Provide answers to questions submitted by interested vendors, replace ATTACHMENT A - Schedule of Automatic Doors AND incorporate VAAR Clause 852.236- 90 Restriction on submission and use of equal products.

1. Attachment A Schedule of Automatic Doors the # of OPS was left blank on some of the locations, can we get a updated list? Is there a map of the facility that shows the location of the doors? SEE ATTACHED UPDATED ATTACHMENT A
1. On the Services Price/Cost pages 6 thru 8 CLIN 0001, 1001, 2001, 3001,4001 are these unit prices a lump sum dollar amount to make repair or replacements to the doors for the whole month. If so, do you have a history of what it has cost per month for the last Year? How will abuse or vandalism be handled under that month since it is out of the contractors hands. Repairs and replacement of consumable parts related to preventative maintenance are to be covered under these CLINs. Abuse and vandalism repairs will be paid separate from this contract, on a separate purchase order and may not be awarded to preventative maintenance service provider.
1. If a service call comes in, and the ADA equipment is in working condition and the problem is with the access control system will the contractor be able to charge for that service call. Yes
1. Is there any storage area available on site for replacement parts and are pushcarts allowed to use to carry tools and parts to door locations? No
1. Are rebuilt operators and controllers allowed if it matches the brand that is in need of replacement? Yes, if it is decided that the operator will be fixed, rebuilt motors, gear boxes etc. are acceptable.
1. In the specs, it is noted that all newly installed or replacements shall be Tormax brand operators, will any other manufactures be considered that do not need a computer to make adjustments. We currently use the Condor brand and are readily available the next day. Tormax is the brand we must use to standardize our facility per Section 01 01 10 (SN) that is included in contract.
7. Who makes the determination if the operators need to be newly installed and is the cost covered under the Monthly price or is it a separate invoice? COR (Brian Held) and Facilities Management.
8. Can you please confirm that doors not prescribed in the schedule of automatic doors (Attachment A) as Tormax branded, for example the Stanley/Horton/Dorma branded materials - if deemed in need of complete replacement then it is a requirement that they be replaced with Tormax? Yes
9. Does “use of equal products” verbiage allow for non-Tormax equipment’s to be used or are exclusionary provisions in place for Tormax? No
Incorporate the following Clause:
852.236-90 Restriction on submission and use of equal products.
As prescribed in 836.202(c), the following clause shall be included in the solicitation if it is determined that only one product will meet the Government’s minimum needs and the Department of Veterans Affairs will not allow the submission of ”equal“ products:
RESTRICTION ON SUBMISSION AND USE OF EQUAL PRODUCTS (NOV 1986)
The clause applies to the following items:
Automatic Door Operators Replacement Automatic Doors Notwithstanding the “Material and Workmanship” clause of this contract, FAR 52.236-5(a), nor any other contractual provision, “equal” products will not be considered by the Department of Veterans Affairs and may not be used.
