About this file

This is an Amendment of Solicitation issued by the Department of Veterans Affairs Network Contracting Office (NCO) 10 in Cincinnati, Ohio for solicitation 36C25026Q0519 dated June 10, 2026.

The amendment schedules an additional mandatory site visit for June 16, 2026 at 10:00 AM EST due to an engineering discovery at the Fort Wayne Campus facility. The project involves replacing boiler feed and condensate lines, including both feed and return lines with all associated fittings, valves, and insulation. The deadline for receipt of offers is extended from June 23, 2026 to June 30, 2026 at 4:30 PM EDT. The Period of Performance is 90 days, with submittals and lead times already considered in the project schedule. The amendment includes responses to submitted RFI questions clarifying that work requiring utility outages must be performed during off-hours (nights or weekends), while non-outage work may be performed during normal business hours. Contractors must develop a phasing plan approved by the Contracting Officer's Representative (COR) prior to work commencement, maintain boiler plant operations throughout the project, and provide a temporary boiler feed water tank. Additional specifications address pipe replacement with existing sizes, new hanger requirements, careful removal and reuse of Automatic Level Control Units (with contractor responsibility for replacement if damaged), and insulation specifications detailed in the attached specifications document. All other conditions of the original solicitation remain unchanged.
