29. Can NETA-certified technicians be used in place of Journeyman-level technicians?
VA RESPONSE: Recommended journeyman level with NETA Certifications.
30. Section 1.0 – Journeyman Electric Requirement
Section 1.0 requires work to be performed by Journeyman electricians. While journeyman licensing is appropriate for installation work, it does not require nor verify training, certification, or competency in electrical testing and maintenance. This qualification fails to ensure that personnel possess the specialized expertise required for diagnostic testing, protective device coordination, and system reliability assessments.
We respectfully request that this section be removed in its entirety and that contractor qualification requirements be revised and consolidated within Section 1.3 to reflect the appropriate testing and maintenance qualifications, as previously proposed.
VA RESPONSE: Work shall be performed by journeyman electricians qualified for the voltage level of the various equipment, in accordance with VHA Directive 1028.
The Journeyman Electrician Requirement is required for the Triennial Electrical http://www.sam.gov/
Inspections in accordance with VHA Directive 1028. VHA Directive 1028 requires
Journeyman level employees that are pertinent and required for Triennial Electrical
Inspections. VHA Directive 1028 covers all electrical systems, maintenance, and repairs and the training certifications and competencies. Additionally, VHA Directive 1028 is the guidelines for Joint Commissioning for performing and completing the Triennial Electrical
Inspections. Section 1.0 cannot be removed since the Triennial Electrical Inspections are in accordance with VHA Directive 1028. This procurement is for Joint Commission.
31. Breaker Testing Requirements – Page 4
Page 4 references both exercising circuit breakers and performing full testing on breakers rated above 200 amps. These requirements should be consolidated into a single, clearly defined specification.
To align with VHA Directive 1028 and industry standards used across multiple VA facilities, we recommend overcurrent testing be performed on all circuit breakers rated
250 amps and above located in main and distribution switchboards.
All other breakers, particularly those located in panelboards, be mechanically exercised to verify proper operation (open/close function). This approach minimizes the impact of required power outages while still providing a reliable assessment of system performance.
VA RESPONSE: The VA’s requirements are in accordance with and outlined in
NFPA 99, TABLE 6.9.4.1 – Overcurrent testing greater or equal to 400 amps. The requirements cannot be consolidated. These are the standards.
32. Section 1.2 – Identification of Hot Spots
Section 1.2 requires identification of hot spots within electrical equipment but does not define the method by which this is to be achieved.
We recommend adding a requirement for a comprehensive thermographic (infrared) inspection of the entire electrical distribution system. This should explicitly include panelboards, as these components historically exhibit the highest frequency of thermographic deficiencies.
Providing this clarification ensures consistency in scope and prevents underperformance or ambiguity in contractor deliverables.
VA RESPONSE: VAACC Columbus does their own infrared testing. VA doesn’t dictate means and methods. It has to be an acceptable solution. The recommendation outlined above is not applicable since VAACC Columbus does their own testing. The Engineering COR will review the Statement of Work (SOW) to make sure this is removed. A revised SOW will be posted to SAM.GOV if this requirement is removed from the SOW since VAACC Columbus does their own testing.
33. Utility Coordination – American Electric Power (AEP)
The final portion of Section 1.2 requires the contractor to coordinate with American
Electric Power (AEP) for disconnection and reconnection of the facility’s main electrical service.
This requirement presents two concerns:
Utility providers often will not coordinate directly with contractors without explicit authorization from the facility owner (VA).
The solicitation does not specify who is responsible for associated utility costs, which can vary significantly depending on the provider and scope of work.
We request that the VA clarify responsibility for coordination and either:
Assume responsibility for utility coordination and costs, or
Provide a defined cost allowance to ensure all bidders carry consistent pricing assumptions.
VA RESPONSE: VAACC Columbus will make the Utility Coordination with AEP and the Contractor. Section 1.2 in the revised SOW that will be posted to
SAM.GOV will reflect this requirement. VAACC Columbus will cover the costs and will be responsible for associated utility costs, which will ensure the awarded
Contractor doesn’t bear responsibility.
34. Section 1.3 – NETA Certification Requirement
Section 1.3 requires the contractor to be NETA certified. This requirement has historically been determined to be unduly restrictive and contrary to the Government’s obligation to promote full and open competition under FAR 6.101, 6.301and
11.002(a)(1).
We request that this requirement be revised to the following widely accepted language:
“The contractor and its employees shall possess NETA, NICET, or equivalent training or experience sufficient to demonstrate competency in electrical testing and inspection services. Documentation of certifications, licenses, relevant experience, and past performance shall be provided to substantiate qualifications.”
This revision maintains quality standards while allowing broader competition among qualified contractors.
