Questions and Answers:

1. I would appreciate clarification on whether subcontracting or teaming arrangements are acceptable for this requirement. Additionally, please advise if there are any incumbent vendors or site visit opportunities available.

a. Subcontracting and/or teaming arrangements are acceptable, however Limitations on subcontracting is applicable to this requirement.

2. Can you kindly clarify the term of the contract, if we would be replacing damaged linens and if are to pick up and drop off( if yes, how many days a week)

a. The answers to all of your questions are in the Performance Work Statement.

3. Is there a quote sheet that you will upload that has the estimated pounds of linen that need to be laundered? If not, how do you want the quote provided?

a. Please see the attached sheet. And please ensure that your quote package includes all items in the Quote preparation instructions in the initial solicitation.

4. Is the Price-Cost Schedule Excel file available yet? Also, can you clarify the exact CLIN structure for CBOC stop fees versus main hospital poundage (e.g., how off-site visits are priced separately from core linen processing)?

a. Please see the attached sheet. The off-site visits are to be charged per stop.

5. For uniforms: Beyond Landau equivalents requiring COR approval, are there any mandatory RFID chipping specifications, embroidery standards, or other requirements per role or site?

a. No

6. Does the 72-hour par level requirement (amended from the original 48-hour PWS reference) apply system wide, including all CBOCs? What are the exact protocols for handling surges beyond the 20% threshold mentioned in the PWS

(e.g., contract mod process, notice periods)?

a. The 72 hour par level is system wide. The surges that you are referencing (20% threshold in the PWS) are not applicable to the par level. This 20% threshold is to allow for in-scope modifications that may come up during performance including increases in weight, new clinic openings, etc. There is no guarantee that we will utilize this 20% threshold.

7. Any updates on incumbent transition details, such as final inventory handoff procedures on 4/1/26, or opportunities for additional site visits after the 12/11 tour?

a. the incumbent will collect all of their linens on 4/1. The new awardee will have linens on place by 4/1 in order to start on 4/1. There are no additional site visits other than the 12/11 tour.

8. For alEx distribution: Can you confirm the vendor is responsible only for pre-making carts by floor/function, with VA staff handling all exchanges and loading/unloading?

a. Vendor will make pre-made carts by floor/function. VA Staff will handle all exchanges including loading and unloading.
