QUESTIONS AND ANSWERS (RFIs)
TO REQUEST FOR QUOTE (RFQ) NUMBER
36C25026Q0813
QUESTIONS AND ANSWERS
1. RFI #1 Question: They reference Qty 12 but it's unclear what those 12 items are since hardware (like digital interactive wall-mount displays) isn't referenced. I'm wondering if it's simply a digital QR code solution - 12 strategically placed QR codes throughout facility where one can scan and can select from their phone where they want to go and obtain step-by-step directions. Can you have them clarify that with requestor? We can offer both hardware and QR codes; we simply need to know in order to price.
Answer: The Qty 12 represents 12 months (MO) of service, not 12 hardware units, maps, or QR codes. The requirement is for a web-based interactive mapping platform and digital “You Are Here” wall map files; wall-mounted displays or kiosks are not required. QR codes may be used as part of the contractor’s technical approach but are not specifically required. The interactive mapping platform must support access from personal computers, tablets, and mobile devices and allow users to search approved destinations and receive point-to-point route guidance.
2. RFI #2 Question: What are the timeframes associated with this proposal?
Answer: These timeframes can be found in page 5 of the RFQ and on page 1 of the PWS.
The Base Period is September 29, 2026, through September 28, 2027.
The solicitation also includes four one-year option periods
· Option Period 1: September 29, 2027 – September 28, 2028
· Option Period 2: September 29, 2028 – September 28, 2029
· Option Period 3: September 29, 2029 – September 28, 2030
· Option Period 4: September 29, 2030 – September 28, 2031
Following award, the contractor shall work to establish a mutually agreed implementation schedule for development, review, testing, and go-live.
3. RFI #3 Question: Attachment 4 (VA Handbook 6500.6, Appendix C, paragraph b) requires Assessment and Authorization of contractor systems in accordance with VA Handbook 6500. Based on the PWS, the interactive mapping platform hosts public wayfinding content only — campus and floor plan geometry, destination names, entrances, parking, and route guidance. It requires no user accounts and would store, process, and transmit no VA sensitive information, PII, or PHI.
Whether a VA Authority to Operate is required for this effort, and if so, whether it must be in place prior to award or prior to the 09/29/2026 period of performance start date.
Answer: No Authority to Operate is required.
4. RFI #4 Question: The security categorization (FIPS 199 impact level) VA has assigned to this system.
Answer: As no Authority to Operate is required. No FIPS categorization level will be needed.
5. RFI #5 Question: Please provide the square footage of the areas the Cincinnati VAMC would like covered with Wayfinding Mapping, both inside and out. We assume that restricted staff areas would be excluded from the wayfinding maps, but please confirm.
Answer: BLDG 1 BASEMENT – 90,964 SF
BLDG 1 FIRST FLOOR – 116,821 SF
BLDG 1 SECOND FLOOR – 103,554 SF
BLDG 1 THIRD FLOOR – 94,793 SF
BLDG 1 FOURTH FLOOR – 44,397 SF
BLDG 1 FIFTH FLOOR – 40,343 SF
BLDG 1 SIXTH FLOOR – 38,267 SF
BLDG 1 SEVENTH FLOOR – 21,430 SF
BLDG 1 EIGHT FLOOR – 25,716 SF
BLDG 1 NINTH FLOOR – 18,601 SF
BLDG 2 BASEMENT – 27,438 SF
BLDG 2 FIRST FLOOR – 35,518 SF
BLDG 2 SECOND FLOOR – 31,604 SF
6. RFI #6 Question: Please provide a floor plan for each floor of the VAMC and specify each location where the wall mounted digital wayfinding map displays will be installed.
Question: Floor plans and specific wall-mounted digital wayfinding map locations will not be provided during the pre-bid phase due to floor plans being proprietary and VA sensitive information. This information will be made available to the successful contractor after award, as necessary to support site verification, map development, and implementation.
7. RFI #7 Question: Is there a minimum size specification for the wall mounted wayfinding map displays?
Answer: Size will be dependent on available wall space per location. Contractor is to provide digital formats only and the Cincinnati VAMC will print off maps.
8. RFI #8 Question: Does the Cincinnati VAMC want the wall mounted wayfinding map displays to have interactive touch screen capability?
Answer: No.
9. RFI #9 Question: Does Cincinnati VAMC want the wayfinding app to integrate with the VA mobile app, or are you looking for a White Label system which only provides wayfinding but will not interact with any VA app?
Answer: Cincinnati VAMC is seeking a standalone, web-based wayfinding platform that does not integrate with or exchange data with the VA mobile app or any other VA application. Users shall access the platform through a standard web browser using a dedicated URL. The Cincinnati VAMC must be able to place a hyperlink or redirect on its VA website that directs users to the wayfinding platform.
10. RFI #10 Question: Is real time positioning a requirement? (i.e "Blue-Dot" Navigation vs Maps/Kiosk only)
Answer: Real time positioning is NOT required.
11. RFI #11 Question: Do you intend to offer a site visit of the facility?
Answer: No
12. RFI #12 Question: What is the total square footage to be mapped for each building?
Answer: See question # 5
13. RFI 13 Question: How many buildings and floors are included in the mapping scope?
Answer: Two (2) buildings (10 floors for the 1st building and 2 floors for the 2nd building).
14. RFI #14 Question: Are current floor plans available, and if so, in what format (CAD, Revit, PDF, etc.)?
Answer: See question #6
15. RFI #15 Question: Are there any existing digital wayfinding maps or GIS assets that will be provided to the contractor?
Answer: No. There are no existing digital wayfinding maps or GIS assets available.
16. RFI #16 Question: How many "You are Here" maps are required?
Answer: Minimum of 15.
17. RFI #17 Question: Is indoor turn-by-turn navigation required, or are static route displays sufficient? PWS requires route guidance but does not define the level of navigation functionality.
Answer: Turn-by-turn navigation is required. Static route displays are not required.
18. RFI #18 Question: Are there Section 508 accessibility requirements for the public-facing interactive map?
Answer: The 508 accessibility requirements are required by law.
19. RFI #20 Question: Is any equipment required for this solicitation to display the electronic maps in the hospital?
Answer: No. The Government is not requiring the contractor to provide or install electronic display equipment, monitors, kiosks, tablets, or other hardware under this solicitation.
