Answers to vendor questions:

1. Please confirm the Period of Performance for the Base Year and all Option Years, including the anticipated start date for services.

a. The Period of Performance, including the Base Year, Option Years, and anticipated start date, shall be as stated in the solicitation and resulting contract. The current SOW does not independently establish these dates. The vendor will develop a proposed schedule and submit it to the project manager for approval.

2. Please confirm the required working hours and any outage windows applicable to ATS inspection, maintenance, and testing activities.

a. Normal working hours are 8am -4:30pm, Monday through Friday, excluding Federal holidays. Work requiring an outage, transfer of an emergency load, or de-energization shall be scheduled in advance and performed only during a Government-approved outage window. No outage window is guaranteed until coordinated with and approved by the VA Project Manager.

3. According to ANSI/NETA MTS recommendations, ATS maintenance is typically performed on a major maintenance interval every three years. Please confirm whether the Government intends for the Contractor to perform full maintenance annually on all ATS units, or major maintenance every three years with routine inspection/light maintenance during the intervening years.

a. The current SOW requires all listed inspection, maintenance, and testing activities to be performed during each contractual service interval. It does not establish a three-year rotating maintenance program. The Contractor shall perform the complete scope identified in Section 3 on every ATS listed in Section 6 during each annual service period, to the extent the equipment can be safely accessed and de-energized.

4. Please confirm whether generator operation and load-transfer testing are included in the scope of ATS functional testing.

a. Yes. Functional testing shall include operation of the ATS through a normal-to-emergency and emergency-to-normal transfer cycle where operational conditions permit. Generator preventive maintenance is not included. Generator operation and transfer testing shall be coordinated with authorized VA personnel. The Contractor shall not interrupt critical loads without prior VA approval.

5. Please confirm whether infrared thermographic (IR) scanning is required as part of the ATS inspection, maintenance, and testing services. If required, please identify all equipment included in the IR scanning scope and provide associated quantities, voltage levels, and locations.

a. Infrared thermographic scanning is not identified in the current SOW and is therefore not required.

6. Please confirm whether generator preventive maintenance services are included in the scope of this contract.

a. No. Generator preventive maintenance is not included. Generator operation may be required only to support functional ATS transfer testing.

7. Please clarify who will be responsible for coordinating and performing all required utility coordination, switching operations, de-energization activities, and outage scheduling necessary to support the work under this contract.

a. The VA will coordinate internal outage approvals, affected departments, and any required utility coordination. The Contractor shall identify its outage requirements, proposed switching sequence, duration, affected equipment, and required lead time. Actual switching and de-energization shall be performed by authorized VA personnel unless the VA specifically authorizes qualified Contractor personnel under an approved switching and safety plan.

8. The Statement of Work references testing requirements for control relays under Sections 3.7 and 3.8 (Page 4). Please provide the quantity, voltage ratings, and locations of the control relays included in the scope and confirm whether testing of these control relays is required.

a. The control relays referenced by the SOW are the relays installed within or directly associated with the ATS units listed in Section 6. Separate relay quantities and ratings are not presently available. Testing is required where the relays are safely accessible and testing is supported by the equipment design and manufacturer’s instructions. Bidders shall base pricing on inspection and testing of the installed integral components of each listed ATS, not on a separate population of external protective relays.

9. Section 3.9 (Page 4) references testing of switch operator controls and auxiliary contacts. Please provide the quantity, voltage ratings, and locations of all switch operator controls and auxiliary contacts included in the testing scope.

a. The switch operator controls and auxiliary contacts are the components integral to each ATS listed in Section 6. Separate quantities and voltage ratings are not presently available. The Contractor shall inspect and test accessible operator controls and auxiliary contacts associated with each ATS, consistent with the manufacturer’s procedures.

10. Please identify the quantity, voltage ratings, and locations of the switchgear requiring testing in accordance with Section 3.16 (Page 5).

a. The SOW lists 39 units: 21 units in Building 330; 10 units in the Buildings 310, 315, 320, and 425 group; and 8 units in the Additional Buildings group. The term “switchgear” in Section 3 refers to the listed ATS assemblies and their integral components. It does not add separate switchgear lineups to the scope.

11. Please confirm whether testing of switchgear-associated components such as CTs, PTs, meters, protective relays, and other related devices is required. If so, please provide equipment quantities, ratings, voltage levels, and locations.

a. Standalone testing or calibration of CTs, PTs, meters, external protective relays, and other switchgear devices is not included. Inspection and functional verification of components integral to an ATS are included only to the extent necessary to complete the ATS testing required by the SOW. Primary-injection testing, secondary-injection testing, ratio testing, meter calibration, and separate protective-relay testing are excluded unless specifically added by amendment.

