About this file

This is an amendment to a combined synopsis/solicitation (RFQ) for reference laboratory testing services at the Aleda E. Lutz VA Medical Center in Saginaw, Michigan. The Department of Veterans Affairs Network Contracting Office (NCO-10) in Kettering, Ohio is seeking to procure all necessary labor, management, equipment, deliverables, and support to provide comprehensive reference laboratory testing services. The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with Firm Fixed Price (FFP) terms, covering a five-year period of performance from August 1, 2026 through July 31, 2031. The NAICS code is 621511 (Medical Laboratories) with a small business size standard of $41.5 million, and the product service code is Q301 (Medical-Laboratory Testing). This is not a small business set-aside.

The amendment addresses questions submitted by potential vendors regarding completion of the cost file and pricing schedule documentation. Key clarifications include confirmation that vendors should not replace the government's current test codes in Column B, that vendors may add columns to the spreadsheet for their own test codes and descriptions, that every line item requires a response in the cost sheet, and that vendors may add columns to provide complete testing information. Responses to the solicitation must be submitted by 4:30 PM Eastern Time on May 8, 2026 via email to Contracting Officer Morgan Stein at Morgan.Stein@va.gov. Vendors must complete and submit the attached Vendor Acknowledgment and Concurrence Table to acknowledge receipt of all amendments and concurrence with solicitation terms and conditions.
