About this file

This document is an Amendment to a Request for Lease Proposal (RLP) for the Eugene Vet Center New Lease, issued by the Department of Veterans Affairs Regional Procurement Office - West. The amendment extends the RLP No. 36C24W25R0032 with a new effective expiration date of 04/18/2025 and addresses several key questions from potential offerors regarding lease structuring, pricing submission, and tenant improvements.

The amendment clarifies that offerors can structure the lease with step increases, submit pricing based on the provided statement of work, and provide estimates for tenant improvements. The solicitation involves a lease for a facility to accommodate 8 full-time employees (FTE), with the government indicating that tenant improvement costs will be paid in a lump sum upon completion of work. The document provides guidance on form completion (1364 and 1217) and suggests that final pricing may not be determined until drawings are complete.

6. Description of Amendment The Purpose of this Amendment:

A. Is to extend RLP No. 36C24W25R0032, new effective expiration date is 04/18/2025.

B. Additionally, here are Questions/Comments and the appropriate responses:

1. The 1364 form is not opening for me, but can we structure the lease on the 1364 in the format below (see chart below)? Can I break the firm term into two parts, such as years 1-4 with one step increase for years 5-8?

Yes, the form should allow you to do steps on the rent on the form.

2. Are we only submitting pricing for now (Forms 1364 and 1217) and then submitting technical/due diligence items (step 2) afterwards when we receive the due diligence letter?

Based on the statement of work that we sent, you can price things based on that. However, once we get the TICs table from you, everyone will know the true pricing for the work. We may not know this true number until we complete the drawings.

3. Do we need to provide TI/BSAC costs/bids right now or do we only need to submit an interest/amortization rate on 1364 form for now?

Unless something unexpected happens, we will not be amortizing. It will be paid in a lump sum when the work is completed.

4. Will Tenant Improvements and BSAC bids need to be obtained prior to lease award, or will that be addressed during post-award lease? There seems to be conflicting language in the RLP.

We will need for you to give us an estimate once you read the statement of work. We realize that it may not be the same as the final number.

5. How many FTE will be occupying the location?

8 FTE

All other terms and conditions remain unchanged.

Except as provided herein, all terms and conditions of the document referenced in Item 1, as heretofore changed, remains unchanged and in full force and effect
