About this file
This is a Questions and Answers document for an elevator inspection contract opportunity.
The document addresses multiple clarifications regarding elevator inspection and testing requirements. The contract covers 32 elevators total (19 traction and 13 hydraulic units). All 32 elevators are required to undergo 5-year CAT 5 (Competent Climber Technician Level 5) full load testing, which is to be performed once every 5 years and is scheduled to occur in 2030 coinciding with the annual inspection due date. Additionally, 30-day follow-up inspections are required to reinspect and verify that all noted discrepancies identified during initial inspections have been corrected. Regarding small disadvantaged veteran-owned small business (SDVOSB) subcontracting limitations, the requirement applies to labor and service work only, with other direct costs potentially excluded when they are not the principal purpose of the acquisition and small business concerns do not provide the service, in accordance with VAAR 852.219-75.

Elevator Inspection Questions and Answers
Q. I just wanted clarification since you only need 5-year full loads tests done once every 5 years?
A. Yes. This is only done every 5 years.
Q. In addition, please clarify what the 30-day follow-up inspections consist of and what do you mean by this?
A. The 30-day follow-up is designed to reinspect after 30 days to verify all noted discrepancies have been corrected.
Q. Please advise what year the CAT-5 load tests need to be done at your earliest convenience?
A. This 5-year full load test is clearly stated to take place in 2030. Listed in line item 6. A.
Q. Specifically, can you confirm whether CAT 5 testing is required for all 32 elevators (19 traction and 13 hydraulic), or only for the traction elevators?
A. Yes. All 32 elevators are required to have 5-year CAT 5 Testing.
Q. Additionally, if hydraulic elevators are included, please confirm whether this applies only to units equipped with rupture valves or if all hydraulic elevators are to be tested?
A. Yes. All 32 elevators are required to have 5-year CAT 5 Testing.
Q. We would appreciate clarification regarding the CAT 5 (five-year full load) testing requirement. The RFQ references five-year full load testing, however we would like to confirm whether this testing is required annually or only once within the five-year cycle?
A. This 5-year load test is clearly stated to take place in 2030. Listed in line item 6. A.
Q. For the SDVOSB limitations on subcontracting, does that requirement apply to the labor/service work only, rather than materials/parts?
A. For this requirement, it is going to apply to the labor. VAAR 852.219-75:
"Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service."
Q. To ensure accurate pricing, could you please clarify which contract year the CAT 5 testing is anticipated to occur (Base Year or specific Option Year)?
A. A five-year Inspection and Full Load Test must be performed at the time the Annual Test is due in 2030 on all traction and hydraulic elevators.
