REPAIR STEAM VENTS

RICHARD L. ROUDEBUSH VA MEDICAL CENTER

PROJECT NUMBER- 583-25-517

QUESTION AND ANSWER (RFI)

CORRECTION AND CLARIFICATION

Question #1:

Please clarify when the project will be started and if all three steam systems will be shut down for summer or if there will be weekend shutdowns.

Answer #1:

All work shall be completed during the non-heating season to avoid or minimize medical center operational disruptions. The non-heating season is from April to September. The steam system is never down, not even during the summer. The contractor can request weekend shutdowns. The contractor shall submit utility shutdown permits at least two (2) weeks in advance.

Question #2:

This is from the NBBI. National Board of Boiler and Pressure Vessels. Please review their recommendation for this application Should we base our pricing on the scope of work in the scope of work in the solicitation or what is recommended by the BBBI?

Answer #2

The cross-sectional area of the discharge manifold cannot be less than the sum of the discharge cross-sectional areas of all the devices connected to the discharge manifold. In that situation, the devices would be subjected to pressure on the discharge side of the devices, which could adversely affect their operation.

After additional consideration, specific requirements described in the Scope of Work (SOW) shall be as follows:

2. Objective

The main objective of this project is to remove the three (3) failed steam vent pipes, replace them with three (3) new steam vent pipes, and connect the new pipes to the three existing risers.

4. Scope of Work

k. Deleted paragraph.

l. Complete Non-Destructive Testing (i.e., X-ray inspection) to determine if the metal thickness of the three (3) existing risers is enough to weld on.

m. Replace the three (3) failed sections of steam vent pipes with three (3) new pipe sections matching the existing diameters.

o. The three (3) new steam vent pipe sections shall go through the existing wall penetrations and follow the path of the existing steam vent pipes up to the risers.

p. Connect the three (3) new steam vent pipes to the existing risers of equal diameter.

r. Deleted paragraph.

Additional clarification:

The 6” pipe that comes off the flash tank upsizes to a 10” pipe. Therefore, the three (3) pipes to be replaced are 10-inch, 8-inch, and 6-inch in diameter, respectively.

Question #3:

Will the VA allow us to use 870 Vic couplings in the trench?

Answer #3:

Pipe joints and fittings shall be welded as requested in the SOW. Refer to Section 33 63 00 of the project Specifications.

For clarification, the joints and fittings of the existing steam vent piping system are welded. Additionally, the SOW includes excavating and cleaning debris out of the concrete shallow trench and removing it off-site; this will provide more space for pipe installation.

Question #4:

According to the following statement, bid bonds and performance bonds are not required if under 30k, am I reading this correctly?

Answer #4:

“PERFORMANCE AND PAYMENT BONDS: In accordance with Contract Clause 52.228-15, and FAR 28.102, Contractors are reminded that any amount awarded over $30,000.00 shall require a Payment Bond (SF 25A), and awards exceeding $150,000.00 shall require both Payment and Performance Bonds (SF 25). Payment and Performance bonds are due no later than 10 days after notification of award.

Bonds must be provided with original ‘wet ink’ signatures - no whiteouts or other corrections are allowable. Copies and facsimiles of bonds shall not be accepted”.

The project is estimated above $30,000. Therefore, a payment bond is required.

All other bonding requirements are based on the applicable nature of the bid.

Please see FAR 28.102.

Question 5: What is the price point of this contract?

Answer 5: Magnitude of Construction: Between $25,000 and $100,000. NOTE This project falls under NAICS: 238220 - Plumbing, Heating, and Air-Conditioning Contractors (FAR 52.219-14)

Question #6:

Is FAR 52.229-3 Federal, State, and Local Taxes applicable to this project?

Answer #6:

The Federal Acquisition Regulation clause used in this question does not apply to this project. This regulation applies to contracts expected to exceed the simplified acquisition threshold ($250,000).

Question #7:

Can the contractor insulate the pipe with steam on?

Answer #7

The VA will not dictate means and methods. This is the contractor’s decision.

Most of the steam pipes in the main steam vault are currently insulated; however, the steam vent pipes are not insulated, and they reach high temperatures when the steam release valves open; after a scheduled shutdown, the temperature of the steam vent pipes should not be a safety concern.

Question #8:

Five-hour shutdowns will not be long enough to complete pipe tie-in. What is the absolute maximum shutdown period?

Answer #8:

Shutdowns longer than five hours would need diversion requests to OR. The maximum shutdown period would be a weekend. Multiple weekend shutdowns can be approved as needed. The contractor shall submit utility shutdown permits at least two (2) weeks in advance.

Question #9:

Will the contractor be able to demo the existing vent risers and clean the trench with steam-on? Vent pipes are not intact and if the relief valve opens live steam will vent into the trench.

Answer #9:

The VA will not dictate means and methods. It may not be safe to complete work in the trench with steam on. The COR cannot direct the contractor work; however, it is recommended to complete work in the trench during scheduled shutdowns.

Question #10:

Is the steam vault a considered confide space? There is more than one exit, and the door does not have signs indicating confined space.

Answer #10:

As stated in the Scope of work (SOW), the main steam vault is a permit-required confined space (PRCS) and the contractor must comply with the OSHA confined space regulation and VA PRCS program.
