RFI QUESTIONS/ANSWERS:
1. QUESTION: Since the area is being converted from an in-patient mental health area to a outpatient and office area, do we still need to use institutional (anti ligature) sprinklers?
ANSWER: No, institutional (anti ligature) sprinklers are not required in office areas.
2. QUESTION: Please confirm that the facility maintenance will be responsible for isolating existing systems, draining, and positive means of isolation if an existing valve fails to function properly for planned shutdowns/outages.
ANSWER: The contractor is responsible to isolate and drain. If the valve does not function, Contractor will request an Additional Work Authorization.
3. QUESTION: Call for the removal and salvage of radiant heat panels. During the site walk we were not permitted to view typical rooms/installation/locations where radiant heat panels were located. Can the facility provide photographs of typical conditions or schedule another site visit to view typical scenarios?
ANSWER: Radiant heat panels were located in the rooms shown during the site visit, 3rd and 4th floor. See Attachment #2 for current condition photographs.
4. QUESTION: Note 4 calls states "RE-INSTALL RADIANT PANELS OF TYPE AND QUANITY INDICATED. COORDINATED WITH ARCHITECTURAL CEILING GRID DRAWINGS". To remove, salvage, and reinstall existing radiant heat panels poses significant risk on the contractor by taking responsibility of products that may be structurally compromised as we've seen at Lovell FHCC. The tradeoff of removing and installing new could offset the costs, minimize risks, and provide a new system that could be warrantied. Please advise if new radiant heat panels are desired under this project in-lieu of utilizing existing.
ANSWER: Contractor is responsible for removal, storage and re-install of existing panels.
5. QUESTION: Existing conditions above ceilings are largely unknown and routing is depicted as straight lines. Will the VA provide a Not To Exceed CLIN to cover costs of unknowable offsets necessary to install new plumbing around existing conditions? Off-sets on previous Legionella projects exceeded estimated quantities by 300-400%.
ANSWER: The project is bid as a lump sum. Any additional equipment and materials will require an Additional Work Request.
6. QUESTION: Plumbing Mat'l and Procedures notes; Note 11 calls for service valves at branches and at ALL APPLIANCES. Please confirm that all valves are depicted in P100 through P400 or if additional valves are required on Cold Water and Hot water lines at each fixture.
ANSWER: Service shut-off valves are not shown and are to be included for each appliance.
7. QUESTION: Plumbing Mat'l and Procedures notes; Note 10 calls for 1/2"x12" air chamber on the Cold Water and Hot water lines at each fixture. Please provide a detail of typical piping at fixtures with CW & HW as well as CW fixtures only.
ANSWER: See Attachment #3 for detail.
8. QUESTION: Confirm door frames do not need to be grout filled solid. If grout filled frames are required, please indicate locations of frames to be grout filled.
ANSWER: Doors do not need to be grout filled.
9. QUESTION: Please confirm that FEC located within hatched areas show as "AREA NOT IN CONTRACT" are in fact not part of the contract. The line weight leads bidders to believe that an additional 8 FEC's will need to be installed. This work will require additional infection control, off hours work, and additional carpentry work.
ANSWER: Confirmed FEC located in the AREA NOT IN CONTRACT are outside of the scope of this project.
10. QUESTION: Please provide typical detail for installation of handrails and locations where handrails are to be installed.
ANSWER: Provide handrails on north and south walls of corridor C3-7. See Attachment #1 for typical detail.
11. QUESTION: Please provide information on existing Radiant Heat Panels to be removed and salvaged.
ANSWER: See Attachment #2 for current photographs. Radiant panels were custom made and do not have a spec sheet.
12. QUESTION: Solid Surface material is shown on the Room Finish Legend. However, the Furniture Plan drawings state "All Furniture Provided and Installed by VA". Please confirm that all casework related material is furnished and installed by the VA.
ANSWER: Correct all casework related material is furnished and installed by the VA. Please note that contractor is required to provide backing/blocking for future installation.
13. QUESTION: Please confirm that the afterhours/off-hours of operation activities are all inclusive and that no other work activities must be at night per the section "CONSTRUCTION PERIOD STAGING OF WORK - GENERAL NOTES". Generally speaking is there a thought by the facilities as the percentage of work that will occur between 7am and 4pm vs, 2nd and 3rd shift 5:30pm to 6am?
ANSWER: After hours work to be coordinated with VA and may include activities not mentioned in "CONSTRUCTION PERIOD STAGING OF WORK - GENERAL NOTES". There are no estimates as to the amount of work required during normal work hours vs afterhours.
14. QUESTION: Please confirm that Note 17 under General Phasing Notes will limit the contractor to conducting and completing work in a single phase. All work must be completed in phase 1 before taking phase 2 etc.
ANSWER: All work in a single phase must be complete before proceeding to next phase.
15. QUESTION: Please confirm that the GC must directly subcontract the controls system integrator outside of the contract procuring the controls. So DIV 23 controls and DIV 25 BAS cannot be the same contractor
ANSWER: Div 23 and Div 25 are different controls contractors.
16. QUESTION: Please provide information on the existing Simplex Panel 4100U that is to be tied in to as well as the physical location.

20. QUESTION: General Note 5. states that if awarded the contract, the contractor shall not be allowed any extra compensation by reason of any unforeseen difficulties or obstacles which eh bidder could have reasonably anticipated prior to bidding. Does the facility believe that the amount of piping off-sets installed throughout the project should be a condition that it should 'reasonably anticipate? Does the VA want the bidding SDVOSB to cover contingencies for inoperable valves and piping off-sets or will they consider that a change condition of the project? Did the A/E survey or estimate a number of off-sets that the construction team will encounter?
ANSWER: Add 50% for offset and contingencies and inoperable valves.
21. QUESTION: Note 10 states that demolition at exterior wall is limited to demolition necessary to perform patch and repair as specified elsewhere in the documents. Please confirm if the GC needs to paint just the portion of the wall approximately 12" around the cut and patched area or if the facility is expecting the GC to paint the entire wall affected by the patching.
ANSWER: Paint entire wall affected by the patching.
