About this file

This is an Amendment/Modification (0003) to a federal solicitation for janitorial services at a Department of Veterans Affairs facility under solicitation number 36C25026Q0293. The amendment, issued by the VA Network Contracting Office (NCO) in Independence, Ohio, revises the cleaning frequency matrix for environmental management services (EMS) at the facility.

The amendment establishes detailed cleaning schedules and responsibilities across multiple facility areas, including administrative spaces, restrooms, employee break rooms, sterile processing service areas, patient care areas, and general public spaces. Cleaning frequencies range from daily to quarterly, with specific tasks identified for each area. Daily cleaning tasks include removing trash, cleaning sinks, wet mopping floors with EPA-registered germicides, and cleaning high-touch surfaces such as handrails and door handles. Weekly tasks include cleaning doors, doorframes, and miscellaneous items such as windowsills and light fixtures. Monthly and quarterly tasks include floor scrubbing, wax coating, carpet deep cleaning, and vent cleaning. Special requirements include dedicated equipment for decontamination areas, proper sharps container management, isolation room protocols, and notification procedures for spills. The amendment emphasizes infection control procedures, such as the "one glove" method for contaminated item handling, and requires coordination with the Contracting Officer Representative (COR) for after-hours floor maintenance and other scheduled services.

Kristina L. Peart Contracting Officer A.1 Cleaning Frequency Chart The following schedule of cleaning shall be followed in patient care areas. An Environmental Protection Agency (EPA)-registered hospital cleaner/disinfectant will be used unless otherwise indicated. Surfaces must be cleaned of any dirt/debris before they can be properly disinfected. The "one glove" method is always in effect when moving throughout the facility with covered waste containers or other contaminated items. "One glove" involves the employee washing their hands and donning only one glove. The gloved hand is used to move the covered waste container or contaminated items. The non-gloved hand is used to open doors and press elevator buttons to avoid contaminating other surfaces.
