About this file

This is an Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office (NCO) 10 in Cincinnati, Ohio, dated July 17, 2026. The amendment addresses Request for Information (RFI) questions submitted regarding a boiler feed and condensate line replacement project (Solicitation No. 36C25026Q0519).

The amendment provides clarifications on project specifications and requirements. Key answers include: the VA cannot specify piping sizes for condensate feed and return lines; no as-built drawings are available; the temporary boiler feed water tank will be located outside the roll-up door on the south side of the boiler plant and will be 300 gallons in size; isolation of boilers will be performed using methods from the feed water tank; the contractor must utilize existing hangers, which do not require replacement; the rental period for the feed water tank extends for as long as needed to avoid shutdowns; existing piping and insulation have tested negative for both asbestos and lead; chemical treatment is not the contractor's responsibility as chemicals are already on site; testing and balancing is required; the project is not tax-exempt; domestic pipe and valves requirements should be referenced in project specifications; and contractor personnel will perform start-up with VA support from the Contracting Officer Representative (COR), Boiler Plant Supervisor, and VA boiler operators. When both B31.1 and B31.9 standards are referenced, the more stringent requirements apply. The offer due date remains July 22, 2026 at 4:00 PM EST, with all other solicitation conditions unchanged.
