About this file

This document is an Amendment to Request for Lease Proposal (RLP) No. 36C25025R0084 issued by the Department of Veterans Affairs Network Contracting Office 10, responding to Requests for Information (RFIs) submitted by potential offerors. The VA seeks to lease up to 8,000 ABOA square feet of medical office space in the Hudson, Ohio area, requiring a single-floor location with 40 surface parking spaces, including 10% ADA-compliant spaces. The amendment clarifies key details about proposal submissions, including acceptable floor plan variations, ownership requirements, and the pre-award Design Intent Drawings (DIDs) process.

The RLP is a full and open competition lease procurement with no specific set-aside, seeking a fully serviced lease for a medical facility not exceeding 10 years. Critical requirements include proximity to amenities, hospitals, public transportation, and accessibility via multiple highways. The space must meet federal and local government standards for fire safety, physical security, accessibility, seismic, and sustainability. Potential offerors must submit initial proposals with a completed estimated Tenant Improvement (TI) Unit Price List, and selected offers may participate in up to two DIDs workshops before submitting final proposals with firm-fixed pricing.

6. Description of Amendment Amendment No. 0001 is hereby issued for the purpose of responding to Requests for Information (RFIs) submitted by interested parties up through July 15, 2025. The inquires and responses are recited below.

All other terms and condition of RLP 36C25025R0084 remain unchanged.

RFI #1: Can the submitted proposal location be on two different floors, in a multi-tenant building with other non-VA tenants?

RFI #1 VA Response: In accordance with RLP Section 1.04(2)-The VA is seeking space located on a single floor; therefore a submission for space located on two different floors would not meet the requirements issued under Section 1.04(2).

However, if located on a single floor, the RLP takes no exception to a multi-tenant space, appreciating all other requirements of the space were met under the proposal submission.

RFI #2: Could the proposal be submitted under a sublease agreement with the fee owner(s); as opposed to submitting a a purchase sale agreement and/or fee simple ownership?

RFI #2 VA Response: In accordance with RLP Section 3.03(B)(9), yes, a subleased interest in the proposed property would meet the ownership requirements under RLP 36C25025R0084.

RFI #3: What restroom would staff utilize under the conceptual floor released as Exhibit D’s Conceptual floor plan?

RFI #3 VA Response: As demonstrated under Exhibit D’s conceptual floor plan, only the patient restroom is being issued as a required room under the RLP’s requirements. Proposals directly aligning with Exhibit D’s conceptual floor plan would find VA staff utilizing the public restrooms on-site. Pricing implications fully acknowledged, interested parties are permitted to propose a floor plan within the maximum ABOA square footage limitations of this RLP (8,000 ABOA SF), which integrates an additional VA staff restroom into the space, and satisfies the other room/space requirements of the RLP.

RFI #4: If an proposal submits a floor plan which varies slightly from the square footages outlined in the program for design, would these proposed variances in square footage render a proposal submission ineligible for award?

RFI #4 VA Response: No. A proposed floor plan demonstrating the full scope of the rooms on Page 1 and Page 2 of Exhibit D, submitted with an otherwise timely and comprehensive proposal, which demonstrated a variance in ABOA square footage under the proposed floor plan, would not render that submission ineligible/technically unacceptable under the requirements of RLP 36C25025R0084. Exhibit D’s Program for Design and the ABOA square footage for each required room are conceptual in nature.

VA understands that existing buildings may have existing conditions which might accommodate the full scope of VA rooms, but under a slightly varied ABOA square footage for a room(s). Additionally, VA acknowledges a variance maybe required to comply with a state and/or municipal code.

Amendment No. 0001

VA Responses to RFI's dated July 15, 2025, continued:

RFI #5: If an existing floor plan would accommodate a slightly varied alignment of room locations versus those outlined in the VA’s Exhibit D- Conceptual Floor plan, would proposed location variances render a proposal ineligible for award?

RFI #5 VA Response: No. A proposed floor plan demonstrating the full scope of the rooms on Page 1 and Page 2 of Exhibit D, submitted with an otherwise timely and comprehensive proposal, which demonstrated a variance in layout/arrangement of a room(s) under the proposed floor plan, would not render that submission ineligible/technically unacceptable under the requirements of RLP 36C25025R0084. Exhibit D’s conceptual floor plan (Page 1) is conceptual in nature. VA understands that existing buildings may have existing conditions which might accommodate the full scope of VA rooms, but under a slightly varied arrangement/layout. Additionally, VA acknowledges a layout variance maybe required to comply with a state and/or municipal code. (any rooms that must stay together on Page 1?)

RFI #6: Please explain the pre-award DIDs process and tenant improvement pricing proposal process under RLP 36C25025R0084?

RFI #6 VA Response:

Initial offers that comply with the requirements of RLP 36C25025R0084 may be selected for a competitive range under the terms and conditions of the RLP (See RLP Section 3.06- See Also RLP Section 4.01 -Negotiations). VA notes that under RLP Section 3.03(A)(4), initial proposals are required to include a completed estimated TI Unit Price List (TICS Table) [Exhibit K].

All offers selected to the competitive range would be invited by the VA to facilitate up to two (2) Design Intent Drawings (DIDs) workshops via the offeror’s design and construction team. VA would approve a final DIDs submission for any entity engaged in pre-award DIDs workshops. A final and firm-fixed price Tenant Improvement (TI) Unit Price List (TICS Table) would then be requested to accompany each party’s final proposal revisions when requested by the VA under this procurement. (See RLP 3.06 and Exhibit A- Section 4.01). The successfully awarded entity will then be obligated to complete Construction Documents post-award; and VA would issue NTP under the terms and time frames outlined in Exhibit A’s Section 4.01.
