1. 01 00 00 General Requirements, 1.22 Photographic Documentation Please confirm the requirements of a commercial photographer for this project or can the superintendent take pictures and submit them electronically to fulfil the photographic documentation requirements?

For this small project, the project superintendent can take pictures and submit them electronically to meet the photographic documentation requirements.

2. Solicitation - Bid Submission The solicitation indicates that bids are to be hand delivered. Is there an option to allow for bids to be submitted by email?

No, sealed bids must be hand delivered.

3. 01 35 26 Safety Requirements; 1.7 SSHO Please confirm that the SSHO should be a separate qualified individual from the prime contractor superintendent/Quality Control Manager with duties only as SSHO.

For this small project, a single person can serve as superintendent, contractor quality control manager, and site safety health officer. This person shall meet the training and experience requirements in the specifications.

4. We note that all of the LED light fixtures are 0-10V dimming. We need to know if the existing light fixtures have EMT conduit raceways to each fixture or if the power and switch legs go to a junction box and then to the fixtures with MC cable. This is particularly important in areas with hard ceilings, as we will need to run low voltage cable (18/4 cable) to each new fixture and down to the switches.

The fixtures are provided with dimming, however, the controls are not upgraded as part of this project and therefore, additional low-voltage cabling is not required. New fixtures are to be reconnected to existing switched legs.

5. Additionally, we do not see any mention in the drawings or specifications of new 0-10V LED dimmer switches or occupancy sensors in any of the rooms or areas. Could you provide clarification on this?

No new controls are required.

6. Can a dumpster be on site?

A dumpster can be placed in the Boiler Plant contractor area during the project. The exact location shall be coordinated in advance with the VA COR. Due to limited space, contractors are limited to using one dumpster for all ongoing projects.

7. Will we have a staging area designated for this project?

This project does not have a designated staging area.

The solicitation does have a payments clause that discusses materials stored at an approved local off-site location.

8. Can the existing circuitry be used or is new to be required via the VA master specs?

Existing switched legs are to be reconnected to new fixtures.

9. Which light fixtures have a battery backup?

Existing egress lighting fixtures are connected to life safety branch of power. No fixtures are expected to have battery backup.

10. Can you provide a sample of how and what you want engraved on the switch plate covers?

No new controls are provided under the scope of this project. Existing cover plates shall be re-used.

11. Can you provide the manufacturer of the existing ceiling tiles that are currently in the dining area?

The ceiling tiles are Armstrong #2118U6A2FXCH Effects Wood Look.

See attached product data for ceiling tile removal instructions.

12. There are no electronic bids allowed, is that correct?

Electronic bids are not allowed. Sealed bids must be hand delivered.

13. Are the existing fixtures to be taken off the VA property or do you want them?

The contractor shall remove the existing fixtures from VA property.

14. Can you provide original cut sheets on the existing fixtures installed?

See attached cut sheets for the existing fixtures. The VA did not verify this information.

15. Are existing fixtures supported with grid ceiling wires like the details on the plans or will we have to provide new ones?

The contractor shall provide supports for all new lighting fixtures per specification 26 51 00.

16. The original sol. spells out 1 alternate bid and the plans calls out 2 alternates, which is it?

The descriptions for Bid Alternate No. 1 and Bid Alternate No. 2 have been revised in Standard Form 1442: Solicitation, Offer, and Award.

Bid Item 2: Bid Alternate No. 1 $_______________ Description: BASE BID except delete work in rooms 3F-131 (Office), 3F-141 (Toilet), 3F-142 (Toilet), 3F-143 (Office Exam), 3F-145 (Office), 3F-155 (Staff Office), 3F-156 (Quiet Consult), 3F-200 (Employee Lockers/Lounge), and 3F-208 (Tub Room).

(Completion Time: 240 days from Notice to Proceed)

Bid Item 3: Bid Alternate No. 2 $_______________ Description: BASE BID except delete work as specified in BID ITEM 2. In addition, delete work in rooms 3F-204 (Med Room) and 3F-205 (Conference Classroom).

