About this file
This Request for Information (RFI) is for the Upgrade Patient Parking Garage Sump Pumps project at the Richard L. Roudebush VAMC in Indianapolis, Indiana. The RFI, submitted by B&B Industries on 4/22/2025, seeks clarification on multiple technical aspects of the sump pump replacement, including ICRA classification, VA PRCS program requirements, water levels, trenching details, traffic control, electrical specifications, and power availability.
The government's response, dated 4/29/2025, provides key details such as the Minimum Level of Infection Prevention and Control Precautions (Level II), confirms the VA PRCS program follows OSHA guidelines, and notes that many specific details (like water levels, pump service history, and discharge lengths) are unknown and will require contractor field verification. The response specifies that exposed conduits shall be RMC, underground conduits must meet project specifications, power is 277/480V with a 20A breaker, and the site superintendent can serve as both the onsite SSHO and QCM. An exterior sump pump detail drawing is attached to provide additional context.

INFORMATION NEEDED:
1. What is the applicable ICRA classification for this project?
2. What are the requirements of the VA PRCS program?
3. What is the water level in the pump currently, how many gallons of water are expected to be removed in order to replace the pumps?
4. What is the length of the trenching required between the lift station and the stairs wall, and how much is concrete?
5. Please confirm that traffic control is limited to fencing, cones, barricades and appropriate signage.
6. Do we have specs for the sump pumps? Currently, a single family of what appears to be 10awg wires are feeding the control panel. We were told that the existing wiring would remain, and the conduit running from the control box to the finished floor to the garage would need to be replaced. We would need to be sure that those 10 AWG wires can handle the load of the new sump pumps
7. According to the scope of work, the power and signal wires between the control panel and the pumps conduit running from the exterior building to the pit needs to be replaced. Is this to be run in RMC or IMC conduit?
8. Please identify if any wires are to be in RMC.

PHONE: (248) 808-3957
9. Is temporary power available for use? Is there an outlet near the sump pumps?
10. When was the system last serviced?
11. When was the last time the pumps were hoisted out?
12. What is the total depth of the basin from the lid to the bottom?
13. What is the distance from the bottom of the basin to the centerline of the 4” horizontal discharge?
14. What is the total length of the discharge from the basin to its final point of disposal?
15. What is the power supply (voltage) to the pump control panel.
16. What is the size of the breaker feeding the control panel?
17. Is there any further information on the pump manufacturer, HP rating, discharge rates, pump, curves, etc..?
18. Are there currently any remote monitoring circuits that are integrated into the existing control panel?
19. Please confirm that the site superintendent (one person) can be the onsite SSHO and onsite QCM.
REPLY:
1. Minimum Level of Infection Prevention and Control Precautions: II
2. The VA PRCS program follows OSHA.
3. The water level in the wet well is unknow and can fluctuate due to several factors. The number of gallons of water to be removed to replace the pumps is unknown.
4. Contractors shall field verify the length of the trenching required between the lift station and the stairs wall. Contractors shall also field verify the amount of concrete needed.
5. The Scope of Work (SOW) states the following:
Cordon off the work areas (lift station, control panel, and the areas in between) with 6’ high chain link temporary fencing before the beginning of work. Provide temporary fenced areas with warning and wayfinding signs.
The contractor is required to provide all safety measures to re-route/guide pedestrians and vehicles while restricting or blocking routes or entrances by means of signs, cones, fences, etc. Coordination with the COR and/or VA Police shall be required prior to restrictions or closures.
6. The new submersible pumps shall meet the SOW requirements and the project specifications.
7. Exposed conduits shall be RMC. Underground conduits shall meet the project specifications.
8. Exposed conduits shall be RMC. Underground conduits shall meet the project specifications. No exposed wires are allowed.
9. No outlets are available near the sump pumps. There are outlets on levels B and C of the parking garage;
however, those outlets are not operational.
The parking garage has limited power depending on the power required. The VA will provide power if enough power is available within reach. The contractor will be responsible for connecting and installing the system from the power source to the construction work areas. If power is not available, the contractor shall provide it as needed. The use of power generators by the contractor and their location shall be approved by the VA.
10. It is unknown when the system was serviced for the last time.
11. It is unknown when the pumps were hoisted out for the last time.
12. The sump pump as-built detail is attached to this RFI. However, contractors shall be aware that the as-built detail may not represent actual and current conditions, and it is not expected to be accurate in all respects.
13. The exact distance from the bottom of the wet well to the centerline of the horizontal discharge pipe shall be field verified by the contractor. However, based on the available information it’s approximately 27 feet.
14. The total length of the discharge from the basin to its final point of disposal is unknown.
15. 277/480V
16. The breaker feeding the control panel is 20A.
17. There’s no information available about the existing pumps. The new submersible pumps shall meet the SOW requirements and the project specifications.
18. No, currently, there are no remote monitoring circuits integrated into the existing control panel.
19. For this project, the site superintendent can be the onsite SSHO and onsite QCM.
