkler piping in attic is exposed but does not need to be painted.
Question: The equipment schedule on page A601 show that the Pharmacy Storage units is supplied and installed by the VA. Confirm this is correct.
Response: The pharmacy storage units will be supplied and installed by the VA as described on the equipment schedule.
Question: The Resinous Specialty Glazed Coating System in the specifications is for walls. Would you like it on the mechanical room floor?
Response: Painting spec section 09 91 00 calls for Interior/Exterior Latex Porch & Floor Paint at concrete floors (paragraphs 3.7.G and 3.9.D). The VA does not require a resinous epoxy flooring on the mechanical room floor.
Question: There is a tree located next to the crane lift area. Can the tree be removed? What has to happen if it is removed?
Response: Based on our layout, the tree should not need to be removed; they should be able to maneuver the AHU sections around it." See specification 01 00 00 - 1.9 for protection/removal of existing vegetation, and 01 57 19 - 1.5 for protection/restoration of environmental resources.
Question: Section 23 09 23 – 1.6,C mentions a “Systems Integrator.” Is there a systems integrator for this project or only the Division 23 09 contractor?
Response: There is not a systems integrator. All references to a systems integrator should have been removed.
Question: Please provide hanger upper attachment detail(s) for pipe and ductwork. Do we have to remove sheeting attached to roof trusses for the upper attachment?
Response: See specification section 23 05 11, 2.12.
Question: The specifications indicate a vapor barrier cladding with a max water vapor permeance of 0.001 perms, however, existing duct and pipe does not have additional field applied jacketing. Can you please verify whether or not additional jacketing is required on new duct and piping located in the attic?
Response: The additional field applied jacket is not required in this attic space.
Question: According to the specifications, Steam traps are to be Steel Body Traps, which are in the neighborhood of 10x the cost of cast iron traps. According to my steam equipment providers, the cast iron traps would be perfectly acceptable to serve their purpose at the VA. Is it acceptable to use the cast iron traps?
Response: Per specification section 23 21 13 steel bodies are required.
Question: Does the VA anticipate off hours work will be required during this project?
Response: Yes, off hours are required for the project. The VA anticipates these will occur during utility outages
Question: We fully understand as-builts are required, but are coordination drawings required before any work can begin? These will add several weeks to the schedule and the construction schedule will be substantially shortened. They will also be difficult and costly to produce, but they will provide minimal benefit we feel.
Response: Coordination drawings are required per the drawings and specifications.
Question: If coordination drawings are required, what level of detail is required?
Response: See specification section 01 91 00, page 8, Coordination Drawings.
Question: Please confirm contractors are to provide as-builts in AutoCAD format at the project conclusion, and not red line markups to the AE for production of AutoCAD As-builts.
Response: Several specification sections included the AutoCAD requirement. Do not provide AutoCAD as-built drawings. Provide complete and accurate red-line mark-ups for as-builts.
Question: Each AHU will need to be temporarily shut down while existing Return and Exhaust Ductwork is demoed at the dormers and the new Dormer Ductwork installed, which will be blanked off for future connection to the new ductwork on one end and further connected to the Temp Exhaust Fans (TEF) to exhaust air during demo of the particular AHU. Please advise if this is acceptable and when we should perform this work (normal hours or off hours).
Response: Off hours are anticipated for the outages.
Question: Spec section 27 52 23 page 13 talks about specification section 27 11 00. The existing specification does not have that specification section in it. Will one be provided?
Response: Reference to spec section 27 11 00 should be removed. Contractor to provide all required conduit.
Question: In lieu of the undergraduate degree for CQC Manager, can an equivalent of 15 years work experience in a specialized trade such as HVAC be used to fill this position?
Response: No
Question: Requesting a variance regarding OSHA training requirement to be current within the last two years. This has not been a requirement in the past and contractors have refreshers on specific topics, but OSHA does not offer a refresher. OSHA training certificates have no expiration date.
Response: In VHA Directive 7715, Safety and Health During Construction, the guidelines for VHA employees are stricter than for contractors. VHA, like OSHA, only require that contractors provide proof that they have completed the OSHA 10-hour Construction Safety training or the 30-hour Construction Safety training once.
Question: A601 Door Schedule calls out doors T104 and T105. These doors are not on the floor plan. Are these temporary doors? If so, are they for rooms 104 and 105? Room 105 already has a door that is to remain. These doors call for hardware group HW-00. There is no such hardware listed in the specs. The remarks for these doors are listed as remark (3). There is no remark (3) but a remark (6). What is the remark for these doors?
Response: These are temporary doors in the IC barriers shown on GC102.1. The Door Schedule Remarks under the schedule on A601 are shown as (1), (2), and (6). Door Schedule Remark (6) should have been labeled (3). This note identifies T104 and T105 as temporary doors with local alarm. Hardware Group HW-00 will be added to the spec and is as follows:

Alarm Function: Alarm has annunciator built into device. Opening door initiates annunciator with a continual alarm sound. Using mechanical key on alarm will turn "On" or "Off" alarm. Egress is always permitted regardless of alarm state: "On" or "Off".
Question: AS102 Note 7 (SH1) states to provide new "clean room" fixed shelving units. On A601 Equipment Schedule states SH1 will be furnished and installed by the VA. Please clarify who is providing these shelving units.
Response: VA will furnish and install units, per Equipment Schedule. VA to Confirm

Question: For the Infectious Control Barrier at the doorway to the attic, does the VBA expect a hard wall to be built or can contractors build a decontamination zone inside the door for workers to decontaminate themselves before entering the building?
Response: Per paragraph 1.12.C.2.a: Airtight plastic barrier that extends from floor to ceiling is acceptable for Class III and IV, where dust control is the only hazard AND an agreement is reached with the COR and Medical Center.
Question: Answer in Amendment #3 questions and responses says temp ductwork between AHU-6 & 7, and AHU-1, 2, &3 shall remain for future use. Does that apply for the temporary exhaust duct and exhaust fans?
Response: No. Supply and return ducts only.
Question: Temporary exhaust for AHU-1, 2, 6, & 7 are shown connecting to existing exhaust ducts near the louvers. However, the new AHU/duct configuration changes these from exhaust to outside air louvers. Same situation occurs for RF and associated duct. If the temporary ducts and Rf’s are supposed to operate until the new is operational, how is this supposed to work?
Response: The phasing plans provide an overall plan to keep B406 operational while equipment is demolished and replaced. Operate existing equipment as long as possible to shorten or reduce required shutdowns. Provide the temporary equipment and ductwork, and transition to the permanent equipment with as short a transition and shutdowns as possible. Contractors shall provide coordination drawings showing the demolition and new installation for all equipment.
Question: Are valves at the piping connection points new or existing to be reused? Point of connection shown on install drawings are consistently showing that we connect to existing valves, but some valves are black, some gray. Demo drawings are inconsistent showing the point of demolition.
Response: New valves are cut-in for phasing demolition and new work. New valves for phasing demolition and new work become connection point for supply and return piping. Typical for MPS, MPR, CHWR, and CHWS. Use worst case when bidding for point of demolition.
