STATEMENT OF WORK

Upgrade Patient Parking Garage Sump Pumps

4/3/2025

1. Introduction The Richard L. Roudebush Veterans Affairs Medical Center (VAMC) is in need of replacing two (2) failed sump pumps and the associated system components.

2. Location The sump pumps to be replaced are located at the Richard L. Roudebush VA Medical Center, 1481 W. 10th Street Indianapolis, IN 46202, in a wet well next to the south stairs of the patient parking garage. The sump pump control panel is located on Level C of the patient parking garage, next to the stairs.

3. Objective The objective of this project is to safely remove the two (2) existing sump pumps, control panel, and all the required associated electrical and mechanical components, replace them with new, properly sized and functioning components as detailed thereafter, and complete testing and verification of proper operation of the entire new sump pump system.

4. Period of Performance and Work Hours The contractor shall complete all the requirements described in this statement of work within 60 calendar days after the notice to proceed. Work during this project can be conducted during normal business hours and/or after hours/weekends according to the nature of the work. Normal business hours are defined as 7:00 am to 4:30 pm Monday through Friday.

Work requiring outages shall be completed after hours or on weekends as coordinated with the COR.

5. Scope of Work The contractor shall provide all necessary services, supervision, labor, transportation, supplies, equipment, tools, licenses, chemicals, and materials to execute the following:

a. Plan, implement, monitor and adjust all the required site-specific safety measures to accomplish the required work in compliance with OSHA.

b. The wet well associated with this project is a Permit Required Confined Space (PRCS) and the contractor must comply with the OSHA confined space regulation and VA PRCS program. The wet well is approximately 30 feet deep and has a diameter of approximately 6 feet. See attached Specs Section 01 35 26 “Safety Requirements”.

c. Plan, implement, monitor and adjust all the required safety measures to accomplish the work in a PRCS (i.e., organizational measures, collective and personal protective equipment, rescue team, air monitoring, trained personnel, etc., as needed).

d. Cordon off the work areas (lift station, control panel, and the areas in between) with 6’ high chain link temporary fencing before the beginning of work. Provide temporary fenced areas with warning and wayfinding signs.

e. Verify that all electrical power to the submersible pumps and control panel have been disconnected using lockout/tagout procedures.

f. Remove any existing water or debris as necessary to access the pumps and level sensors.

g. Complete a detailed inspection and photographical report of the existing sump pump system before beginning of any demolition work. The detailed inspection and photographical report shall focus on the wet well, pumps, automatic coupling system, guide rails, level sensors and outlet pipes. The inspection and photographical report shall be provided to the COR for approval. The COR will require additional inspections and photographs if the report provided by the contractor does not contain detailed and accurate information of the sump pump system existing conditions.

h. Disconnect and remove the following electrical and mechanical components of the submersible pump system:

i. All electrical connections.

ii. Level sensors.

iii. Power and signal wires between the control panel and the pumps and level sensors. The power wires feeding the existing pump control panel from the distribution panel shall not be removed.

iv. Control panel.

v. Submersible pumps. The pumps are stuck at the bottom of the wet well as the existing automatic coupling systems do not work.

vi. Guide rails. The guide rail pipes shall not be disposed of.

vii. Automatic coupling systems.

viii. Electrical box located on the outside wall of the parking garage south stairs.

ix. Entire section of underground electrical conduit between the lift station and the stairs wall. This task requires trenching.

x. Entire section of electrical conduit between the control panel and the stairs deck on level C.

xi. Entire section of corroded electrical conduit below the control panel up to a location that ensures sound conduit connection. This conduit holds the power wires feeding the existing pump control panel from the distribution panel.

xii. Entire section of electrical conduit and associated signal/data cables between the control panel and the exhaust fan space on Level C.

xiii. Any other unneeded components associated with the existing submersible pump system.

i. Dispose off site the removed components that will not be reused as previously described, in accordance with the applicable environmental regulations. No abandonment in place of any unneeded existing components of the submersible pump system is allowed.

j. Provide and install two (2) new automatic coupling system sets (quick pump disconnect assemblies) compatible with the two (2) new submersible pumps and outlet pipes.

