About this file

This document is a contract amendment for boiler controls testing and inspection services at the Richard L. Roudebush VA Medical Center (RLRVAMC) in Indianapolis, Indiana. The solicitation (36C25026Q0090) requires a Qualified Professional Inspector (QPI) to conduct biannual inspections of three hot water boilers located at the medical center and Veteran's House, with testing occurring during winter (January-March) and summer (July-September) periods. The contract includes a base year and four option years, each with winter and summer testing visits, covering comprehensive safety and operational testing of boiler controls, emergency systems, and mechanical components in accordance with VA Directive 1810(1) and other applicable standards.

The scope encompasses inspecting two LAARS condensing hot water boilers in Building 5 and one Hydrotherm boiler at the Veteran's House, with specific requirements for testing safety devices, calibrating systems, checking combustion settings, and producing detailed inspection reports. The contractor must provide a QPI with specific qualifications, such as certification from the National Board of Boiler and Pressure Vessel Inspectors or equivalent credentials. Work will be conducted during standard business hours, with VA personnel escort, and must adhere to strict safety guidelines, infection control protocols, and site-specific requirements at the active medical facility.
