About this file

This document is Amendment No. 1 to Request for Lease Proposal (RLP) No. 36C24W25R0072 for a Veterans Administration facility in San Antonio, Texas. The amendment clarifies several key details, including square footage requirements (14,586-15,315 ABOA SF), parking specifications (99 total parking spaces, including 5 accessible spaces), and lease terms of 10 years with 5 years firm. The government is seeking a clinical space with specific environmental certifications, requiring both ENERGY STAR and LEED (ID+C) certifications, with a preference for LVT tiles and a duress system to be provided by the lessor.

The amendment addresses multiple questions and clarifications, including parking space calculations, lease termination notice (90 days), and occupancy date (estimated about 1 year from lease award). The Area of Consideration is bounded by Huebner Rd (North), Hardy Oak Blvd (East), Loop 1604 (South), and Blanco Rd (West). Notably, some evaluation factors and financial documentation requirements have been intentionally deleted from the original solicitation, simplifying the proposal process for potential lessors.

RLP San Antonio North CBOC

Q: 1.02. A: States min and max ABOA, the posting on SAM.gov mentioned a max RSF of 19,691. Please advise if this is the correct max RSF and advise if there is a min RSF.

Answer: RLP 1.02 A and Exhibit B Line 1 (D) both reflect the following updated square footages: 15,315 ABOA SF Max 14,586 ABOA SF Min

Q: 1.02.C: States a government required 77 parking spaces. This contradicts 1.05.A which states 1 space for every 200 RSF. Using the RSF provided on the SAM.gov listing of 19,691, this results in 99 required spaces. Additionally, section 5.C of Exhibit B further contradicts these sections by requesting spaces from 120 vehicles. Please clarify the minimum number of spaces required by the RLP and please advise the number of handicap / van spaces required.

Answer: Per San Antonio municipal code for an outpatient clinic it ranges from 100-400 SF which the 200 SF per parking space. This will change the parking space requirement to 99 parking spaces as well as using ABAAS minimum number of accessible parking spaces shall be 5 and one shall be a van parking space.

Q: 1.02.F: States the lease term shall be 10-year, 5 years firm. Would the Government consider an alternative firm term.

Answer: No Alternative for the soft term

Q: 1.02. F: States a 90 day termination notice however SAM.gov listing stated 120 days. Please advise the termination notice.

Answer: 90 day termination is correct

Q: 1.02.G: Please advise the Government’s anticipated occupancy date for this facility.

Answer: Occupancy date is when the government gets occupancy, that would be the means of the contractor on providing us that date through the process of A/E and Construction.

Answer: Estimate about 1 year from lease award

Q: 1.03: Provides the Area of Consideration in a written form and pictorial form. The written area does not match the pictorial form provided. Please clarify the Area of Consideration.

Answer: It will be as mentioned per 1.03. Typo is West- shall be Blanco Rd and not Stone Oak Pkwy.

The Government requests Space in an area bounded as follows:

North Huebner Rd

East Hardy Oak Blvd.

South Loop 1604

West Blanco Rd.

Buildings with Property boundary(ies) on the boundary streets are deemed to be within the delineated Area of Consideration.

Q: 2.09 – Under the Energy Independence and Security ACT it establishes for Government leases to be ENERGY STAR labeled conferred by EPA

Answer: Also Line Item# 3.06T mentions about the offeror must provide a (LEED-ID+C) score card as well as provide Green Globes.

Answer: So the intent is to provide both certifications and show a checklist of how it would be achieved.

Q: 3.06 S: This section talks about LEED and Green Globes’ requirements. Is it the Government’s intent to require either or both LEED and Green Globes certification?

Answer: The intent is to provide both certifications and show a checklist of how it would be achieved.

Q: 4.04.C: Provided a list of 4 factors, however section 4.05 provides 5 factors. Factors 4 and 5 appear to be both ‘SOCIO- ECONOMIC STATUS’. Please advise which factors are applicable.

Answer: Presents on the standard L100, but not on the RLP.

Q: 4.05 Factor 2 Offeror’s Qualifications: This section provides a sub section regarding the Offerors financial resources. In this sub section it states to provide evidence of two (2) conditional commitments of funds. However, this contradicts section 3.06.B which states a minimum of one (1) conditional commitments of fund must be provided. In our experience, a requirement of two (2) conditional funds has not been required on a project of this scale. Please clarify.

Answer: Both 4.05 Factors on RLP are intentionally deleted.

Q: 4.05 Factor 2 Offeror’s Qualifications: This section provides a sub section regarding the Offerors financial resources. One of the requirements states to provide CPA certified financial statements. CPA certified financial statements are typically reserved for publicly traded or high-profile companies. In our experience this has not been a requirement on projects of this scale. Please advise if CPA certified financial statements will be required.

Answer: Both 4.05 Factors on RLP are intentionally deleted.

Exhibit B Agency Specific Requirements

Q: 1.d: mentions “The Program for Design dated December 09, 2023” however a program was not provided in this exhibit or any of the other exhibits. This will be needed to understand the Government’s space needs. Please provide a Program for design to review.

Additionally, we are requesting a 3-week submission extension as this is a critical document and the basis for our submittal.

Answer: Attached PFD posted to SAMS.

Q: 4.h: Provides a floor finish of VCT for the entire clinic. Please advise if VCT in the entire clinic is the desire of the VA or if alternate flooring materials are to be used.

Answer: Generally all tiles in the clinic shall be LVT tiles unless there is a specified room in the PFD that would call otherwise.

This Program for Design should be all LVT tiles unless changed during the engineering stages which medication rooms would be seamless welded floors.

Q: 5.C. mentions a “Parking Stall Layout” that is attached however none was provided. Please provide

Answer: Attached parking geometrics which tells us the VA Parking Standard and that we should also utilize the AHJ – Authority having jurisdiction.

If a duress system is to be Lessor provided, please provide more information regarding the system requirements.

Answer: Duress system shall be provided by the lessor See Exhibit B details will be captured during design and shall be approved by VA police.
