About this file

This document is an Amendment (Amendment #0003) to a federal solicitation for a construction project at a Veterans Affairs Medical Center. The solicitation (36C25025B0012) is for correcting a Sprinkler Protection System (SPS) ceiling system finding, located in Ann Arbor, Michigan. The project involves two consecutive construction phases with a total performance period of 63 calendar days, requiring work from Monday-Friday (two shifts) and weekend shifts to accelerate the schedule. The contract includes specific requirements for fire suppression system modifications, with four existing sprinkler heads to be replaced in Phase 1 and six heads in Phase 2.

Key amendment details include adding the VAAR 852.219-75 clause related to subcontracting limitations, incorporating responses to multiple Request for Information (RFI) questions, and extending the offer receipt deadline to March 26, 2025, at 14:00 EDT. The project requires an OSHA 30-hour competent person on-site, provides limited Personal Protective Equipment (PPE) by the VA (gowns, foot covers, hair nets), and mandates contractors work shifts consecutively to expedite the work schedule. Contractors are instructed to submit a single bid price on the SF1442 form for the entire project.

Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.

(ii) [X] General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219-73 or certified VOSBs listed in the SBA certification database as set forth in 852.219-74.
