About this file

This is Standard Form 30 Amendment 0003 to Solicitation 36C25025B0047, issued by the Department of Veterans Affairs Network Contracting Office on June 23, 2026, providing clarifications and answers to Requests for Information (RFI) related to electrical primary distribution work at the Battle Creek Veterans Affairs Medical Center.

The amendment addresses 17 RFI questions covering critical project specifications and execution details. Key clarifications include: conduit and fittings must comply with specification section 26 05 33 and code requirements, with pull boxes permitted as alternatives to LBs when necessary; the phasing plan is a general guideline with final cutover plans to be developed during construction, potentially utilizing existing station generators for some buildings with contractor-supplied generators for others; existing medium voltage cabling will be removed post-installation per demolition notes; transformer oil at the facility has been tested and contains no PCBs, eliminating further testing requirements; contractors are responsible for all material counts and take-offs from labeled drawings; civil sheets detail all asphalt and concrete restoration requirements; cast-in-place concrete pads are acceptable if they meet equipment manufacturer requirements; Davis-Bacon wage determination information was published in Amendment 0001; contractors must verify underground utility locations per project notes; all work begins on the secondary side of medium voltage switchgear in Building 141; and MV cable acceptance testing requirements are specified in section 26 05 13, section 3.7(C). The amendment also references an attached list identifying which buildings require contractor-supplied generators versus access to station generators.

THE FOLLOWING ANSWERS TO REQUESTS FOR INFORMATION QUESTIONS ARE HEREBY PROVIDED TO CLARIFY, UPDATE, REVISE, OR CORRECT CONTRACT SPECIFICATIONS AND/OR DRAWINGS.

RFI QUESTIONS AND ANSWERS

Question 1: Keynotes 8, 20, 23, and more on Drawing GI003’s phasing plan states, CONDUIT SHALL SWEEP UP ABOVE GRADE AND LB INTO SIDE OF S&C SWITCH. What is the basis of design for the LB size and manufacturer?

The bend radius may be an issue with the 3 in 1 MV cable diameter being 2.94”.

Answer: Conduit and fittings shall meet the requirements of spec section 26 05 33. All conduit and fittings shall be sized to meet code requirements. If LB will not fit the application, a pull box may be needed instead.

Question 2: Keynote 109 on drawing GI003’s phasing plan states, NOTE THAT ONE HALF OF THE CAMPUS (CIRCUIT 1 & 2 OR 3 & 4) WILL BE SHUT DOWN FOR FINAL CONNNECTIONS CONTRACTOR SHALL COORDINATE WITH VA COR. THE CONTRACTOR SHALL CONNECT CIRCUITS 1 & 2 OR 3 & 4 AND PROCEED WITH THE WORK CONNECTING ALL CIRCUITS ALONG THE PATH (1 & 2 OR 3 & 4). CONTRACTOR SHALL DO THE SAME ON THE REMAINING CIRCUIT(S).

Keynote 5 on drawing GI003’s general phasing plan states, CONTRACTOR SHALL COMPLETE WORK ON MAXIMUM OF TWO BUILDINGS AND TWO SWITCHES PRIOR TO PROCEEDING.

Detail 10 on drawing EJ500 shows the plan for building 141. The details do not show the installation of new MV breakers. Are we re-using the existing breakers? Yes If so, will we be dual feeding the existing circuits and the new circuits from the existing MV breakers while we cut over for power? Is the intent to de-energize half the campus and run on generator power until the new circuits are energized and cut over (two at a time)?

With all of this being considered, what is the plan for cutting buildings over after the circuits are installed?

Answer: One option is to have one circuit on each side of the Station active while connecting the new circuits. The phasing plan is a general set of guidelines, not means and methods and additional meetings will be held with the successful contractor during construction to create a final phasing plan.

Question 3: Is it the intention to remove all the existing MV cabling after the new installation is completed and the campus has been cut over?

Answer: Yes. This is indicated in the demolition notes in the electrical drawings.

