About this file

This is an Amendment to a Request for Quote (RFQ) issued by the Department of Veterans Affairs Network Contracting Office in Cincinnati, Ohio for solicitation number 36C25026Q0424. The amendment, effective April 17, 2026, addresses the renovation of the Hot Lab facility at the Veterans Affairs Medical Center in Cincinnati, Ohio (Project Number 539-26-502). The contracting officer is Ronald Heidemann, and the amendment requires offerors to acknowledge receipt prior to the specified deadline or risk rejection of their offer.

The amendment provides government responses to three Requests for Information (RFIs) that clarify project requirements. Key clarifications include: (1) the superintendent may serve as the Site Safety and Health Officer, eliminating the requirement for two separate personnel; (2) the contractor may reuse the existing fume hood exhaust duct and roof fan for the new preparation enclosure but must field-verify that existing components meet the manufacturer's exhaust requirements; and (3) ceramic tile removal was clarified—while the finish schedule initially listed new ceramic tile installation (CT1), no new tile will be installed as part of this renovation. Contractors should include removal of approximately 21 square feet of existing tile but exclude all new ceramic tile installation and materials from their pricing. The amendment includes updated drawings and finish schedules as attachments to reflect these corrections.

QUESTIONS AND ANSWERS (RFIs)

TO REQUEST FOR QUOTE (RFQ) NUMBER

36C25026Q0424

QUESTIONS AND ANSWERS

1. RFI #1 Question: Specs call for the SSHO to be separate from the construction superintendent. Please confirm that the VA wants two separate people for these roles.

Answer: The superintendent may serve as the SSHO.

2. RFI #2 Question: A counter top Preparation Enclosure is called for. This requires an exhaust to the roof. I will need more drawings showing the building floors to get a route for the exhaust duct to the roof. There will also need to be something about roof curbs, roof patching that is not in the specs. Please advise.

Answer: The existing fume hood has a dedicated exhaust duct and roof fan already in place. The contractor may reuse the existing fume hood exhaust duct and roof fan for the new preparation enclosure. The contractor shall field-verify that the existing exhaust duct, roof fan, and associated components are in adequate condition and capable of meeting the preparation enclosure manufacturer's exhaust requirements (CFM, static pressure, duct diameter, etc.) prior to proceeding with installation.

3. RFI #3 Question: Ceramic tile is called out on the finish schedule but not shown on where to install. Please advise.

Answer: The finish schedule lists Ceramic Tile (CT‑1), but no new tile installation locations are shown on the drawings, elevations, or details. No walls require new ceramic tile as part of this renovation.

There is existing tile in the room that is to be demolished (approximately 21 sq ft). However, no new ceramic tile will be installed after demolition. See below image for reference.

For clarification, new ceramic tile (CT‑1) will be removed from the project. Contractors should include removal of existing tile but exclude all new ceramic tile installation and materials from their pricing. A formal amendment will be issued with updated drawings and finish schedules reflecting this correction.
