About this file

This is a Request for Lease Proposals (RLP) issued by the Department of Veterans Affairs (VA) for office space in Warren, Ohio. The VA seeks a maximum of 12,200 rentable square feet (RSF) of contiguous space in a modern, well-constructed building within the specified Area of Consideration. Offers are due by 3:00 PM Local Time on March 13, 2026, with lease commencement anticipated on or about May 2028. The lease term may extend up to 20 years, inclusive of soft terms, with the VA retaining termination rights after the firm term by providing 90 days' notice. Offerors must submit pricing for all lease alternatives listed, including options ranging from 15-year to 20-year terms with various non-firm components. The Government reserves discretion to select lease terms based on its interests, and offerors submitting different pricing alternatives may be rejected as unacceptable.

The property must meet comprehensive requirements including 100 surface/outside parking spaces with ADA compliance, single-contiguous-floor location, municipal utility services capability, exclusion from 1-percent floodplains, and compatibility with VA intended use. Offerors must provide Design Intent Drawings (DIDs) prior to lease award and complete tenant improvements following a turnaround pricing approach. Evaluation criteria, in descending order of importance, include building and architectural design concept, site development, project management and operations, past performance, socioeconomic status (SDVOSB/VOSB involvement), and price. All proposals must include GSA Form 1217 (Lessor's Annual Cost Statement), GSA Form 1364 (Proposal to Lease Space), environmental due diligence documentation, fire protection and life safety information, energy efficiency compliance, asbestos management plans (if applicable), and accessibility certifications. Proposals must be submitted electronically as separate factor-specific PDF files with clear division identification, complying with the 20-megabyte email attachment limit.