Question 4: Keynote 3 on drawing GI003’s general phasing plan states, CONTRACTOR MAY UTILIZE EXISTING STATION GENERATORS (CONTRACTOR SHALL PROVIDE FUEL) PENDING APPROVAL BY VA COR. CONTRACTOR SHALL PROVIDE GENERATORS FOR BUILDINGS THAT DO NOT HAVE CONNECTION TO A STATION GENERATOR. Can a list be provided clarifying which buildings we will need to provide generators for and which buildings we will be able to rely on the station’s generators?

Answer: See attached list.

Question 5: Single-line note 1 calls for 15kV, 133% MV105 EPR, 5-conductor copper cable. Confirm conductor sizing (kcmil) per loop segment and whether concentric neutral is required, as this is not dimensioned on the single-line.

Answer: single-line note does not reference a 5-conductor copper cable.

Question 6: General notes require campus to remain energized during cutover. Request VA-defined allowable outage windows (duration, frequency, after-hours vs. weekend) per building so bidders can price interim power and overtime consistently.

Answer: See keynote #3 general phasing notes on GI003.

Question 7: Five duct bank configurations (2- through 10-way) are detailed but the plans do not tag which configuration applies to each run. Request a duct bank schedule keyed to plan segments.

Answer: Sections are listed on the ES sheets which reference all the duct bank configurations shown on EJ500.

Question 8: Confirm responsibility and timing for testing/abatement of existing transformer oil (PCB) prior to demolition. Scope sheets assume Owner-furnished environmental survey; please confirm.

Answer: The Battle Creek VAMC had all transformer oil tested and found no evidence of PCB in transformer oil. Further testing will not be required.

Question 9: Single-line shows multiple VISTA switches and switch/transformer combos but quantities are not scheduled. Request an equipment schedule confirming count, kVA ratings, and switch configurations for accurate vendor pricing.

Answer: Contractor is responsible for all material counts and take-offs. Each piece of equipment is labeled on the drawing w part number.

Question 10: Site plans show trench routes crossing parking and drive areas. Confirm extent of asphalt/concrete restoration in contract vs. patch-only, and whether full-lane mill-and-overlay is required.

Answer: Refer to Civil sheets for all details Question 11: Proposed primary switchgear pad detail references a fiber-reinforced concrete box pad. Confirm if a manufacturer-specific pad (S&C or equal) is required or if cast-in-place per detail is acceptable.

Answer: Cast in place is permitted, all pads must meet equipment manufacturer’s requirements.

Question 12: Confirm Davis-Bacon wage determination number and effective date for Calhoun County, MI to be used for bid. Also confirm any project labor agreement (PLA) requirements.

Answer: Most current Wage Determination was published via Amendment 0001.

Question 13: Existing utility surveys are referenced. Confirm whether the Owner warrants the accuracy of existing underground utility locations or if the contractor must verify by potholing prior to trenching.

Answer: Refer to note #5 and note #10 General Contractor Notes on sheet GI003 Question 14: Confirm point of demarcation with the serving utility and which party (utility vs. contractor) performs the primary tie-in and any required utility-side work.

Answer: There is no “primary” tie-in or utility-side work. All work begins on the secondary side of the medium voltage switchgear shown in Building 141.

Question 15: Request the required MV cable acceptance test method (VLF, Tan-Delta, or both) and acceptance criteria so the commissioning/testing allowance is consistent across bidders.

Answer: refer to Specification section 26 05 13 3.7(C) Question 16: Drawings note 'connecting new circuits 1-2 and 3-4' at the PME-10 interconnect. Request clarification of the phasing sequence for these circuits relative to the overall cutover plan.

Answer: These connections are not affected by the phasing sequence.

Question 17: “01 00 00 General Requirements Page 1 says, “Tests by Testing Lab Retained by VA”.

01 45 29 Testing Lab Services says, “Inspection Services Provided by Testing Lab Retained by General Contractor”.

Which is correct?”

Answer: See Specification 26 05 13, 3.7 Acceptance Checks and Tests.
