About this file

This is an Amendment to a Previous Combined Solicitation providing responses to contractor questions regarding a Reference Laboratory Services solicitation. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 10 (Network Contracting Office 10) is seeking reference laboratory testing services for the Battle Creek VA Medical Center (BCVAMC) and Wyoming Community Based Outpatient Center (WCBOC) in Michigan under solicitation number 36C25026Q0305. The contract will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed price (FFP) agreement with a performance period of August 1, 2026 through July 31, 2031. The NAICS code is 621511 (Medical Laboratories), with a small business size standard of $41.5 million, and the product service code is Q301 (Medical-Laboratory Testing). This is not set aside for small business concerns.

The amendment addresses four contractor questions regarding the Price Cost Schedule, including requests for CPT codes, clarification on duplicate test names and numbers, and permission to add columns for vendor information. The government approved adding columns to the right side of the spreadsheet for vendor test codes and descriptions, and directed contractors to review the solicitation and all attachments for CPT code and duplicate test information. Responses to the original solicitation must be submitted by 4:30 PM Eastern Time on May 15, 2026 via email to Contracting Officer Morgan Stein at Morgan.Stein@va.gov. The contracting office is located in Kettering, Ohio 45409-1337, with the place of performance at the Lieutenant Colonel Charles S. Kettles VAMC in Ann Arbor, Michigan 48105.