Reinstall the existing guide rail pipes using new rail support brackets. The new pumps shall be removable without the need to enter into the confined space. The existing outlet pipes shall be reused and adjusted as needed.

k. Provide and install two (2) new heavy duty/industrial grade, 3-phase, submersible pumps. The minimum discharge capacity of each new pump shall be 15 gallons per minute (gpm) at 30 feet (ft) of head within the manufacturer Recommended Operating Range and near their best efficiency point (BEP). The submittal for the proposed pumps shall include the manufacturer Recommended Operating Range and the best efficiency point (BEP).

l. The pump material shall be suitable for the existing environment. The new pumps shall not overload the existing electrical breaker on the distribution panel, which shall be reused.

m. Provide and install all the necessary hardware to secure the pumps, automatic coupling system and guide rail system in the lift station.

n. Adjust and install the existing lifting chains.

o. Replace the following electrical box and conduits meeting the National Electric Code

(NEC):

i. Electrical box located on the outside wall of the stairs.

ii. Section of electrical conduit between the lift station and the stairs; the contractor shall back fill the trench meeting the specifications and applicable codes.

iii. Section of electrical conduit between the control panel and the stairs deck on level C.

iv. Section of electrical conduit below the control panel that holds the power wires from the distribution panel; the contractor shall ensure a sound conduit connection and repair the concrete slab as needed.

p. Provide and install new power and signal wires of appropriate type and size for the new pumping system and environmental and work conditions meeting the NEC.

q. Provide and install new level sensors to allow the submersible pumps to start and stop the pumps at the same elevations as the existing system and for a high-water level alarm. The level sensors shall be float type switches.

r. Provide and install a new control panel at the same location as the existing one. The new control panel shall, in combination with the level sensors, automatically start and stop the pumps. The control panel shall comply with NEMA Type 3X standards, be lockable, allow manual operation of the pumps from the inside of the panel, display the active pump(s) and high-water level visual alarm(s) on the panel cover. The control panel shall have the capability to automatically activate the two pumps alternatively (i.e., using an alternating relay). The control panel shall be fed by the existing power wiring coming from the distribution panel.

s. Connect all power and signal wiring, and all the mechanical components to the pump, level sensors, and control panel, ensuring compliance with the applicable codes.

t. Energize the new sump pump system and conduct electrical and functional testing to ensure proper operation of the new pumps, level sensors, electrical system, control panel and any components required. The testing shall confirm that all control functions, including automatic start/stop features, alternating pump activation and alarm, are functioning correctly.

u. Upon completion of the installation, ensure that the worksite is cleaned and restored to its original condition. All debris and waste shall be disposed of. Mulch shall be added around the lift station to restore the affected area.

v. Dimensions and details are based on the best available information. However, the contractor shall not strictly rely on the provided information. The contractor shall be responsible for field verifying existing site conditions, locations, dimensions, quantities, and accuracy.

w. Upon completion of all the work items, the contractor shall conduct a walkthrough with the COR noting all punch list items. Once all punch list items are completed, the final invoice will be approved.

6. Specific Tasks

(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.

(d) Alternate offers.

(1) When an offer includes foreign solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.

TECHNOLOGY ACCESSIBILITY NOTICE (FEB 2023)

(a) Any offeror responding to this solicitation must comply with established VA Information and Communication Technology (ICT) (formerly Electronic and Information (EIT)) accessibility standards. Information about Section 508 is available at http://www.section508.va.gov/.

(b) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 852.239–75, Information and Communication Technology Accessibility. In order to facilitate the Government’s determination whether proposed ICT supplies meet applicable Section 508 accessibility standards, offerors must submit appropriate VA Section 508 Checklists, in accordance with the checklist completion instructions. The purpose of the checklists is to assist VA acquisition and program officials in determining whether proposed ICT supplies, or information, documentation and services conform to applicable Section 508 accessibility standards. The checklists allow offerors or developers to self-evaluate their supplies and document—in detail—whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues.

(c) Respondents to this solicitation must identify any exception to Section 508 requirements. If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or services delivered do not conform to the described accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.
