Replace Parking Garage Sprinkler System Indianapolis IN
Calvary Construction
Q1: Given the size of the project, can the superintendent act as the SSHO? [Ref Spec 01 35 26] A1: The superintendent may act as the SSHO for this specific project.
Eleven Bravo
Q2: Who is responsible for paint on the standpipe and the sprinkler system and does painting include the existing pipe that is not being replaced.
A2: The contractor shall be responsible for any painting called out in the contract drawings and specifications. Painting does not include pipe that is not being replaced.
Q3: The specs call out the pipe schedule for the mains being replaced in the sprinkler system to be schedule 40, the standpipe doesn’t mention a schedule for the pipe (federal project I will assume all domestic product).
A3: The intent was to provide schedule 40 pipe for all systems given the dry pipe and exterior installation conditions.
Q4: Nothing mention about any sprinkler head replacement ,I believe the majority of the sprinkler heads on the project are close to their shelf life per code that type of heads is 50 year.
A4: It is not the intent of the project to replace sprinklers on branch piping that is not called out to be replaced. Original sprinkler construction documents are dated in the early 1990's which would make the sprinklers no more than 35 years old. This does not mean they are in the best condition, but the design focused on utilizing a limited budget to address select deficiencies. The VA may opt to address sprinkler replacement and further system upgrades at a later time.

Q5: Sprinkler heads are close to 50-year life before they must be tested, would the VA like them to all to be replaced?
A5: It is not the intent of this project to replace sprinklers on branch piping that is not called out to be replaced.
Q6: Is the existing and new fire protection pipe to be painted red? If so, are we required to retain the painting services under this contract, or will the VA procure painting services after completion of this contract?

A6: Per A/E firm (Encorus): "The contractor shall be responsible for any painting called out in the drawings and specifications. Painting does not include pipe that is not being replaced."
Q7: Regarding the schedule of pipe on the standpipe--is it to be schedule 10 or 40?
A7: Per A/E firm (Encorus): "The intent was to provide schedule 40 pipe for all systems given the dry pipe and exterior installation conditions."
Q8: What is the extent of warranty coverage? Do we just warranty the new materials or are we expected to warranty the whole system regardless if we provided new material or performed any work on it?
A8: Warranty shall be provided on new materials and workmanship.

Q9. Can we close off sections 40’x 20' for staging areas? How many areas at a time as we may need 2-3 for staging and paint and construction?
A9. Staging areas for material storage will not be allowed in the garage. Staging is allowed at our CSR campus according to the SOW.
Q10. How much of an area can we close out with demolition and installation? IE:
understanding we must have a path in A, B and C for travel if one car lane at all times.
A10. The garage will be relatively empty during second shift work hours (4p-1230a).
The contractor can setup an area as necessary for demolition and installation during these times; however, these work areas must be cleared from all patient parking spots for the following business day.
Q11. Can we have access to shut down sections each day and place alarms in test mode with Key and pass codes and fire safety alarm contact? If not, who is the contact to help schedule? Will we have immediate access with the contact or will there be a daily delay?
A11. A representative from the VA, either the COR, VA electrician, or designated escort, will be available to help schedule. The responsibility will primarily be on the contractor. Contacts to put the systems in test are in the VA electric shop. The contractor will be responsible for notifying the VA that the system is back online after the end of each shift.
Q12. We need photos of B North and B Middle and all control rooms that are locked.
Please send photos of the interior of all control rooms with sprinkler construction access that are locked.
Replace Parking Garage Sprinkler System
A12. See (6) six pictures of mechanical room on B Middle below. There are no work items in northwest storage room on B North.
Q13. In the specification it reads "replace all that "needs" to be replaced and in another section it states to "replace all." Who is the contact and decision maker that determines what needs to be replaced?
A13. I can’t locate this wording in the spec, but the drawings shall illustrate required demo and replacement and shall dictate which pipe and components require replacement. If further clarification is needed, specific reference to spec sections and paragraphs are needed.
Q14. Is there a paint Specification for coating the galvanized pipe?
A14. No paint specification was provided for the galvanized pipe. It was not planned that galvanized pipe was to be painted. If it is recommended to paint, the contractor may present this to the VA.
Q15. Can we Re-use the existing Anchors?
A15. So long as they pass inspection per NFPA 25 (2023) under Section 5.2.3, they may be reused. Any component of the hanger system including the anchors that appear loose, come loose while working, or appear suspect shall be replaced.
Q16. There are no Specifications on the Valves, Alarms, and "BRAND" specific components. Can standard NFPA or ULFM approved brands be quoted and supplied.
A16. The requirements for the valves in the spec simply state that they should be in accordance with NFPA 13. Any products that are UL Listed/FM Approved for the intended use shall be acceptable.
Q17. We measured beams that were lower than 7’2” to the bottom of the pipe which are below the specification. Is the bottom of the pipe at 7’2” acceptable?
A17. Bottom of pipe at 7’-2” is acceptable so long as it matches current conditions and does not interfere with an egress path.
Q18. From 4-12 pm how many cars are typically in the garage? While demolition and installation with key turn on and off no down time of all sections, can we shut down large sections in A, B and Then C with cones and having access with travel of one lane while working hours are permitted and then re-open on non working hours?
A18. The garage is relatively empty at this time with additional patients leaving at the end of the business day, but an exact number cannot be provided as this varies.
Parking spaces can be blocked off starting at 4:00pm, but must be reopened at the end of the shift. Recommend contractor revisits the demolition limits on the
Replace Parking Garage Sprinkler System drawings. The majority of the demolition work is replacing the dry sprinkler mains which run along the columns in the center of the garage on B & C Level. The entire sprinkler system is not being replaced, so large demolition areas will not be needed.
Q19. What is the official start and end date of this project?
A19. The project will begin shortly after contract award with a construction kickoff meeting and notice to proceed delivered by the contracting officer. Submittals and badging will need to be completed before physical work commences.
