Contractor 1 We have a similar courier job and they pick up at outside facilities and deliver to the main VA facility. On this job are they picking up from all of the facilities listed and delivering to the 6100 oak tree address? What is the end drop off point after picking up?
See updated Schedule and Attachment 1
Also, is there a previous incumbent for this job? If so, what is the contract number?
FG MANAGEMENT GROUP LLC Contract #: 36C25018C0260
Contractor 2 There are no addresses listed for the facilities or time for pick up and drop offs, and some are referred to as routes with only a name like Red Cross Route.
The evening and daytime routes are not defined as to time or route.
Is this information available?
See updated Schedule and Attachment 1
Contractor 3
1. Do all routes originate and end at the LSVAMC or is it a one-way trip to LSVAMC to deliver specimens from the CBOC’s?
See updated Schedule and Attachment 1
a. If one-way, are we taking empty coolers when delivering, storing them overnight to bring next day to the Clinics?
Yes, I believe that is the current process.
b. If roundtrip, originating at the LSVAMC, what are the items (other than coolers), that we’ll pickup and deliver to the CBOC’s? What is the estimated volume for each location?
See updated Schedule and Attachment 1
2. What is the estimated number of STAT runs per month/year and what is the max radius for those?
Roughly 45/month STAT runs. Our furthest clinic is East Liverpool/Calcutta which is roughly 108 miles one way. See updated Schedule and Attachment 1
3. Is the reference to Wade Park Blood Bank and Wade Park Hematology in the Scope of Work a reference to the SLVAMC or are they separate locations?
They are the same location. See updated Schedule and Attachment 1
4. On page 21 of the solicitation, it says: Specimen/instrument pick-ups from the Community Based Outpatient Clinics (CBOCs) listed herein shall be made according to the schedule listed in the table below.
a. Questions:
i. There was no table included, could you please let us know the required pickup and delivery times for each location?
See updated Schedule and Attachment 1
ii. Previously there were some once a month Saturday pickups needed for some of the clinics, is that still the case? If yes, please specify the schedule.
Saturday pickups are not routinely needed at this time. See updated Schedule and Attachment 1
5. There are some QuantiFERON routes listed for some clinics. Are these usually STAT runs or scheduled? Do they need to be handled any differently from regular specimens?
They are scheduled and yes, they need to be handled differently which is why they are given a separate schedule. See updated Schedule and Attachment 1
Contractor 4 Just wanted to get clarification on the number displayed under "quantity" in the line items table provided. Is that number the number of pickups, miles, etc?
pickups. See updated Schedule and Attachment 1
Contractor 5
1. Is this a new requirement?
Yes.
2. How much was the previous Award Amount if it is not a new requirement?
$2,060,883.45
3. How many drivers are completing this work currently?
The requirement is specified in the SOW, the number of employees a contractor requires to meet the terms of the contract is not specified or tracked by the government.
4. Can you give a number of stats they think they will have a day, week or month?
Roughly 45/month. See updated Schedule and Attachment 1
5. When receiving delivery orders will it be by email, or phone call?
Base plus four annual option years. As needed delivery by phone.
6. Will the VA be providing all Coolers?
Yes.
7. Will it be safe to say most pickups will be round trip, picking up and then returning the empty cooler?
One way… picking up and delivering to Louis Stokes Cleveland VAMC. It is not necessary to return the empty coolers immediately. They can be stored overnight and dropped off when new coolers are picked up each day.
8. Will there be any scheduled routes or only just stats, the CLINS say Courier Dayshift, Courier Evening Shift but I see no set in stone pickups?
Both – scheduled routes/pickups and STATs. See updated Schedule and Attachment 1
9. Will the VA be proving the refrigerants or Dry ice that is needed?
Yes.
10. If they are not proving the refrigerants or Dry Ice can you give an amount that will be required per pickup?
N/A
