About this file

This sole source justification document proposes procuring Avigilon closed circuit television video servers and cameras on a sole source basis for a construction project at the Cincinnati VA Medical Center. The project will renovate space on the first floor of Building 1 and construct a new third floor on Building 2. The existing CCTV system at the facility uses Avigilon equipment, so the additional devices must integrate with the current platform. The estimated value for the CCTV portion is $16,800. The overall construction project is budgeted at $7,965,638. A brand name justification is provided citing the need to match the existing Avigilon system, and efforts were made to publicize the opportunity. The anticipated cost is deemed fair and reasonable by the contracting officer.

The related federal contract opportunity is an invitation for bid to construct the third floor and renovate first floor spaces. The renovation will create additional primary care areas while the new construction provides administrative facilities. Work includes general construction as well as mechanical, electrical and technology installations. The 100% set-aside solicitation targets service-disabled veteran-owned small businesses. The projected value is between $5-10 million. The NAICS code is 236220 and businesses must meet the $33.5 million size standard. The selected contractor will perform at least 15% of construction labor. The completion period is 730 calendar days from notice to proceed. Bonds, Davis-Bacon wages, and safety qualifications are requirements.

Highlight

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The CCTV system devices that are to be installed as parts of this project represent an extension of the existing CCTV System at our facility. As such, each new device must tie into and communicate with the existing Facility CCTV System, which is manufactured by Avigilon.

The system is designed to provide unified interface, recording, archiving, and management of all CCTV system cameras from a single software platform throughout the CIN VAMC campus.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: The Avigilon system which has been established on the CIN VAMC campus is available to multiple integrators and contractors which serve the area.

This solicitation will be publicized via beta.SAM.gov. The approved J&A for Avigion system will be posted with the solicitation.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Determination of fair and reasonableness of cost will be based upon a complete price analysis and Independent Government Cost Estimate. The anticipated cost will be considered fair and reasonable. This project will be issued as an Invitation for Bid (IFB). Tradeoffs and Evaluation Factors are not applicable for this project.

8. Description of the Market Research Conducted and the Results, or a Statement of the

Reasons Market Research Was Not Conducted:

Market Research has been conducted for prior projects, concerning this subject. The Avigilon system is currently located throughout the entire hospital.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: The use of the common Avigilon platform allows for the live and recorded video to all be stored and processed through a single user management platform. Maintenance and system familiarity are other important factors to consider. VA Police is charged with maintaining this system, and responding appropriately. Attempting to introduce a CCTV system different manufacture with different software would no doubt compromise the ability of VA Police to respond to their tasks efficiently.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: See Item 6 above.

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: Solicitations for future requirements will utilize “brand name or equal” language, if it is in the Government’s best interest to do so. The current requirement must be solicited using a brand name description because the Government needs to create an exact copy of a system/item that is currently in use.

12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.

Justin Beaudoin Date Project Engineer, Engineering Service VAMC – Cincinnati, OH
