This is Amendment 0003 to solicitation 36C25026B0028 for elevator upgrade services at the Ann Arbor VA Medical Center (VAMC), issued by the Department of Veterans Affairs Network Contracting Office (NCO) 10 on July 2, 2026, with an effective date of July 24, 2026. The amendment extends the receipt deadline for offers and provides clarifications on project specifications and requirements.
The amendment addresses 22 questions and answers submitted as Requests for Information (RFI), covering technical specifications, equipment requirements, and project administration. Key clarifications include: ascending car overspeed protection may utilize dual independently controlled brakes as an alternative to rope grippers; Elevator C3 is designated as Option A with Elevator 22-01 as Option B; surface-mounted sump pumps are acceptable; counterweight safeties are not required; the installation standard is ASME A17.1-2019; hydraulic plunger assemblies are to be reused; and conventional jack assemblies are acceptable for Building 22. The amendment confirms that Siemens Desigo is the building's BAS system with contact Stephen J. Simon (Siemens Industry, Inc.) and identifies Ed Keiser as the fire alarm vendor contact. Additional clarifications address staffing requirements (full-time Superintendent, Site Safety Health Officer, and Quality Control Manager), project management software (Microsoft Project for scheduling; Procore for submittal and construction management), Quality Elevator Inspector (QEI) requirements, and materials payment policies. The amendment includes updated wage determinations for Heavy (MI20260074, effective 05.18.2026) and Building construction (MI20260100, effective 05.18.2026), plus a Master Schedule of Submittals attachment.
