About this file

This document contains questions and answers related to a Request for Information (RFI) for a federal contract opportunity. The RFI provides clarification on several specification sections, including temporary use of existing elevators, hazardous materials abatement, painting requirements, storm drainage, insulation depth and R-value, and roofing system alternatives. Key details include:

  • Elevators cannot be used but may be permitted with certain provisions.
  • No hazardous materials are expected, but the specification section was included as a precaution.
  • No painting is required.
  • Only connection to the existing storm lead is required for the new roof sumps.
  • The existing insulation varies in depth from 3.5" to 5.5", and the project requires a full tear-off and replacement to achieve an average R-value of 49. A layover alternate is included to install 6" of insulation for an average R-33.
  • A 90 mil EPDM fully adhered roofing system is required, not a 60 mil EPDM ballast system.

The related federal contract opportunity is Solicitation Number 36C25024B0033, titled "Z1DA--Descoped Replace Roofing B-1W 506-21-202", issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 10.

Q1: Specification and Section: Spec Division 01 00 00-9. Temporary Use of Existing Elevators: Item A states that elevators cannot be use and Item B would indicate the opposite with certain provisions.

Please Clarify particularly for personnel.

A1: See Specification Division 01 00 00 paragraph 1.13 A and B.

Q2: Specification and Section: Spec Section 02 82 11. There is no schedule of items to be abated.

What is anticipated for this requirement?

A2: No hazardous materials are expected. Specification section is included in case any hazardous materials are encountered.

Q3: Specification and Section: Spec Section 09 91 00. What is to be painted? We can find no requirement on the drawings.

A3: This specification section was a carryover from previously defined scope. No painting is required in this scope.

Q4: Specification and Section: Specification Section 22 14 00. Facility Storm Drainage: Is there anything required other than new roof sumps attached or clamped to the existing storm lead?

A4: Nothing required beyond connecting to existing storm lead from above.

Q5: What is the current depth of the tapered Iso? Is the current slope known?

A5: The current depth of insulation varies. Roof cores were taken on 6 different locations and varied from

3.5" to about 5.5." The project planned for a full tear off insulation and replacement.

Q6: Can we bid a 60mill EPDM Ballast system in lieu of fully adhered as an alternative?

A6: No, please follow the plans and specifications for a fully adhered 90 mil EPDM.

Q7: Can the government send a copy of the mentioned thermal images.

A7: No, reference to thermal images was to the energy analysis performed during design.

Q8: The details mention an R value of 49 for the base bid. Is this a minimum of 49 or an average? Is the

R value of the new tapered insulation we are installing included in the R-49?

A8: Overall average R-Value to be R-49.

Q9: For the layover alternate, how much insulation is expected to be added on top of what is existing?

A9: No insulation is to be added on top of existing insulation. Base bid is to install 8 ½” of insulation to meet an average R-49, bid alternate is to only install 6” of insulation to meet an average R-33 minimum.
