PROJECT NO.: 539-17-101
TO ALL BIDDERS:
This addendum supplements and amends the original drawings and specifications, and shall be taken into account in preparing proposals, and shall become a part of the contract documents.
SUMMARY OF ADDENDUM
1. DRAWINGS & SPECIFICATIONS – Division 22
1.1 Response to RFI:
A. INFORMATION NEEDED: Notes 24, 25,26,27,28,32,35,36,37,39 Referred to drawing and other drawings refer to drawings 1P702 and 1P703 in plan
1) Response: All references to drawings 1P702 and 1P703 in plan note #’s 18, 19, 20, 24, 25, 26, 27, 28, & 35 shall be revised to reference drawing 1P701.
1.2 Response to RFI:
A. Referring to the monitoring detail, could chlorine residual be substituted for oxidant residual potential?
1) Response: Oxidant residual potential shall be monitored per VHA Directive 1061, Appendix A, 2.a.
1.3 Response to RFI:
A. Referring to the monitoring detail, is pH range of -2 to 16 correct? Should the range be 2 to 14?
1) Response: The pH monitoring range of -2 to 16 as indicated is correct; however, a pH monitoring range of 0 to 14 is also acceptable.
1.4 Response to RFI:
A. Referring to the secondary water treatment system detail, how many reagent dosing pumps should each skid (WTS1 & WTS2) have? Should there be two pumps per chemical (ammonium chloride and sodium hypochlorite) or two pumps total, one per chemical?
1) Response: Each packaged, single-point connection, wall or floor mounted monochloramine water treatment system (WTS1 and WTS2) shall be equipped with two (2) reagent dosing pumps – one (1) each to serve the sodium hypochlorite reagent, and one (1) each to serve the ammonium chloride reagent.
1.5 Response to RFI:
A. Referring to the secondary water treatment system detail, (WTS1 & WTS2) are the maximum reagent production rates of 150 g/HR (WTS1) and 800 g/HR (WTS2) correct?
1) Response: The maximum reagent production rates of 150 g/h (WTS1) and 800 g/h (WTS2) indicated in the Secondary Water Treatment System detail are correct.
1.6 Response to RFI:
A. We request the use of chlorine dioxide to clean the lines on the floors. The time for the kill factor of microorganisms by DNA destruction is much less than just regular chlorine. Your down time will be much less.
1) Response: Chlorine dioxide is not an acceptable sterilization chemical per the VA specifications and shall not be used. Acceptable sterilization chemicals are Hypochlorite (ASTM E1120), or Liquid Chlorine (ASTM E1229) per VA specification sections 22 11 00 – 2.7 and 22 11 00 – 3.3 – B. Method of sterilization shall be in accordance with AWWA C651 per VA specification section 22 11 00 – 3.3 – A.
1.7 Response to RFI:
A. There is not enough time to complete this project in 400 days with how many shutdowns and the amount of time that is required before the mono-chlorine system is put into operation. We request that this period of performance be 600 days to accommodate the scope of the project.
1) Period of performance to remain 400 days.
1.8 Response to RFI:
A. The drawings call out for the contractor to coordinate with the end user/ current vendors on the mono-chlorine system. This is the responsibility of the COR not the contractor to coordinate with VA personnel. We have not control over these people and should not be involved with them.
1) Response: The coordination effort described is to provide end-users/current vendors adequate time to adjust their processes for the addition of monochloramines into the domestic water system – such as adding necessary filters, etc. This remains a contractual obligation of the awarded Contractor.
1.9 Response to RFI:
A. What time and day can each area be worked in? We have to know this so we can bid the appropriate wages, if this is not provided we will just bid straight time hours.
1) Please review sheet 1P701 Sequence of Construction General Note H and bid per contract documents.
1.10 Response to RFI:
A. How will the VA address the delays in providing hot work permits to the contractor since they cannot be issued before hand?
1) Please review specification section 01 35 26 1.13.L. All hot work permits are required to be requested at least 72 hours in advance. The VA will review each site at the beginning of the shift, but all necessary precautions must be in place prior to permit issuance.
1.11 Response to RFI:
A. Will welding smoke vacuums be required for soldering or brazing?
1) Please review specification section 01 35 26 1.13.L. All hot work shall be in accordance with NFPA 241 and NFPA 51B. Exposure limit documentation must be provided for use of mechanical exhaust, otherwise local exhaust “smoke vacuums” will be necessary
1.12 Response to RFI:
A. How is CPVC allowed on some of this piping in areas that are plenum returns?
1) Response: CPVC piping is to be used only for connection of reagents between the monochloramine equipment and injection points to the water services located in the sub-basement mechanical room and will not extend through any plenum returns.
