About this file

This pre-solicitation notice describes a federal contract opportunity to replace chiller plants in Building 43 of the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The project includes replacing two air handling units (SF1 and SF2) that are beyond their useful life with new packaged rooftop units with direct expansion cooling and external steam heating coils. One new unit will replace SF1, while a single larger unit will replace SF2 and SF3. Ancillary work involves demolishing the existing chiller system, upgrading controls, and replacing lighting. The project value is estimated between $1-2 million. The solicitation is scheduled for release on October 28, 2019 on FedBizOpps with bid opening on December 4, 2019. The period of performance is 240 calendar days from notice to proceed. The NAICS code is 238220 and the size standard is $15 million. This is a 100% SDVOSB set-aside, and offerors must represent SDVOSB/VOSB status and small business size at time of submission.

Q2. Specification 23 0711, page 15, section 3.2 paragraph 3.d. calls for 2" thick fiberglass insulation with two coats of vapor barrier, could phenolic closed-cell insulation be used in lieu of fiberglass insulation for exterior duct exposed to weather? Koolduct R8 (1 3/16” thick) would be used as part of the Pro-R exterior pre-insulated duct system A2. Specific products will not be reviewed for approval at this time. Phenolic closed-cell insulation may be substituted for fiberglass insulation as long as it meets Specification 23 07 11 requirements. Please note Specification 23 07 11 Paragraph 3.2.D requires 2” thick insulation for exterior ductwork. See Specification Revisions.

A7. Contractor is allowed to use elevators on a temporary basis as described in Specification 01 00 00 Section 1.18. Contractor shall make arrangements with COR and provide maximum protection of elevator components. Personnel for operating elevators will not be provided.

Q8. There is a standard general note “INSTALLATION OF WIRELESS ACCESS POINT EQUIPMENT WITHIN STAIR ENCLOSURES-DATED 2/11/10.” on drawings G-002 to G-006. I believe this note doesn’t apply to the SOW of this project. Please clarify.

A8. Comment removed, see Drawing Revisions.

Q9. A new double door called out on the drawing M-201 has a size of 3’ x 7’ (Pair); The removal of the existing door shown on drawing has a transom window; which is going to create a void/opening above the new door. Are we to fill the void with masonry? Please provide the direction.
