Contractor Questions and Answers
1. Appendix B includes several inspection items marked as “MONTH,” while the SOW specifies testing only on a yearly and six-month basis. Please confirm whether monthly testing is required under this contract.
a. Appendix B has been updated to change any item marked only as “month” to 6 months.
2. The SOW states that VA personnel will provide escorts into facilities. Please confirm whether escort is required for the entire duration of the work or only at building entry.
a. The contractor will be escorted by VA personnel but may leave the contractor unattended if other duties are required.
3. Are there specific noise, odor, or operational limitations during boiler testing due to the buildings being fully occupied?
a. The work cannot disrupt patient care operations. The contractor should consider this and provide means to limit or divert the odors or noise to avoid disruptions.
4. The SOW requires scheduling both visits within the first week of contract start. If award occurs near the holidays, can this window be adjusted?
a. This window of time may be adjusted to accommodate VA and contractor availability but only at the VA’s discretion.
5. Please confirm what format of documentation is required to demonstrate QPI qualifications (licenses, resumes, company certification, etc.).
a. The form of documentation to prove QPI qualifications is specific to the type of QPI a contractor is intending to utilize and is listed in the SOW.
6. Are there any special or site-specific access procedures for the Veterans House at Cold Springs Road?
a. Yes but the procedures are minimal, mainly notification. This can be further discussed with the awardee at the kick-off meeting.
7. Appendix B shows “waterside cleaning” as a yearly requirement. Is a full descaling expected, or is this a cleaning/inspection only?
a. Full descaling.
8. Is there a VA-specific inspection report format, or may we submit our standard boiler inspection report?
a. A standard report will likely be sufficient. However, this the specific formatting of the report will be discussed with the awardee at the kick-off meeting.
9. Please confirm whether any boiler testing will require a utility shutdown and, if so, the process the VA prefers for coordinating the required 14-day notice.
a. A utility shutdown may be required and if it is then we would need notification with full details 14 days prior to the work beginning.
