About this file
This document contains a pre-solicitation announcement and answers to requests for information regarding a planned solicitation for interior signage replacement services at a Department of Veterans Affairs medical center. The pre-solicitation announcement indicates the Department of Veterans Affairs intends to issue an invitation for bids on or around January 8, 2024 for Project 506-21-105, with a cost estimate between $2-5 million, to replace or enhance all interior signage at the LTC Charles S. Kettles VAMC in Ann Arbor, Michigan. The work is scheduled to be performed during normal business hours excluding federal holidays. The acquisition is set aside for qualified Service-Disabled Veteran Owned Small Businesses. The answers to requests for information clarify that the VA will manage fire alarm shut downs and have replaced drawings that were missing layers.

Q27: Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
A27: For fire alarm and suppression system work, VA will manage shut downs in-house.
Q28: In the Specifications Document, Quality Control Section 1.4, Paragraph C, it states, “In addition to
CQC personnel specified elsewhere in the contract, provide as part of the CQC organization specialized personnel to assist in the CQC System Manager for the following areas, as applicable: electrical, mechanical, civil, structural, environmental, architectural, materials technician submittals clerk, Commissioning Agent/LEED specialist, and low voltage systems. These individuals or specified technical companies are directly employed by the General Contractor and cannot be employed by a supplier or subcontractor on this project; be responsible to the CQC System Manager; be physically present at the construction site during work on the specialized personnel’s areas of responsibility; have the necessary education or experience in accordance with the Experience Matrix listed herein. These individuals can perform other duties but need to be allowed sufficient time to perform the specialized personnel’s assigned quality controls duties as described in the CQC Plan.”
It is economically unfeasible to maintain specialized staff of this size for a project in the $2-$5-million-dollar range. Will the government allow any exceptions to this requirement such allowing suppliers or subcontractors to fill these roles on the project?
A28: Delete Quality Control Section 1.4, Paragraph C for this project.
Q29: It looks like a few of the drawings in Drawing Set 2 are not layered, as nothing is showing up on these drawings: AW200 thru AW404. Please provide these corrected drawings.
A29: Please see Amendment #2 Attachments - Drawings replaced: AW200, AW201, AW202, AW203, AW204, AW401, AW402, AW403, AW404, and AW900.