12. The provided single-line diagram (SLD) appears to show only Building 330. Please provide SLDs for Buildings 310, 315, 320, 425, 147, 302, 127, 120, 409, 411, and 408.

a. Available drawings will be provided to the successful Contractor, subject to VA security and controlled-document requirements. Where current drawings are unavailable, the Contractor shall perform the work based on field conditions and manufacturer information. The Contractor is not responsible for creating or certifying updated single-line diagrams under this contract.

13. Please provide the quantity of ATS units equipped with bypass/isolation capability at each building included in this contract.

a. The bypass/isolation status of all units has not been conclusively established from the equipment schedule. Bidders shall be permitted to verify configurations during the site visit. The VA will issue a revised equipment schedule if additional verified information becomes available.

14. Please identify any ATS, switches, or associated equipment that may not be de-energized during maintenance and testing activities in accordance with Section 9, Page 8.

a. The VA has not predetermined that every listed ATS can be de-energized. De-energization will depend on equipment configuration, operating conditions, patient-care requirements, and availability of alternate power. Where an ATS cannot be safely de-energized, the Contractor shall perform all tasks that can be completed safely while energized and document each omitted test, the reason it could not be performed, and its recommendation for future completion.

15. For ATS units without bypass/isolation capability, maintenance activities may require temporary generator support to maintain critical loads. Please provide the number of generators associated with the ATS units included in this contract, along with the generator manufacturer, model number, kW rating, voltage rating, and associated building location.

a. Generator information is not included in the current SOW because generator preventive maintenance is outside the scope. Available generator information relevant to transfer testing may be provided during the site visit or post-award coordination. Vendors do not need generator manufacturer, model, and kW information to price generator preventive maintenance because generator preventive maintenance is excluded.

16. Please provide the pricing form, bid schedule, or pricing template required for submission of labor, material, Base Year, and Option Year pricing under this solicitation.

a. Please use the Price/Cost Schedule in the solicitation document.

Will we need to test the driver for voltage and frequency configuration?

The phrase “test the driver” is unclear and should be corrected to identify the component being referenced. If the vendor is referring to the ATS controller, verification of the programmed nominal voltage, frequency, sensing thresholds, time delays, and transfer/retransfer settings is included. Settings shall be documented and tested against approved operating criteria and manufacturer requirements. The Contractor shall not change existing settings without prior written VA approval.

1. Can you please clarify whether a NETA certification is acceptable in lieu of an OEM authorization/license for testing, or if an OEM (ASCO,Russelelectric,Etc) authorization is specifically required?

a. OEM authorization is not specifically required unless separately stated in the solicitation. Personnel performing testing shall be qualified for the equipment and work being performed. NETA certification may demonstrate testing competency, but it does not authorize the Contractor to use proprietary OEM software or perform work requiring manufacturer-specific credentials. The Contractor remains responsible for obtaining any tools, software, or manufacturer support necessary to complete the required scope.

2. Will the Owner coordinate utility outages, or shall the contractor be responsible for outage requests and scheduling?

a. The VA will coordinate and approve outages. The Contractor shall provide the proposed outage plan, switching sequence, duration, affected equipment, required lead time, and technical support.

3. How many generators are associated with the ATS' included in this contract? Also, please provide the generator manufacturer, model, kW rating.

a. Generator information is outside the equipment schedule because generator preventive maintenance is excluded. Available information relevant to functional transfer testing may be provided during the site visit or post-award coordination.

4. Please clarify whether the Contractor is required to provide temporary generators or other temporary power solutions to maintain operation of the ESS and other critical loads during testing or outage activities

a. The Contractor is not required to furnish temporary generators, load banks, cabling, or other temporary power systems unless expressly added through a solicitation amendment or contract modification. Testing shall be scheduled around approved operating conditions. If temporary power is determined to be necessary, the VA will address that requirement separately.

The manufacturer identification for the Building 425 unit is under verification. Bidders shall use the listed electrical rating—400 amperes, 208 volts, three phase—and the provided model and serial information for pricing. A corrected manufacturer identification will be issued by amendment after nameplate verification.

Need to know if these are bypass or non-bypass below:

(VA response) Bypass/isolation status for the listed units has not been verified. The VA will provide verified information by amendment if available. Vendors may inspect the equipment during the scheduled site visit (already held). Contractors shall account for the limitation in Section 3 stating that tasks requiring de-energization may not be completed on units lacking bypass/isolation capability.
