X X X September 5, 2024, 4:00PM EDT X The purpose of this amendment to the solicitation is for the following:
1. Extend the date for quotes due to September 5, 2024, 4:00 PM EDT.
2. Answer questions submitted to the contracting officer. See continuation page of this amendment.
Christopher D. Gundy Contracting Officer Question 1: What if the contractor invests more than $200,000.00 but the contract provides only the min (which is $15,000.00), does the Gov’t provide any offset money to contractor?
Answer 1: No. There is not offset. However, the estimated quantity included in the Price/Cost schedule is what is expected to be used annually. Upon award a task order will be obligated based off the quantities from the price cost schedule.
Question 2: Is there any history data for average number of miles per ambulatory trip and average number of miles per Wheel Chair trip?
Answer 2: The daily needs vary so much that no data can be determined.
Question 3: Is there any history data in general that you can provide to help contractor do cost analysis?
Answer 3: Again, due to the variables this data is not available.
Question 4: What if the number of total invoices submitted exceeds the contract award value?
How is the contractor compensated for the difference?
Answer 4: A funded task order will be issued covering each year. The contracting officer and contracting officer representative will monitor a balance and will issue and amendment to the order to increase the funds.
Question 5: The price cost schedule calculations are based on estimated quantities, how is the contractor paid at the end of the year in the following 2 cases:
a. the actual quantities are less than the estimated ones
b. the actual quantities are more than the estimated ones Answer 5: For a, an amendment for decrease will be sent to the contractor to review and sign off on to concur that all invoices have been paid and VA acknowledges that all services have been received for the annual period of performance. For b, as mentioned in question 4, the VA will monitor and will increase the annual order by modification to the order to cover estimated amount through the end of the period of performance.
Question 6: if the actual payment is based on actual quantities, then why does the price cost schedule calculate a total price based on estimated quantities Answer 6: The VA needs the contractor to determine this to meet the need of this requirement.
Question 7: How likely or unlikely for more than one rider to have their appointments scheduled at the same time but different locations?
Answer 7: This occasion does happen generally from a contracted nursing home, or with return trips from the VA. A general number is not available.
Question 8: In case of question 7 above, can the some type of arrangements be done to rescheduled?
Answer 8: No, the appointments will not be rescheduled.
Question 9: If the contractor is not able to perform per the contract at what point would the contract become terminated?
Answer 9: The VA will conduct meetings with the contractor to discuss performance improvement and provide the contractor with the opportunity to improve performance. There will be no set determination as this would have to be discussed with legal.
Question 10: Can a breakdown of estimated trips by county be provided for the Ann Arbor VAMC Patient Transportation Solicitation?
Answer 10: The needs vary so much each day that this is not available.
