About this file

This document is a Request for Information (RFI) for the Cincinnati VAMC's "Repair Transformer T5 Access Hatch" project. The solicitation involves replacing a three-phase 150 KVA pad mount transformer outside Building 8, with the contractor responsible for purchasing equipment and completing full installation. The RFI contains 23 detailed technical questions and answers covering critical project specifics, including electrical infrastructure requirements, power system configurations, and on-site work conditions.

Key technical details include using existing grounding systems, reusing existing conduits, performing arc flash studies for downstream equipment, and specific electrical specifications such as 500 Kcmil secondary conductors and feed-through bushings. The project requires compliance with IEEE standards, involves coordination with VA staff for lock-out/tag-out procedures, and mandates specific safety protocols like flu vaccination for crew members. The transformer replacement is part of the Department of Veterans Affairs Veterans Health Administration's infrastructure maintenance effort at the Cincinnati Campus.

539-25-503 Repair T5 Transformer BID RFIs

1. Are measurements available for the distance of raceway length from the transformer location to the Siemens panel indicated on note 2 of plan page E2?

About 100’

2. Are measurements available for the distance of the raceway length from the transformer location to PPSU?

Under 25’

3. What is the size of the conduit raceway that connects the existing transformer to PPSU that requires mandrel testing?

4”

4. Are flu vaccines required of crew members?

Yes

5. Will a new grounding system be required or can the existing grounding system be utilized?

The existing grounding system can be re-used.

6. Plans do not call for any new conduit installation. Is the intention to re-use all existing conduit for this scope of work?

Yes

7. Plan page E3, note 5, asks for an updated arc flash study, as needed, from PPSU to downstream equipment of T5. Does the updated arc flash study end at the Siemens panel (note 2) or will additional equipment fed by this panel need to be updated as well? If additional equipment is required to be updated, can equipment details be provided (amperage, voltage, phasing, name plate ratings, cable sizes and lengths, breaker settings)?

Updates should include all panelboards, disconnects and equipment downstream of transformer T-5. Details of all downstream equipment provided with addendum.

8. Do we need to supply a generator to keep the Siemens power panel (E3, note 2) up and running while this shutdown is in progress?

No

9. Does the whole building need to be backed up on generator power during this project, or will the generator power only be required to keep the fire alarm system active?

Generator provisions are not within contract scope.

10. Is there any nameplate information available for the existing Siemens power panel indicated on the plan page E3, note 2 (amperage, voltage, phasing, wire count, AIC rating, mains type, and mains rating)?

Yes, will be included with addendum.

11. Are any photos of the inside of the existing T5 transformer available?

Yes, will be included with addendum. Measurements provided via RFI are for reference only. All measurements to be field verified by contractor personnel prior to ordering.

12. Is there any additional documentation, photos, or information available from the walk through on November 15th?

No

13. Drawing Sheet E5, note 2. Please clarify if there is to be any coordination with the utilities provider, Duke Energy, for the primary cabling replacement.

No coordination with Duke is needed.

14. Drawing sheet E2. How far is the run from the PPSU to the new transformer?

Transformer T-5 is directly adjacent to the PPSU. Existing conduit system would be under 25’ overall.

15. Please indicate if metal railing in front of the transformer can be disassembled mechanically and re-installed.

Metal railing cannot be disassembled.

16. Please confirm if the superintendent can hold both the SSHO and QCM on-site or if two separate people will be required on-site at all times for SSHO and QCM/Superintendent.

Superintendent can be QCM but cannot act as super and SSHO.

17. Please confirm if any branches are broken on the tree close to the transformer during removal/install of the transformer, trimming a clean cut of the branch is acceptable for restoring the tree landscaping.

That will be acceptable.

18. Will the VAMC staff rack out the breaker feeding PPSU for LOTO?

VA staff will turn the breaker off. The contractor is expected to complete LOTO and notify VA prior to re-energization. Contractor will be responsible for re-energizing breaker.

19. What type of 15KV cable terminations are at both T5 and PPSU? Are there pictures?

Photos available of 15KV terminations inside of T5 only. PPSU cannot be opened without de-energizing the circuit. Refer to addendum.

20. What size/material are the secondary conductors for T5 transformer?

500Kcmil

21. What is the current height of the T5 secondary bushing?

Photos with measurements will be provided with addendum and are for reference only. Measurements are to be field verified by contractor personnel prior to ordering.

22. Are the new M.O.V.E. surge arrestors required at transformer primary bushing?

Surge arrestors to comply with IEEE C62.11. Refer to spec 261219/2.5/B.

23. Is the transformer required to have radial or feed through bushings?

The transformer shall utilize feed through bushings to match existing.