(Completion Time: 240 days from Notice to Proceed)

17. Is a construction sign needed for this project?

A construction sign is not required for this project.

18. Is a safety sign needed for this project?

A safety sign is not required for this project.

19. Can the superintendent be the SSHO and CQC?

For this small project, a single person can serve as superintendent, contractor quality control manager, and site safety health officer. This person shall meet the training and experience requirements in the specifications.

20. Will the VA accept performance and/or payment bonds issued directly to the VA from a major subcontractor that covers the required amounts for the entire project?

The VA will not accept a payment bond or a performance bond from a major subcontractor.

The bidder to whom award is made shall furnish the payment bond and the performance bond.

21. Are bonds required at the time of submission or 10 days following acceptance?

A bid guarantee is required in the proper form and amount by the time set for opening of bids, as stated in Standard Form 1442: Solicitation, Offer, and Award.

The bidder to whom award is made shall furnish a payment bond and a performance bond within 10 calendar days after award, as stated in Standard Form 1442: Solicitation, Offer, and Award.

22. Can a single individual serve more than one of the following roles simultaneously: CQC Manager, SSHO, and Superintendent? If so, can a single individual perform all three?

For this small project, a single person can serve as superintendent, contractor quality control manager, and site safety health officer. This person shall meet the training and experience requirements in the specifications.

23. Can this bid be submitted via email?

Bids cannot be e-mailed. Sealed bids must be hand delivered.

24. Please clarify the need for infection control for the removal and installation of the new lighting. Are HEPA tents required while working in patient rooms etc. and in the hallways? How does the VA want these done? Are we to utilize plastic sheeting and introduce HEPA systems for the air?

This project is classified as a Level II by the infection control risk assessment (ICRA).

See attached Infection Prevention/Control Construction Permit for the required Level II control measures to be in place during project work.

25. Please clarify the shift you would prefer this done is it to be all night work. 11:00-7:30 PM not defined in Div-1 Spec.

The working hours are first shift, unless otherwise required by the specifications.

26. Please clarify the new L4 fixtures. Per note 8 replace and modify the drywall ceiling for the new L4 fixture. See the photo below, it appears these existing fixtures are 4ft and appears to be 4 in a row. It appears you are only asking for (2) 4 ft fixtures to be put back.

According to the drawings, the existing wall length is only 11’-10 ½”. It does not appear that (4) 4ft fixtures are able to fit in this space. (2) 4ft fixtures are acceptable, however, contractor may propose an alternative solution and increase the fixture count or length if it provides a cost savings regarding rework of the existing ceiling.

27. Please clarify where we can place a dumpster for disposal and if we can be given a laydown area for the new lighting package to be stored.

A dumpster can be placed in the Boiler Plant contractor area during the project. The exact location shall be coordinated in advance with the VA COR. Due to limited space, contractors are limited to using one dumpster for all ongoing projects.

This project does not have a designated staging area.

The solicitation does have a payments clause that discusses materials stored at an approved local off-site location.

28. How do we address and utilize our lockout tagout program to safely remove energy from the 277-volt circuits while we remove and replace the new fixtures will we be given access to the electric lighting panels inside the electric rooms?

Coordinate access to electrical rooms with VA.

Coordinate shutdown of lighting circuits with VA due to the coverage area of the circuits.

For each room under construction:

a. Before starting work Short shutdown of existing circuit to disconnect old lighting fixtures.

Make existing circuit safe so that it can be re-energized while the old fixtures are removed and the new fixtures are installed.

b. After work is complete Short shutdown of existing circuit to reconnect new lighting fixtures.

29. Please clarify that there is no need for reprograming of any LCP or BMS for the public areas.

Existing circuits are disconnected from existing fixtures and reconnected to new fixtures. No reprogramming is expected.

30. Please clarify how we deal with any code violations that come to our attention during demolition and before installation of new fixtures.

Code violations, if any, should be brought to the attention of the VA as they are discovered.

Provide proposed solution and ROM pricing, if possible, for review. Correction of these items will be at the discretion of the VA as the AHJ.
