About this file

This is a Request for Information (RFI) Tracker documenting 14 questions submitted by contractors and the Department of Veterans Affairs responses regarding Solicitation 36C25026B0034 for Project 538-26-202: Replace Failed Roofing B31 SPS Addition at Chillicothe VAMC in Chillicothe, Ohio.

Key staffing and project requirements clarified in the responses include: the Prime Contractor must directly employ the Project Superintendent per FAR 52.236-6; the Site Safety Health Officer (SSHO) may be subcontracted but must comply with project specifications and submit credentials for acceptance, with a minimum requirement of daily site inspections; a competent person must be on-site during all work; and the Superintendent and SSHO may be dual-hatted if the individual is qualified for both roles. The VA expects project commencement within contractual limitations as soon as possible, with the Contracting Officer declining to recommend approval of Notice to Proceed dates later than July 15, 2026. Additional clarifications address no known asbestos or lead concerns, exterior-only ICRA (Infection Control Risk Assessment) requirements with potential escalation to Class IV if interior work is required, tax-exempt contract status, and bid submission procedures. Regarding technical specifications, the contractor's selected roofing system must comply with manufacturer recommendations and warranties. The VA declined to amend Section 07 01 50.19 regarding moisture testing requirements per ASTM D4263-83 (2018), placing responsibility on contractors to develop means and methods to address the saturated roofing deck condition identified in the Roof Condition Assessment Report while ensuring safety compliance.

Updated as of: April 13, 2026 Solicitation: 36C25026B0034 Project: 538-26-202 -Replace Failed Roofing B31 SPS Addition, Chillicothe VAMC Request for Information (RFI) Tracker with VA Responses KEY: Submitted RFI = Black; VA RFI Response = Blue RFIs

1. After reviewing the report on the current roofing systems adhesion problems I would like to know if you would consider installing a vapor barrier to your system?

It has been my experience with a concrete deck it is best to fully adhere Carlisle 725R vapor barrier with cav grip primer- adhesive followed by fully adhering the insulation and the membrane. The cost is more but the system works very well. Please advise.

VA Response: Contractor selected system shall comply with manufacturer recommendations and warranties.

2. Does the Superintendent need to be directly employed by the Prime Contractor?

VA Response: Yes, per FAR 52.236‑6, the superintendent must be employed by the Prime Contractor. A subcontractor’s superintendent does not meet the requirement, since the authority to act must derive from the prime contractor directly.

Contractor shall comply with FAR Clause 52.236-6.

3. Must the Superintendent be on site at all times while work is commencing?

VA Response: Contractor shall comply with FAR Clause 52.236-6.

4. Does the SSHO (Site Safety Health Officer) need to be directly employed by the Prime Contractor?

VA Response: No, however SSHO must comply with project specification section 01 35 26 and credentials submitted for review and acceptance regardless of employment status.

5. Must the SSHO be on site at all times while work is commencing?

VA Response: SSHO is required for minimum of once daily inspections of the job site. Competent person shall be on site while work is being performed.

6. Can the Superintendent & SSHO be a dual-hatted individual assuming that individual is qualified for both roles?

VA Response: Yes, this project as single specialization meets the low complexity requirement.

7. Are there any other mandatory on-site roles required in this contract?

VA Response: Site superintendent, SSHO, and competent persons.

8. When does the VA expect the project to start following the award?

VA Response: Within contractual limitations, as soon as possible would be preferred. COR will not recommend approval of NTP dates later than July 15th, 2026.

9. Are there any concerns for Asbestos Containing Material or Lead in the areas being worked in?

VA Response: No known ACM or lead.

10. Are there any ICRA requirements for this project?

VA Response: Exterior only as included in project specifications package, though Contractor means and methods shall dictate escalation with likelihood of Class IV if interior work is required.

11. Is this contract Tax Exempt?

VA Response: Yes.

12. Please confirm Bids are to be mailed to the contracting office listed on the Standard Form.

VA Response: Confirmed

13. Please provide site visit sign in sheet.

VA Response: Attached

14. Section 07 01 50.19 Preparation for Re-Roofing states "Perform moisture test according to ASTM D4263-83 (2018) each day for each separate roof area." Here's a link to one of many manufacturers websites that details what this ASTM spec consists of. https://usa.sika.com/en/construction/floor-wall/resource-center/product-industry-news/concrete-test-methods.html

We cannot leave the roof deck exposed to the elements each day for 18-24 hours to perform this testing. Please advise.

This roofing system consists of mechanically fastening the first layer of insulation to the concrete deck then adhering all other layers and adhering the 60 mil EPDM membrane. I do not see an air and vapor barrier on the concrete deck. As a roofing contractor, we feel the manufacturer is going to want this installed. Please advise.

VA Response:

In response to the question’s first and second paragraphs, specification section 07 01 50.19 Preparation for Re-Roofing will not be amended in response to this RFI question. As indicated in the Roof Condition Assessment Report, the roofing deck was saturated. Installation of a new roofing system with saturated decking will result in unsafe conditions.

The COR will not dictate means and methods, to include but not limited to protecting the structure during intermediate phases or achieving a dry deck surface. Those means and methods should be included in the bids and during project submittals for review against project and safety requirements.

Regarding the question’s paragraph 3, Contractor selected system shall comply with manufacturer recommendations and warranties.
