About this file

This is an Amendment to a Request for Lease Proposal (RLP) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 10 in Independence, Ohio. Amendment No. 0001 to RLP 36C25026R0034 was issued on January 28, 2026, and responds to two Requests for Information (RFIs) submitted by interested parties through January 27, 2026.

The amendment addresses clarifications regarding accessibility and transit services. RFI #1 asked whether local government door-to-door transit service for individuals with ADA needs would satisfy RLP Sections 1.04 and 1.05. VA confirmed this is acceptable and noted that Section 1.04(11) has been deleted, while Sections 1.05(D) and 4.04 have been amended and revised accordingly. RFI #2 asked whether VA would accept and consider past performance of prime contractors or subcontractors. VA confirmed affirmative consideration, clarifying that under Factor 4's holistic approach, clear demonstration of prime contractor or subcontractor experience with VA medical build outs would be relevant under past performance evaluations per RLP Section 4.05. All other terms and conditions of RLP 36C25026R0034 remain unchanged. The amendment was signed by Brian Walton, the Contracting Officer, on January 28, 2026.
