About this file

This is an Amendment/Modification to a Request for Quote (RFQ) issued by the Department of Veterans Affairs Network Contracting Office in Cincinnati, Ohio. The amendment, numbered 0002 and dated August 18, 2026, provides the Government's responses to the second set of Requests for Information (RFI) related to RFQ 36C25026Q0813 for Interactive Wayfinding Maps Service at the Cincinnati VAMC.

The document addresses four key clarifications: (1) the Base Period begins September 29, 2026, with kickoff and implementation activities, with public go-live occurring after Government authorization and completion of PWS requirements; CLIN 0001 is invoiced across all twelve months of the base period; (2) no system authorization, FIPS 199 categorization, or FedRAMP 3PAO security assessment is required, as the platform is a public-facing website with no VA network interconnection and no PII/PHI storage; (3) the scope encompasses the Cincinnati VAMC campus across six buildings and approximately thirteen floor levels, requiring a minimum of 15 "You Are Here" wall map files with detailed interior wayfinding for Buildings 1 and 2 only, while the OEF/OIF Trailer, Fisher House, and Parking Garage are represented on the campus map for location and routing purposes only; and (4) floor plan files in vector CAD or scanned PDF format will be provided to the successful contractor post-award due to proprietary VA sensitivity restrictions. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation.

QUESTIONS AND ANSWERS (2nd RFIs)

TO REQUEST FOR QUOTE (RFQ) NUMBER

QUESTIONS AND ANSWERS

1. RFI #1 Question: The base period starts 09/29/2026, and PWS 1.4 says maintenance commences upon Government-authorized go-live. Which of these are the Government's expectations?

The platform is live and public on 09/29, or 09/29 begins the kickoff, site verification, and draft review sequence in PWS 5, with go-live at a point during the base year, or the schedule is set at kickoff and remains flexible.

Answer: September 29, 2026, represents the beginning of the Base Period and is not the required public go-live date. The Base Period will begin with kickoff, site verification, map development, configuration, Government review, testing, and other implementation activities required by the PWS. The platform will go live following completion of the applicable implementation requirements and Government authorization.

Related: CLIN 0001 is priced at 12.00 MO. Is that invoiced across all twelve months of the base period, or only the months following go-live?

Answer: This will be invoiced throughout all twelve months of the base period.

2. RFI #2 Question: Attachment 4 includes VA Handbook 6500.6 Appendix C in full, including Section 6 on Assessment and Authorization and FedRAMP compliance for contractor cloud systems. PWS 4.7 states the contractor shall not collect, store, use, disclose, or retain PII, PHI, or VA sensitive information, and the platform described in the PWS is a public-facing website hosting publicly available facility information, with no interconnection to the VA network contemplated anywhere in the requirement.

On that reading, it appears no system authorization would apply here. Is that correct? If not, please confirm what is required, at what FIPS 199 impact level, and whether VA or a VA-sanctioned 3PAO would perform the security assessment.

Answer: Yes…no system authorization would apply. No FIPS categorization level will be needed. The ATO/FIPS 199 categorization is not required for this requirement, a FedRAMP 3PAO security assessment is also not required.

3. RFI #3 Question: Our research indicates the Cincinnati VAMC campus comprises six buildings — the Medical Center, Community Living Center and Outpatient PT Rehab, Parking Garage, OEF/OIF, and Fisher House — across roughly thirteen floor levels and approximately 150 destinations. Does that align with the scope of this requirement, and how many "You Are Here" wall map files does the Government anticipate?

Answer: Yes…this does align with the scope of this requirement. Minimum of 15 “You Are Here” wall map files.

OEF/OIF Trailer - 2,592 SF Fisher House First Floor - 4,751 SF Fisher House Second Floor - 4,751 SF Parking Garage - 35,500 SF x 6 levels (including roof spaces)

Outpatient PT Rehab and the Community Living Center are all part of building two (see amendment 1, question 5 for more details).

Detailed interior wayfinding and destination mapping is required for Buildings 1 and 2. The OEF/OIF Trailer, Fisher House, and Parking Garage are to be represented on the campus map for location and routing purposes only. Detailed interior floor plans, room-level destinations, or internal wayfinding for these structures are not required.

4. RFI #4 Question: What format will the Government furnish the existing floor plan files in — vector CAD or scanned PDF?

Answer: Floor plans and specific wall-mounted digital wayfinding map locations will not be provided during the pre-bid phase due to floor plans being proprietary and VA sensitive information. This information will be made available (vector CAD or scanned PDF) to the successful contractor after receiving the award, as necessary to support site verification, map development, and implementation.
