Project: 541-19-103 Renovate Pharmacy Solicitation: 3614018B0581 Louis Stokes VA Medical Center (Cleveland, Ohio)

Contractor Questions = Black VA Responses = Purple Attachments = Green

1. a. Will the Pharmacy Renovation project require systems commissioning/verification?

b. If so, will this work be contracted directly to the VAMC (Owner), or under the CM/GC contract?

Enhanced Commissioning will be performed by a third-party company retained by the VA. Contractor is required to work with and make any corrections noted by the commissioning agent.

2. Do the Carr CTS Tailored Shelving Wall Mounted and Carr CTS Tailored Shelving Mobile, meet the shelving requirements?

See attached:

a. Carr CTS Tailored Shelving Wall Mounted

b. Carr CTS Tailored Shelving Mobile

Yes

3. Do the Penco Lockers meet the locker requirements?

See attached:

a. Penco Lockers

Yes

4. Ref section 01 45 00 Part 3.4 paragraph C- It appears qualified CQC personnel are required for each trade consisting of electrical, mechanical, structural, environmental, architectural, material technician submittal clerk, commissioning agent/LEED specialist and low voltage systems. CQC personnel are required to be employed by the general contractor therefore subcontractor supervisors will not be acceptable as CQC personnel. Based on the requirement of the experience matrix qualifications, several individuals are required onsite full time during the work if he or she only possesses qualifications in 1 area such as structural. This project includes work in 8 or so of the areas listed in the matrix table therefore up to 8 separate qualified CQC persons may be required onsite to assist the CQC manager. Is my interpretation correct?

This specification section lays the minimum ground work for the quality control the VA is expecting on the project. The contractor’s quality control plan is a submittal that is specific to the contractor’s business operations regarding quality and will be unique for each company bidding the project. The GC is to show in their submitted plan how they are going to meet the requirements in this specification.

5. I am reaching out on the, “36C25019B0041 Renovate Pharmacy to Comply with USP,” project for clarification on the resinous flooring section of the project.

In the specifications (see “SECTION 09 67 23.30 Pages from Specifications - Pharmacy USP (541-19-103).pdf,” attached) the description of the basis of design materials are:

Epoxy Primer Epoxy Mortar (steel trowel finish) @ 3/16 – ¼” pigmented color quartz Epoxy grout coat (2) Urethane sealer with non-slip aggregate.

In the drawings (see “AS-7.2 Page from Part 2 - Drawings - Pharmacy USP (541-19-103).pdf” attached) call out Stonhard Stonres RTZ which is:

Epoxy Primer 3/16 in Urethane resilient floor Urethane clear polyaspartic resin (2) Water-based urethane topcoat.

Which type of system is to be applied? They are both very different applications and overall will look nothing alike.

The spec indicated on Sheet AS-7.2 shall be followed. The specification will be revised and reissued.

6. Does Quantum Stainless Steel Wire Shelves meet the wire shelving requirements?

See attached:

a. Quantum Stainless Steel Wire Shelves

This spec is acceptable provided that A) the shelves are NOT wired. Solid shelving must be used. B) Sizes, heights, and number of adjustable shelves indicated on drawings can be matched in this Quantum Spec. C) Casters are furnished with the units as identified on the drawings.

7. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

Yes, and Yes.

8. Will the Government provide comprehensive written badging requirements for the project if badging is required?

Yes.

9. Where will the designated parking area be for workers accessing the construction site?

There are not designated parking spaces for contractors at the Louis Stokes (Cleveland) VAMC. Contractor is responsible for their own parking which is not permitted on VA property.

10. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

VA will not accept the use of the Procore PM software.

11. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

Temporary Fire Alarm (Heat Detection) is a requirement on our Life Safety drawings. The contractor will be responsible for a Fire Watch if the space is without fire protection and the temporary fire alarm devices. This doesn’t mitigate the need for fire watch during hot work, etc.

12. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

Protegis Fire & Safety (Formerly ABCO), is the Fire Alarm Programmer for the VA Fire Alarm Notifier System. Phone Number: 1-800-875-7200 Contact: Steve Rice.

13. Has the work area been checked for asbestos?

Yes. No hazardous materials are expected to be present in any renovation areas as these spaces have already been abated.

14. What is the Governments’ policy if asbestos products are encountered during construction?

Contractor is to inform the project COR and CO immediately; further direction will be given at that point.

15. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?

GC is to retain applicable testing firms that are qualified to test items slated for special inspections in this project.

16. Who is responsible for the utility locations?

All utility locations are indicated on the drawings to the best of the engineers’ abilities to locate same during field review. GC shall verify all existing conditions in field once concealed locations are opened up and advise if any discrepancies exist via RFI. If additional assistance is needed to locate utilities, in-house VA personnel can assist the GC.

17. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

No. Bidders are to comply with Buy American Act.

18. Describe all tasks that may be required for this project as it relates to infectious control?

Infection control measures and temporary construction barrier requirements are fully documented in both drawings and specs. GC must review Bid Packages for this information.

19. What is the level of infectious disease control rating for this site?

Infection Control Class is provided in Construction Documents for all spaces.

20. Can an unredacted copy of the sign-in sheet be published prior to bid date?

No.

21. Which company is responsible for the HVAC controls for this project and who is the point of contact?

The existing Tridium system is to be the Tier 1 Supervisor that is to be tied into. The Contractor can use the HVAC contractor of their choice as long as they comply with the specifications and drawings.

22. Is a dedicated SSHO and QCM required for this project, or can these positions be dual hatted with other onsite positions?

VA requires the GC to provide a dedicated site superintendent. Other than that, the GC must comply with the specification section that lays the minimum ground work for the quality control the VA is expecting on the project. The contractor’s quality control plan is a submittal that is specific to the contractor’s business operations regarding quality and will be unique for each company bidding the project. The GC to show in their submitted plan how they are going to meet the requirements in this specification.

23. Can a pre-fabricated or modular clean room components be used?

No.

24. Drawings AS-OP.D1, AS-OP.1, and AS-OP.1C, reference the scope of work for Phase I. There is no Phase I shown in the phasing duration schedule shown on drawing GI-1. “

All work associated with the Outpatient Pharmacy is to commence at the beginning of Phase 1A and be completed at the conclusion of Phase 1B. This gives 25 days for this work to be completed with a 5-day activation time for the VA.

25. At the site visit, the roofing was discussed as still being under warranty. It was my understanding that the roofing contractor that held the warranty was going to be issued in an addendum.

Can you provide the name of the roofing contractor? They will need to flash the new penetrations.

Roofing Warranty Holder for IPP-EX1 thru EX3 is "T-Clear - 513-870-9246" Roofing Warranty Holder for AHU-1 is "Johns Manville - 1-800-922-5922"