1.13 Response to RFI:
A. These drawings are almost impossible to read with over 40 of the same notes on each page. Only a few of the notes apply to each page. Please issue revised drawings with notes that pertain to each page. Please note that several vendors and subs have turned down bidding because of this so far.
1) Response: General notes advise that not all plan notes apply to each sheet.
1.14 Response to RFI:
A. There seem to be drawings missing for connection to the existing phigenics system. Please provide these.
1) Response: Connection to the existing Phigenics system is not a part of this project.
1.15 Response to RFI:
A. How will the VA meet the Ohio EPA operation requirements for the system that this project installs? How can the contractor be sure the VA operates this system correctly and doesn't damage it as the VA has no one on staff qualified to operate such system.
1) The VA will verify compliance with the Ohio EPA operation requirements for the secondary treatment system prior to its start up.
1.16 Response to RFI:
A. Please revise the drawings to better highlight the dead-legs to be removed. These drawings are very difficult to read in their current formant as all the piping is almost identical.
1) Response: Dead-legs are indicated by plan note #3 on each drawing and are identifiable.
1.17 Response to RFI:
A. Can the insulation on the places where the dead legs are removed match the existing?
1) Response: New insulation shall comply with specification section 22 07 11.
1.18 Response to RFI:
A. Has a current NESHAP survey been done for this project or will the contractor have to conduct this?
1) A limited survey was conducted while performing site investigation and asbestos containing material is not anticipated to affect the work performed under the contract. If potential asbestos containing materials are encountered and interfere with contract work to be performed please bring this to the attention of the COR immediately. A facility wide survey has been conducted and will be available to review upon request after award through our IH&S department.
1.19 Response to RFI:
A. Is there a current asbestos and lead report for this project?
1) An asbestos and lead survey for this project is not available
1.20 Response to RFI:
A. What are the infectious control requirements for each area that will be worked on this project so we can price accordingly?
1) Response: Infection control requirements for all areas of work are defined in the project specifications.
1.21 Response to RFI:
A. Since most of the shutoff valves are gate valves that do not work, how will the VA deal with the necessity to freeze these lines since this is unknown? Will this be by change order?
1) Per an approved shutdown schedule coordinated with the involved parties, VA staff will shut down the system as necessary. Freezing lines is not an approved method for shutdowns at the Cincinnati VAMC at this time.
1.22 Response to RFI:
A. We request the VA provide the most recent reports where legionella or other harmful bacteria were found in the system as well as where the samples were taken.
1) Test reports and sampling locations are not pertinent to performing the contract work.
1.23 Response to RFI:
A. For each time a line is opened after a valve is the contractor required to test for legionella and total coliform?
1) Response: Refer to contract documents; drawings and specifications for testing requirements.
1.24 Response to RFI:
A. Will the line be able to be used or have to be down during that testing process?
1) Response: Refer to contract documents; drawings and specifications for testing requirements.
1.25 Response to RFI:
A. How many areas will be given to the contractor at one time?
1) The areas are to be coordinated based on the schedule after award to meet the contractual period of performance.
1.26 Response to RFI:
A. Will a non-working fire watch be required for all hot work on this project?
1) Please review specification section 01 35 26 1.13.L. All hot work shall be in accordance with NFPA 241 and NFPA 51B.
1.27 Response to RFI:
A. Can Uponor Aqua Pex be utilized on this project for domestic water?
1) Response: Refer to specification section 22 11 00 for approved domestic water piping materials.
1.28 Response to RFI:
A. Are we replacing all, some, or none of the plumbing fixtures?
1) Response: No plumbing fixtures are being replaced as part of this project. Fixture designations were part of a simultaneous domestic water survey performed for CVAMC.
1.29 Response to RFI:
A. If we are replacing any, where do I find what corresponds to the designation for each fixture?
1) Response: No plumbing fixtures are being replaced as part of this project. Fixture designations were part of a simultaneous domestic water survey performed for CVAMC.
1.30 Response to RFI:
A. Each drawing has the same notes, which is a nice way to do this. I believe the following notes need to be changed:
1) 29. Should refer to bid item #2. Heapy Response: The Contractor’s suggestion is correct. Revise Plan note #29 to indicate bid item #2 in lieu of bid item #1.
