About this file

This is Amendment No. 0003 to a Request for Lease Proposal (RLP) issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 10 in Independence, Ohio, for RLP No. 36C25026R0034 in Warren, Ohio. The amendment responds to 12 Requests for Information (RFIs) submitted by interested parties through February 25, 2026, with an effective date of February 26, 2026. The amendment clarifies existing requirements rather than modifying them, as all other terms and conditions of the RLP remain unchanged.

Key requirements confirmed in the VA's responses include: LEED NC Silver certification is mandatory for both new construction (RLP Section 3.06(S) and Exhibit A, Lease Section 3.48) and existing buildout proposals (RLP Section 3.06(T) and Exhibit A, Lease Section 3.49); a Building Information Model (BIM) per Exhibit B, Section A.8 is required; an emergency generator is mandatory; on-site security guard services are required Monday through Friday, 6:30 AM to 5:30 PM Eastern Time, excluding 11 federal holidays; on-demand public transit (Trumbull County Transit) is acceptable; a designated striped loading area is acceptable as an alternative to a raised loading dock if directly adjacent to receiving doors; and a stand-alone building with VA as the sole tenant is acceptable. The 2024 JC (Joint Commission) standards will remain in effect during the lease term, though lessors may submit equitable adjustment requests if JC standards increase post-acceptance. "Government equipment and materials" requiring security refers to VA personal property brought into the space at acceptance and forward, with security responsible for locking the building and activating the alarm system daily.

RFI #4: 1.Is LEED required? The RLP and L100 state LEED NC Silver is a requirement but we have been seeing on other VA procurements that this language is being removed?

VA Response RFI #4:

Yes. LEED applies to the Warren, Ohio RLP.

Specifically:

• RLP Section 3.06(S)- applies to new construction proposals;

• RLP Section 3.06(T)- applies to existing buildout proposals;

• RLP Section 3.10- as applies to new construction and existing buildouts, as applicable under the requirements of the RLP, Lease, and exhibits.

• Exhibit A – Lease Section 3.48- applies to new construction proposals; and

• Exhibit A – Lease Section 3.49- applies to existing building proposals.

RFI #5:Is the BIM model per Exhibit B, Section A.8 a requirement? We have never seen this requirement on other VA procurements?

VA Response RFI #5:

Yes. BIM is a requirement of this procurement. Attention requested to Appendix 6- As-Built Deliverable for Leasing.

RFI #6:Is an emergency generator required?

VA Response RFI #6:

Yes. Please reference:

• RLP Section 3.08(B)(6);

• Exhibit A – Lease Section 3.33(D);

• Exhibit A – Lease Section 3.43(B);

• Exhibit A – Lease Section 3.47(B); &

• Exhibit A – Lease Section 4.01(B)(6).

RFI#7: Please confirm that Lessor is required to provide a security guard at this facility, per Section G.1 of Exhibit B. If this is a requirement, please provide the hours that the security guard is required to be onsite.

VA Response RFI #7: Confirmed.

Reference Exhibit B- Page 15 Section G.9:

“G.9 Security Guard Service Deliverables & Duty Hours:

G.9.1 Guard services shall be performed during the hours listed below, excluding the following 11 Federal Government holidays: New Year’s Day, Dr. Martin Luther King Jr.

Day, President Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and any other day designated by the President of the United States as a national holiday.

G.9.2 One (1) Guards for the following time frames:

i. Monday – Friday 6:30 am thru 5:30 pm Eastern Time*

ii. Saturday CLOSED

iii. Sunday CLOSED”

RFI #8: Trumbull County Transit provides an on-demand service throughout Warren and the Surrounding County.

Would the agency please clarify if the on-demand service in Trumbull County is sufficient?

VA Response RFI #8:

Yes. Please reference amended RLP 36C25026R0034 Sections 1.04; 1.05; and 4.04.

Section 1.04(11) has been deleted. Section 1.05(D) has been amended and revised; and Section 4.04 has been amended and revised. (Issued under RLP Amendment No. 0001 on 1/28/2026).