VA RESPONSE. VHA Directive 1028 requires NETA Certifications. NETA
Certification is required for the Triennial Electrical Services Procurement. NETA is considered best practice for Triennial Electrical Inspections. VHA Directive
1028, Page 16, Paragraph 6 of Section J – Testing and Maintenance – states NETA
Certification is best practices for Triennial Electrical Inspections.
35. We noticed that the NAICS code on this opportunity was incorrectly labeled for manufacturing. We request that the NAICS is changed from 335311 to the correct
NAICS of 238210.
VA RESPONSE: The NAICS Code 335311 is incorrectly used for this procurement.
However, the corrected NAICS Code for this procurement is 541350 – Building
Inspection Services. Please note, NAICS Code 238210 is for installation and servicing electrical wiring and equipment, not electrical inspection.
36. Our team’s service engineers and technicians are not allowed to be NETA certified.
NETA's bylaws prevent any manufacturer's representatives from belonging to the organization. The industry-wide equivalent alternative to NETA is NICET. NICET's nationally recognized certifications are designed by industry experts and practitioners to ensure a qualified workforce. The NICET certification is the industry qualifier for performing specialized engineering technology work. The NICET designation acknowledges that the individual has attained a higher level of specialized knowledge and professionalism. Our field personnel perform the manufacturer's recommended startup procedures which are in direct alignment with NETA Standards. We request that NICET certification be added into this SOW in addition to NETA.
VA RESPONSE: Per VA Directive 1028 NETA is the requirement.
37. Can the VA provide a set of current electrical drawings?
report.
38. Can the VA provide a detailed equipment list identifying what is to be inspected? The current scope appears to be vague.
VA RESPONSE: Equipment list has been provided in this amendment.
39. Can the VA provide previous test reports so we can align our scope with prior work performed?
40. The Arc flash study is due in December of 2026. Will all work on this contract be completed prior to that deadline?
41. While the solicitation states that all work will be performed from 7:00 PM to 6:00 AM, Monday through Friday, is there an outage schedule available identifying which equipment will be accessible during those times?
VA RESPONSE: Contractor to provide proposed schedule and coordinate with VA electricians for shutdowns.
42. How many outages are anticipated, and what equipment will be accessible during each outage?
VA RESPONSE: Contractor to provide proposed schedule and coordinate with VA electricians for shutdowns.
43. Are we responsible for providing generators to operate our test equipment, or will the VA supply them? There was a mention during the site walk that the VA would provide generators, but we would like to confirm.
VA RESPONSE: Temporary power will be available.
44. For infrared (IR) scanning, who will be responsible for removing panel covers—the contractor or the VA?
VA RESPONSE: IR scanning will be done in house by VA staff.
45. Section 1.2 (Specific Tasks) states: “The VA will provide an updated short circuit study for all circuit breaker adjustments according to the recommended settings.” Have these breaker adjustments already been completed, or will the adjustment be part of our scope?
VA RESPONSE: If they haven’t been adjusted it will be part of the scope. Please see revised updated Statement of Work that has been included as an attachment to this amendment (David Gilliam, please confirm this has been included as part of the
SOW).
46. The solicitation references cleaning of all dry-type transformers; however, during the site walk, it was indicated that no work would be performed in certain electrical closets.
Should we follow the solicitation requirements or the direction provided during the site walk? If the latter, we may not have visibility of all the equipment required for IR scanning, particularly in rooms that were not shown.
VA RESPONSE: There is no requirement for IR scanning, refer to solicitation requirements.
47. I am asking to see if we can get a full equipment list that is going to be tested?
VA RESPONSE: Full equipment list that is going to be tested has been provided as attachment to this amendment.
48. Also, can we get single line drawings?
report.
49. And finally, can we get how the VA would like all the equipment tested?
VA RESPONSE: Refer to the prior test reports and NETA standards.
50. The last time this was out for bid the VA did not answer this question so all bidders could bid on the same work.
VA RESPONSE: Refer to prior test reports and NETA Standards.
51. Will lights be provided or does SterileCo need to provide?
VA RESPONSE: Contractor will provide additional lighting as needed.
52. Could you please provide the name, year, awarded value, and awarded contractor for the most recent bid performed at this site?
VA RESPONSE: Contractors to conduct their own research on System for Award
Management (www.SAM.gov) to obtain this information.
53. Additionally, please confirm whether the scope of work for that contract is identical to the scope for the current 2025 bid.
VA RESPONSE: Scope of work is similar, not identical, additional devices have been added.
54. To prepare an accurate quote, we kindly request any available plans, specifications, or supporting documentation related to this requirement. Any additional information you can provide would be greatly appreciated.