2) 30. Should refer to bid item #3. Heapy Response: The Contractor’s suggestion is correct. Revise Plan note #30 to indicate bid item #3 in lieu of bid item #2.
3) 31. Should refer to bid item #4. Heapy Response: The Contractor’s suggestion is correct. Revise Plan note #31 to indicate bid item #4 in lieu of bid item #3.
1.31 Response to RFI:
A. Also on page 6 of 48, where the bid items are described, item “D” bid item #4 is missing the standard verbiage.
1) Response: The standard verbiage describing Item “D”, bid item #4 appears to match that of the subsequent bid items in the most recent issuance of the project specifications.
1.32 Response to RFI:
A. The wording of bid items 2, 3 and 4 are a bit confusing. It shows the monitoring systems, etc. under the same sentence that deletes parts of floors. This could be interpreted that they are to be deleted also. Are the water quality monitoring stations, and the secondary water treatment INCLUDED in each scope?
1) Response: The water quality monitoring stations and secondary water treatment system are included in the scope of each bid item. Bid item #2 excludes the dead-end removal work on the 9th, 8th, and partial 7th floors as indicated on the drawings; bid item #3 excludes the dead-end removal work on the partial 2nd and 3rd floors as indicated on the drawings; and bid item #4 excludes the dead-end removal work on the basement and partial 1st floors as indicated on the drawings.
1.33 Response to RFI:
A. As worded the bid documents would require the selected bidder to furnish and installing a secondary water treatment system with ownership transferring to the Cincinnati VAMC. Barclay Water Management does not sell their iChlor® Monochloramine generator due the stringent regulations surrounding secondary disinfection of drinking water. Barclay Water Management partners with the facility to provide a licensed operator, developing the permit application as required for a PWS (required by Ohio EPA), development of a sampling plan and execution of regulatory sampling required as a condition of permit approval and lastly, the submission of monthly reporting to the State of Ohio. In addition, we of course will provide the monochloramine generator, all precursor chemicals, all maintenance, and distal point testing to verify efficacy of secondary disinfection. Our business model creates a partnership with a lease of the equipment with no transfer of ownership so that it is always abundantly clear the responsibility to comply with all regulatory authorities remains with Barclay Water Management. Water quality standards are agreed upon in the contract concerning level of disinfectant to be produced and guaranteed by Barclay Water Management. Upon selection of Barclay Water Management as your secondary disinfection partner we would work with the selected contractor on installation requirements. Can the RFQ be modified to allow for the lease of the monochloramine generator and subcontracting of the regulatory testing, licensing, and operation of the secondary disinfection equipment?
1) The RFQ/bid documents will not be modified. Leasing equipment does not meet the requirements of the RFQ/bid documents.
1.34 Response to RFI:
A. The drawing shows supply and return piping from the station. Should it in fact be just one connection to the monitoring station?
1) Response: A supply and return is required for both domestic cold water and domestic hot water to supply sample water to the monitoring station and return it to the source to conserve water.
1.35 Response to RFI:
A. The VA Directive 1061 requires oxidant residual, not ORP which is Oxidation Reduction Potential. Is it the intention of the Cincinnati VAMC to monitor ORP instead of oxidant Residual, such as Total Chlorine, or Free Chlorine?
1) Response: Oxidant residual shall be monitored per VHA Directive 1061, Appendix A, 2.a.
1.36 Response to RFI:
A. Will the VA release a copy of the Specifications which shows a color depiction of the building plans in order to clearly define the zones in which work will be completed in? (Currently, everything is in greyscale and too difficult to interpret).
1) Response: A color-coded depiction of the building will be released with this addendum.
1.37 Response to RFI:
A. What company handles the building controls? Johnson Controls?
1) Response: CVAMC building controls are maintained by Johnson Controls and Automated Logic.
1.38 Response to RFI:
A. Does this job require photographic documentation to the level required in spec 1.19?
1) Response: Photographic documentation to the level required in specification section 010000-1.19 is a requirement for this project.
1.39 Response to RFI:
A. For bidding purposes, what should the plumbing contractor factor for plan note 10?
Response: Plan note #10 was included as part of a simultaneous domestic water survey performed for CVAMC and indicates domestic hot water branch piping whose length from main may exceed the maximum length now mandated in the VA’s Plumbing Design Guide. Where plan note #10 coincides with removal of dead-end piping (plan note #3), length of piping can be scaled from drawings. Where plan note #10 does not coincide with removal of dead-end piping (plan note #3), it is part of the domestic water survey and does not pertain to this project.
