About this file
This document is an amendment to a federal solicitation for corrective safety deficiencies at multiple buildings of the Veterans Affairs Medical Center in Battle Creek, Michigan. The amendment provides clarification on project scope items including confirmation that existing corridor ceilings are gypsum board, not acoustic tile as keynoted. It also relaxes qualification requirements for an on-site construction manager by allowing ten years of relevant experience in place of a construction degree. Additionally, the amendment answers contractor questions, provides an attendance list from a pre-bid site visit, updates the applicable wage determination, and reschedules the bid opening date and location to October 11, 2023 at 3:00 PM at the Network Contracting Office in Battle Creek. The solicitation number is 36C25023B0048 and is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10.

AMENDMENT 0003
THE FOLLOWING ANSWERS TO REQUESTS FOR INFORMATION QUESTIONS ARE
HEREBY PROVIDED TO CLARIFY, UPDATE, REVISE, OR CORRECT CONTRACT
SPECIFICATIONS AND/OR DRAWINGS.
QUESTIONS AND ANSWERS
1. RFI Question 1: Based on site visit, hard ceilings currently exist in corridors on 1st and 2nd floor. Keynotes indicate to remove ACT ceilings. Will clarification be provided?
Answer: Existing ceilings in the corridors of Building 14, first and second floor, are gypsum board ceilings. The scope is to remove the ceiling and replace with acoustical ceiling tile and grid. Revised drawings will be issued to clarify this.
2. RFI Question 2: Part 1.4 – Can the college graduate requirement be waived if the site superintendent/QC manager has 10 plus years of onsite construction experience with projects of similar scope?
Answer: Part 1.4 is revised by the following; “The CQC system Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 6 years construction experience on construction similar to the scope of this Contract or have a minimum of 10 years of construction experience on construction similar to the scope of this Contract.”
