About this file

This document is a set of pre-bid requests for information (RFIs) and responses related to a federal contract opportunity to upgrade the building management controls for Buildings 210 and 211.

The key details are:

  • The contract opportunity is Solicitation Number 36C25024B0047, issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 10.
  • The RFIs cover topics such as permissible role combinations for the contractor's personnel, integration with the existing Tridium Niagara front-end system, reuse of existing VAV and AHU control equipment and wiring, and requirements for new control devices and wiring.
  • The responses indicate that concurrent roles are generally permitted, existing equipment and wiring can be reused where possible, and new BACnet/IP controllers may be used in place of JACE controllers.
  • There are no indications of set-asides, pricing terms, award dates, or incumbent contractors.

Questions Response

Can the Quality Control Manager be the superintendent?

Assuming this is asking about the CQC System Manager, the specs do not prohibit concurrent role of "superintendent."

2 The spec state SSHO to be on site at all times, FAR Clause 52.236-6 Superintendence by the contractor. I understand this to mean the superintendent can act as the SSHO?

The specs do not prohibit concurrent roles of SSHO and "superintendent."

3 Can a single individual serve more than one of the following roles simultaneously: CQC Manager, SSHO, and Superintendent? If so, can a single invdividual perform all three? If only two, which roles may be combined?

See spec 01 45 00 Part 3.4 A. which requires the Safety and Health Manager to be independent from the CQC System Manager.

4 It was mentioned during the pre-bid that all functions of the new work will be monitored in building 25. I don't see anything in the drawings about wiring back to that building. How does the new work get connected back to building 25?

No connections back to B25. All new work that ties into the existing BMS will connect in the 210/Connector/211 buildings.

Based on previous project experience the front end is Tridium Niagara System, please confirm. It is mentioned that the front end is Honeywell.

If it is Tridium Niagara…a) Can the owner provide the Host ID of the supervisor and confirm that the NICS has been complete and is open to other brands other than Honeywell. b) What software version is it running (N4.X.X...). c) Can the owner provide the Supervisor's admin usernames and passwords for the station and platform. d) Can the owner provide the device core of the Supervisor (allowed JACES/nodes connected to the front end) and the current member of JACEs connected to it

Yes, the existing front end system is a Tridium Niagra system.

Anything connected to the existing Honeywell system is intended to be moved to Tridium. Specific details such as Host ID and passwords will be made available to the successful bidder.

Are the existing VAVs connected to the existing Honeywell front-end? If so…a) What communication protocol are their controllers utilizing? What cable type are they using. Can this communication wire be reused? If the communication cable can be reused, please provide the network architecture/topology so we can verify that it can be reused. b) If the communication wire cannot be reused, does the existing need to be demoed or can it be abandoned in place? c) Are there graphics on the front-end for these units? If so, can these be reused?

None of the VAVs that are getting new control boxes are currently connected to the BMS. Some of the VAVs have existing control modules and some do not as identified in the construction drawings. Demolition of existing VAV control modules, where they exist, is to include removal of the associated control wiring back to the JACE. Do not re-use and do not abandon in place.

Becasue none of these VAVs are currently connected to the BMS, there are no graphics for these.

7 Please confirm that BACnet/IP for field/unitary level controllers (VAVs) are acceptable? Yes, this is acceptable.

8 Can the existing VAV Hot Water valves and actuators be reused? yes

For VAV Space Temperature Sensors where the new sensors are to be installed in the same locations as the old/demoed sensor, can the control wire be reused? a) Based on previous project experience and the job walk, existing temperature sensors were different brands and types of control which utilizied different wire types. I.e. it appears that some are Trent and some are Honeywell Spyder. b) Honeywell Spyders use a sylk bus network sensor that utilizes a 2 conductor twisted pair cable where trend or others use a 2, 3, or 4 conductor of typical sensor wire.

Removal of existing room temp sensors to include removal of existing control wiring back to source. Installation of new room temp sensors to include installation of new control wiring (from source) per requirements of 23 09 23. If appropriate pathway conduit is already present for existing control wiring, and it is undamaged, and it is not damaged during demolition work, then it may be reused; however, its presence is neither guaranteed nor implied.

On the drawings the PT Clinic showed 2 temperature sensors to be demoed in the area but these could not be found during the job walk.

Please confirm. There are no existing temperature sensors in the PT Clinic.

Are the existing AHUs connected to the existing Honeywell front-end?

If so….

a) Both had CAT6/IP connected to the existing controllers, can this be reused?

b) Are there graphics on the front-end for these units? If so, can this be reused?

211-AHU2 is the only one that is currently on the BMS. The existing JACE Controller for 211-AHU2 does not get replaced;

therefore, existing communications cabling will be retained.

Existing graphics may be retained but must be edited to add new points.

response continued… Both the Library AHU and BC-1 get new JACE Controllers. For both, Contractor to provide new communications cabling both to each of these air handlers and to a local BMS point of access.

12 For the AHU devices for the existing control devices to remain it is assumed that the device is operational and that the device and wiring can be reused. Please confirm. yes

For the AHU new control devices, we assume these control devices are not existing and therefore new control wiring, power, conduit/flex will need to be provided and installed. Please confirm. yes

14 Please provide damper submittal or sizes for the new owner furnished AHU dampers. These are needed to properly select the correct torque rated actuators. Both dampers are the same size 68" x 25.47"

15 Based on previous project experience and the job walk, AHU-2 is being controlled by a Honeywell WEBS JACE-8000. Can this controller be reused?

a. If so, can the owner provide the admin username and password for the JACE-8000 station and platform?

b. Can the owner provide the software version it is running (it may be different than the Supervisor software version)?

c. Can the owner provide the device core of the JACE (allowed field controllers/nodes connected to the JACE) and the current number of devices connected to it?

Yes, it is acceptable to re-use the existing JACE-8000 controller.

Specific details such as Host ID and passwords will be made available to the successful bidder.

BC-1 has existing local controls. Can the control devices such as temp sensors, relays, vales/actuators, damper/actuators, etc… be reused? Can the local control panel and pilot lights be reused? Can the control/power wiring be reused?

It is the design intent to re-use control devices. The controller must be replaced as indicated on the plans. If the existing control cabinet is sized adequately, then it is acceptable to re-use the cabinet. It is acceptable to re-use power wiring, as long as it is sized appropirately. Control wiring shall be replaced.

BC-1 will need a CAT6 IP drop to the owner’s network and one did not appear to be in the mechanical room. Will the owner supply the physical CAT6 drop? no

The plans call for BC-1 to be supplied by a JACE controller. Can we provide a BACnet/IP controller that is not a JACE (similar type of controller as the VAVs)?

Spec 23 09 23 Part 2.6 defines requirements for Controllers.

There appears to be no indication that Controllers must be "JACE".

Contractor responsible to provide equipment that adequately performs all required functions and complies (at a minimum) with the requirements of the applicable specs.

19 A unit heater sequence was provided on the plans but no unit heaters are shown on the floorplan layouts or were shown on the job walk. We assume that unit heaters are not apart of this project and therefore will be excluded. If this is incorrect, please provide location and if there is existing control.

The locations of the subject unit heaters are identified in the bid addendum. This work remains a part of the project.

Please confirm that all mechanical equipment affected by the controls scope of work (VAVs, AHUs, BC, etc..) is to remain and be reused. yes