RFI #9 RLP Section 1.04 Item 13 states a requirement for “Loading area with a two exterior doors each 3’-0” opening width; and a single interior door at 4’-0” opening width.”

RLP Section 1.04 Item 14 states “The parking lot must be able to accommodate deliveries by box trucks; and provide enough area for a semi-trailer to enter, park, and exit the lot; however, semi-trailers would not utilize the loading dock.”

ASR Section B.2.1 states “Receiving dock must be able to accommodate a 30’ box truck with lift gate.”

Would the agency accept a designated, striped loading area in lieu of a loading dock?

VA Response RFI #9:

Yes. A raised loading dock is not required, but a location for the box truck to deliver and pull out of a drive is required. A designated striped loading area would be acceptable if directly adjacent to the double doors at receiving, and not impacting FSL II requirements. VA would not prefer a loading strip directly adjacent to any occupied areas of the building.

RFI #10: RLP Section 3.06 S and T contain LEED requirements. RLP Section

3.10 also states LEED Requirements for Interior Design.

Lease Section 3.48 and 3.49 contains LEED requirements.

Recently, we have seen the Green Building requirements being removed from Government Lease procurements.

Can the agency confirm if these requirements should be deleted in their entity?

VA Response RFI #10:

Yes. LEED applies to the Warren, Ohio RLP.

Specifically:

• RLP Section 3.06(S)- applies to new construction proposals;

• RLP Section 3.06(T)- applies to existing buildout proposals;

RFI#11: : Would the VA please confirm that the following would be understood as correct:

i) If offering a new building- Lessor would only provide LEED for the shell; and the LEED for tenant interiors would not apply to the requirements of a new build;

ii) If offering an existing building- Lessor would only provide LEED/GG to the tenant interiors.

VA Response RFI #11:

If providing New Construction: the Lessor would need to meet the LEED-NC credits for silver level certification. Based on the LEED silver level certification, it may be necessary to provide LEED components in the tenant interior to meet the points required for LEED-NC silver level certification. (RLP 3.06 (S) & Exhibit A- Section 3.48);

If providing a proposal for an existing building: the Lessor will need to meet the LEED-ID+C certification ((RLP 3.06 (T) & Exhibit A- Section 3.49).

RFI #12: ASR Section G sets out Security Requirements, including a Security Guard.

Having an on-site Security Guard daily will dramatically increase rental rates.

Can the agency confirm that an on-site Security Guard is to be provided by the Lessor?

VA Response RFI #12:

Confirmed. VA Cleveland has security under similar scope in nearly every lease we have awarded in the last 7 years. We do not concur with the recital as to security resulting in a “dramatic” cost increase; and we have extensive market data on the cost of security under operational rent in the Cleveland/Ohio market. Proposals are requested to price security under Exhibit B- Section G; under the times and days outlined above in RFI #7.

RFI #13: Can the agency confirm that a stand-alone building is acceptable (VA as the only tenant)?

VA Response RFI #13:

Confirmed.

RFI #14: Will the recited “2024” JC standard {Dec. 2023} remain in effect during the course of the lease; or will the Lessor be subject to evolving standards and changes as the JC changes requirements in forward operating years post VA space acceptance (Environment of Care Rounds)?

VA Response RFI #14:

Yes. The awarded JC standard will remain in effect during the term of the lease. If the JC increases requirements, the VA eill need to increase rental funding for the increased scope of work being required by the JC under forward revisions to the standards. Lessors would be advised to submit a request for equitable adjustment if the increased scope was not directly addressed by the VA Contracting office at the time the JC increased scope is issued.

RFI #15: ASR Section B.4.2 Leased Spaced Security states, “At the end of each work day, government equipment and materials shall be secured by the Lessor, and the building secured by the Lessor’s guard staff.”

Some vendors, for insurance and legal purposes, do not allow their employees to touch or handle specific items in a building they are contracted to oversee.

Can the agency please clarify what their definition of “government equipment and materials” is?

VA Response RFI #15: This refers to security’s responsibility to ensure the building is locked and the alarm system is active at the end of each day. Equipment would be all VA personal property brought into the space at acceptance; and forward.
